SENATE BILL 1114 	By: Dahm 
 
 
 
 
 
AS INTRODUCED 
 
An Act relating to elections; requiring the State 
Election Board to update certain syste m; establishing 
requirements for ballots; requirin g ballots to be 
digitized and made available to th e public; requiring 
promulgation of rules by Secretary of the State 
Election Board; providing for codification; and 
providing an effective date . 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLA HOMA: 
SECTION 1.     NEW LAW    A new section of law to be codified 
in the Oklahoma Statutes as Section 6-121 of Title 26, unless there 
is created a duplication in numbering, reads as follo ws: 
By the effective date of this act, the State Election Board 
shall update the system used fo r ballots for elections in this state 
to meet the following requirements : 
1.  All ballots shall have a uni que identifier number or code 
printed in at least two l ocations on the ballot; 
2.  All ballots shall have a perforated section that includes 
the unique identifier number or code where the voter can tear off

that portion of the ballot to keep as a method t o identify his or 
her ballot; 
3. Ballots shall be digit ized and made available to the general 
public within thirty (30) days of each election to include the 
following requirements: 
a. all ballots shall be digitized and uploaded to a 
publicly accessible website where the public can 
scroll through and view all ballots, 
b. all digitized ballots shall be searc hable by the 
ballot unique identifier number or co de, 
c. all digitized ballots shal l be maintained and 
searchable on the publicly accessible website for at 
least two (2) years after the election, and 
d. all digitized ballot search options may be limited to 
the county or precinct level in order to maintain 
smaller file sizes on the publicly accessib le website; 
and 
4.  The Secretary of the State Election Board shall promulgate 
rules for the implementation of this section. 
SECTION 2.  This act shall become effective January 1, 2024.
