8181 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8282 SECTION 1. There is hereby appropriated to the Department of
8383 Mental Health and Substance Abuse Services from any monies not
8484 otherwise appropriated from the General Revenue Fund of the State
8585 Treasury for the fiscal year ending June 30, 2024, the sum of One
8686 Hundred Thousand Dollars ($100,000.00 ) or so much thereof as may be
8787 necessary to perform the duties imposed upon the Department of
8888 Mental Health and Substance Abuse Services by law.
8989 SECTION 2. Appropriations made by this act , not including
9090 appropriations made for capital outlay purposes, may be budget ed for

142142 the fiscal year ending June 30, 2024 (hereafter FY -24), or may be
143143 budgeted for the fiscal year ending June 30, 2025 (here after FY-25).
144144 Funds budgeted for FY -24 may be encumbered only through June 30,
145145 2024, and must be expended by November 15, 2024. Any funds
146146 remaining after November 15, 2024, and not budgeted for FY -25, shall
147147 lapse to the credit of the proper fund for the then current fiscal
148148 year. Funds budgeted for FY -25 may be encumbered only through Jun e
149149 30, 2025. Any funds remaining after Nov ember 15, 2025, shall lapse
150150 to the credit of the proper fund for the then current fiscal year.
151151 These appropriations may not be budgeted in both fiscal years
152152 simultaneously. Fun ds budgeted in FY-24 and not required to pay
153153 obligations for that fiscal year, may be budgeted for FY -25, after
154154 the agency to which the funds have been appropriated has prepared
155155 and submitted a budget work program revision removing these funds
156156 from the FY-24 budget work program and after suc h revision has been
157157 approved by the Office of Management and Enterprise Services.
158158 SECTION 3. It being immediately necessary for the preservation
159159 of the public peace, health or safety, an emergency is her eby
160160 declared to exist, by reason whe reof this act shall take effect and
161161 be in full force from and after its passage and approval.
