81	81	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
82	82	SECTION 1. There is hereby appropriated to the Oklahoma
83	83	Department of Agriculture , Food, and Forestry from any monies not
84	84	otherwise appropriated from the General Revenue Fund of the State
85	85	Treasury for the fiscal yea r ending June 30, 2024, th e sum of One
86	86	Hundred Thousand Dollars ($100,000.00 ) or so much thereof as may be
87	87	necessary to perform the duties imposed upon the Oklahoma Department
88	88	of Agriculture, Food, and Forestry by law.
89	89	SECTION 2. Appropriations made by this act, not including
90	90	appropriations made for capital outlay purposes, may be budget ed for

142	142	the fiscal year ending June 30, 2024 (hereafter FY -24), or may be
143	143	budgeted for the fiscal year ending June 30, 2025 (hereafter F Y-25).
144	144	Funds budgeted for FY -24 may be encumbered only through June 30 ,
145	145	2024, and must be expended by November 15, 2024. Any funds
146	146	remaining after November 15, 2024, and not budgeted for FY -25, shall
147	147	lapse to the credit of the proper fund for the then cu rrent fiscal
148	148	year. Funds budgeted for FY-25 may be encumbered only thr ough June
149	149	30, 2025. Any funds remaining after Nov ember 15, 2025, shall lapse
150	150	to the credit of the proper fund for the then current fiscal year.
151	151	These appropriations may not be budgete d in both fiscal years
152	152	simultaneously. Funds budgeted in FY-24 and not required to pay
153	153	obligations for that fiscal year, may be budgeted for FY -25, after
154	154	the agency to which the funds have been appropriated has prepared
155	155	and submitted a budget work program revision removing these funds
156	156	from the FY-24 budget work program and a fter such revision has been
157	157	approved by the Office of Management and Enterprise Services.
158	158	SECTION 3. It being immediately necessary for the preservation
159	159	of the public peace, health or safety, an emerg ency is hereby
160	160	declared to exist, by re ason whereof this act shall take effect and
161	161	be in full force from and after its passage and approval.
