79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. There is hereby appropriated to the Oklahoma
81	81	Department of Commerce from any monies not otherwise appropriated
82	82	from the General Revenue Fund of the State Treasu ry for the fiscal
83	83	year ending June 30, 2024, th e sum of One Hundred Thousand Dollars
84	84	($100,000.00) or so much thereof as may be necessary to perform the
85	85	duties imposed upon the Oklahoma Department of Commerce by law.
86	86	SECTION 2. Appropriations made by this act, not including
87	87	appropriations made for capital outlay purposes, may be budge ted for
88	88	the fiscal year ending June 30, 2024 (hereafter FY -24), or may be
89	89	budgeted for the fiscal year ending June 30, 2025 (hereafter F Y-25).

141	141	Funds budgeted for FY -24 may be encumbered only through June 3 0,
142	142	2024, and must be expended by November 15, 2024 . Any funds
143	143	remaining after November 15, 2024, and not budgeted for FY -25, shall
144	144	lapse to the credit of the proper fund for the then cu rrent fiscal
145	145	year. Funds budgeted for FY-25 may be encumbered only th rough June
146	146	30, 2025. Any funds remaining after No vember 15, 2025, shall lapse
147	147	to the credit of the proper fund for the then current fiscal year.
148	148	These appropriations may not be budgete d in both fiscal years
149	149	simultaneously. Funds budgeted in FY -24 and not required to pay
150	150	obligations for that fiscal year , may be budgeted for FY -25, after
151	151	the agency to which the funds have been appropriated has prepared
152	152	and submitted a budget work program revision removing these funds
153	153	from the FY-24 budget work program and after such revision has been
154	154	approved by the Offic e of Management and Enterprise Services.
155	155	SECTION 3. It being immediately necessary for the preservation
156	156	of the public peace, health or safety, an emerg ency is hereby
157	157	declared to exist, by r eason whereof this act shall take effect and
158	158	be in full force from and after its passage and approval.
