8787 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8888 SECTION 1. NEW LAW A new section of law to be codified
8989 in the Oklahoma Statutes as Section 11-103.6p of Title 70, unless
9090 there is created a duplication in numb ering, reads as follows:
9191 A. Beginning in the 2023-2024 school year, the State Department
9292 of Education shall implement a four-year pilot program to provide
9393 courses and assessments in U nited States history, government , and

145145 civics to eleventh-grade students enrolled in public school
146146 districts and public c harter schools in this s tate.
147147 B. The State Department of Education shall contract with a
148148 provider that will make online courses and assessments available to
149149 eleventh-grade students at no cost to the State Department of
150150 Education or participating public sc hool districts or public charter
151151 schools. The contracted provider shall make the following courses
152152 available:
153153 1. Introduction to the United States Constitution;
154154 2. The Meaning and History of t he United States Constitution;
155155 3. The Progressive Rejection of the Founding Fathers and the
156156 Rise of Bureaucratic Despotism;
157157 4. Civil Rights in American History; and
158158 5. The Federalist Papers.
159159 C. After completing the courses required by subsection B of
160160 this section, eleven th-grade students shall be administered an
161161 assessment on the conte nt of the courses. School districts and
162162 public charter schools shall submit assessment scores to the State
163163 Department of Education, which shall post the scores on its website
164164 in a manner that complies with the Student Dat a Accessibility,
165165 Transparency and Accountability Act of 2013 and the Family
166166 Educational Rights and Privacy Act of 1974 (FERPA).
167167 D. The State Board of Education may develop rules to determine
168168 if the pilot program courses taught pursuant to this section are

220220 eligible for academic credit toward meeting the graduation
221221 requirements set forth in Section 11 -103.6 of Title 70 of the
222222 Oklahoma Statutes.
223223 E. The pilot program created in this section shall end no later
224224 than July 1, 2027.
225225 F. By November 30, 2027, the State Department of Education
226226 shall submit a report to the President Pro Tempore of the Senate and
227227 the Speaker of the House of Representatives cont aining an evaluation
228228 of the results of the pilot program. The report shall include data
229229 on the number of students who s core above and below seventy percent
230230 (70%) on the assessment required by subsection C of this section.
231231 G. The State Board of Education may promulgate rules t o
232232 implement the provisions of this se ction.
233233 SECTION 2. This act shall become effe ctive July 1, 2023.
234234 SECTION 3. It being immediately necessary for the preservation
235235 of the public peace, health or safety, an emergency is hereby
236236 declared to exist, by reason whereof thi s act shall take effect a nd
237237 be in full force from and after its passage and approval.
