4451 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
4552 SECTION 1. NEW LAW A new section of law to be codified
4653 in the Oklahoma Statutes as Section 1-126 of Title 70, unless there
4754 is created a duplication in numb ering, reads as follows:
4855 A. The State Board of Education shall establish a two-year
4956 pilot program to provide grants to public school districts to
50-provide child care for children of sch ool district employees. The
51-State Board of Education shall collaborate with the Department of
52-Human Services to provide guidance and technical support to school
53-districts awarded grants. A grant may be used to:

8490 2. Contract with a child care facility licensed pursuant to the
8591 Oklahoma Child Care Facilities Licensing Act to provide child care
8692 for school district employees; or
8793 3. Provide school district employees with stipends to help
8894 cover a portion of child care-related expenses for children of
8995 school district employees.
9096 B. The State Board of Education shall establish criteria for
9197 awarding grants which shall include but not be limited to the
9298 following factors:
9399 1. The availability of licensed child care faciliti es in the
94100 school district; and
95101 2. The need for child care resources among schoo l district
96102 employees.
97103 C. A public school district seeking to participate in the pilot
98104 program shall apply to the State Board of Education for a grant in
99105 the manner and on a form prescribed by the Board.
100106 D. The State Board of Education shall ensure that p ilot program
101107 grants are given to a representative sample of Oklahoma school
102108 districts, which shall include:
103109 1. A school district with an average daily membership (ADM) o f
104110 more than two thousand five hundred (2,500) students ;
105111 2. A school distric t with an ADM of two thousand five hund red

133140 3. A school district with an ADM of one thousand (1,000)
134141 students or less; and
135142 4. A technology center school site.
136143 E. Two (2) years after implementation of the pilot program,
137144 school districts that rece ive pilot program grants p ursuant to this
138145 section shall provide a report to the State Board of Education that
139146 includes an itemized accounting of how grant funds were spent, an
140147 evaluation of the program by school district employees who were
141148 provided child care through the grant prog ram, data on whether the
142149 program had an impact on recruitment and retention of teachers and
143150 support personnel, and recommendations, if any, for future program
144151 operations.
145152 SECTION 2. This act shall become effective Jul y 1, 2023.
146153 SECTION 3. It being immediately necessary for the preservation
147154 of the public peace, health , or safety, an emergency is hereby
148155 declared to exist, by reason wher eof this act shall take effect and
149156 be in full force from and after it s passage and approval.
