103153 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
104-SECTION 1. NEW LAW A new section of law not to be
105-codified in the Oklahoma Statutes reads as follows:
106-The Legislature finds that barriers restricting the offering of
107-courses at some institutions of higher education within Th e Oklahoma
108-State System of Higher Education are no longer necessary; therefore,
109-it is recommended tha t the State Regents for Higher Education
110-exercise all powers necessary or convenient to accom plish the
111-purposes and objectives of Article XIII-A of the Oklahoma
112-Constitution and review all applicable poli cies related to degree
113-program offerings and expedite its degree program approval process
114-to maximize availability of postsecondary education options in this
115-state.
116-SECTION 2. AMENDATORY 70 O.S. 2021, Section 3213.1, is

117155 amended to read as follows:
118156 Section 3213.1. A. The Oklahoma State Regents for Higher
119157 Education shall make educational program resources at ins titutions
120158 in The Oklahoma State System of Higher Education available to the
121159 people in the Ponca City area. This program shall be known as th e
122160 University Center at Ponca City.
123161 B. The State Regents shall d raw upon the educational programs
124162 of institutions best suited to provide the kind of educational
125163 programs needed and shall, in pursuance of Article XIII-A of the
126164 Constitution of Oklahoma and a ppropriate statutes, set the standards
165+of education as they rela te to the programs operated to assure that
166+credits earned by students will be fully accepted at institutions of
167+higher education to which t he students may transfer the credit to
168+apply toward an educational study objective. Northern Oklahoma
169+College shall have exclusive authority to offer all lower divisio n
170+courses and programs at the University Center at Ponca City as
171+listed in the current c ollege catalog of Northern Oklahoma College.
172+C. The State Regents may establish appropriate funds and
173+accounts, including a revolving fund , in the Office of State Fina nce
174+Office of Management and Enterprise Services for servicing the
175+fiscal operations of the University Center at Ponca City. The funds

158-College shall have exclusive authority to offer all lower division
159-courses and programs at the University Center at Ponca City as
160-listed in the current college catalog of Northern Oklahoma College.
161-C. The State Regents may establish appropriate funds and
162-accounts, including a revolving fund , in the Office of State Finance
163-Office of Management and Enterprise Services for servicing the
164-fiscal operations of the University Center at Ponca City. The funds
165227 and accounts shall be subject to the direct supervision, management,
166228 and control of the board of trustees created by sub section D of this
167229 section. The people locally shall provide suitable physical plant
168230 accommodations for the University Center at Ponca City.
169231 D. There is hereby created a board of nine (9) trustees to be
170232 appointed by the Governor by and with the consent of the Senate to
171233 serve as the administrative agency for the University Center at
172234 Ponca City. The board shall be a body corporate and shall ado pt and
173235 use an official seal. The board so created shall have th e authority
174236 to submit a budget annually to the Okla homa State Regents for Higher
175237 Education, administer monies budgeted by the State Regents , provide
176238 educational facilities, recommend courses a nd programs to be offered
177239 by participating institutions, select a chief executive officer
240+whose duties include the general coordination of approved programs
241+and services, and the selection of other appro priate nonteaching
242+personnel. The board of trustees is authorized to expend all monies
243+allocated to the University Center at Ponca City as may be necessary
244+to perform the duties and responsibilities imposed upon the board by
245+this section. For purposes of acquiring and taking title to real
246+and personal property from sources other than state appropriations,
247+the board is authorized to enter into contracts and to adopt rul es
248+and regulations pertaining to such actions. The initial nine (9)
249+members shall serve their terms for the period to which originally

271381 accounts as are necessary to operate ret irement, deferred
272382 compensation, or benefits plans for its employees. The accounts
273383 shall be revolving funds not subje ct to fiscal year limit ations.
274384 Funds deposited in the accounts may be invested in any of the types
275385 of instruments in which the State Treas urer is authorized by law to
276386 invest.

467+Colleges, in cooperation with the Oklahoma State Regents for Hi gher
468+Education, shall have developed and implemented programs le ading to
469+baccalaureate degrees that c an be earned at Oklahoma State

426608 were funded in fiscal year 1998 in order to carry out all functions
427609 in Tulsa. The Board of Regents for the Oklahoma Agricultural and
428610 Mechanical Colleges shall a llocate space for Langston University in
429611 Tulsa.
430612 It is the intent of the Legislature that Langston Universit y be
431613 funded at a level consistent with the average allocation and
614+allotment of the institutions in the regional funding tier as
615+established by the Ok lahoma State Regents for Hig her Education.
616+Beginning with the 2001 - 2002 academic year, degrees earned at

509-It is the intent of the Legis lature that Northeastern State
510-University in Broken Arrow be funded at a level consistent with the
511-average allocation and allotment of the institutions in the regional
512-funding tier as established by the Oklahoma State Regents for Higher

514-Beginning with the 2001 - 2002 academic year, degrees earned at
515-the Northeastern State University Branch branch in Tulsa Broken
516-Arrow shall be designated as awarded by the Oklahoma State R egents
517-for Higher Education acting throug h Northeastern State University.
518-SECTION 7. AMENDATORY 7 0 O.S. 2021, Section 4669, is
519-amended to read as follows:
520750 Section 4669. A. On January 1, 1999, th ere shall be created in
521751 Claremore, Oklahoma, and its other regionally accre dited sites, as a
522752 successor to the Claremore campus of Rogers University, an
523753 institution of higher education to be known as Rogers State
524754 University. Rogers State University shall p rogrammatically and
525755 budgetarily function as a regional institution within T he Oklahoma
526756 State System of High er Education, yet with a community college
527757 component. It shall be authorized to offer no less than the averag e
528758 number of programs and courses of stu dy at other regional
529759 institutions of similar size and enrollment.
530760 B. Rogers State University shall operate as an institution
531761 within The Oklahoma State Syste m of Higher Education and shall be
532762 governed by the Board of Regents of the University of Oklahoma. The
763+president of Rogers State University shall report directly to the
764+Board of Regents of the University o f Oklahoma.

575829 provide an annual re port on the transition in Rogers State
576830 University function t o the Governor, the Speaker of the Hous e of
577831 Representatives, and the President Pro Tempore of the Senate,
578832 beginning on January 1, 2000, and contin uing until Rogers State
579833 University is regionally a ccredited as a four-year baccalaureate and
580834 graduate degree granting institution.
581835 E. Rogers State University shall maintain a community college
582836 component within the universit y and shall maintain admission
583837 standards, academic policies, and practices for the community
838+college component consistent with those approved for associate
839+degree granting instituti ons by the Oklahoma State Regents for
840+Higher Education.
841+F. Rogers State University is hereby authorized to contract
842+with other regionally accredited institu tions of higher education,
843+specifically including Northeaste rn State University, for the
844+delivery of courses and programs at any location where Rogers State
845+University is authorized to deliver courses or pr ograms. This
846+authorization shall still remain in force after Rogers State
847+University gains regional accredita tion for upper division programs.
