65	65	An Act relating to the Oklahoma Department of
66	66	Commerce; making an appropriation; statin g purpose;
67	67	providing an effective date; and declar ing an

73	73	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
74	74	SECTION 1. There is hereby appropriated to the Oklahoma
75	75	Department of Commerce from any monies not otherwise appropriated
76	76	from the General Revenue Fund o f the State Treasury for the fiscal
77	77	year ending June 30, 2 024, the sum of Thirteen Million Seven Hundred
78	78	Fifty Thousand Dollars ($13,750,000.00) or so much thereof as may be
79	79	necessary for the purpose of encouraging entrepreneurship in urban,
80	80	underserved communities. Funds will be used for developing plans
81	81	and for other pre-construction costs that support commercial
82	82	property development to be leased to local and minority owned
83	83	businesses that address the lack of retail offerings that the
84	84	community needs.
85	85	SECTION 2. This act shall become effective July 1, 2023.

137	137	SECTION 3. It being immediately necessary for the preservation
138	138	of the public peace, health or safety, an emergency is h ereby
139	139	declared to exist, by reason whereof thi s act shall take effect and
140	140	be in full force from and after its passage and approval.
