7979 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8080 SECTION 1. AMENDATORY 70 O.S. 2021, Section 11-103.6h,
8181 is amended to read as follows:
8282 Section 11-103.6h. A. Personal financial literacy education
8383 shall be taught in the public schools of this state. Personal
8484 financial literacy education shall include, but is not limited to,
8585 the following areas of instruction:
8686 1. Understanding interest, c redit card debt, and online
8787 commerce;
8888 2. Rights and responsibilities of renting or buying a home;

155155 B. In order to graduate from a public high school accredited by
156156 the State Board of Education with a standard diploma, students shall
157157 fulfill the requirements f or a personal financial literacy passport.
158158 The requirements for a personal financial literacy passpor t shall be
159159 satisfactory completion in all areas of instruction in personal
160160 financial literacy as listed in subsection A of this section during
161161 grades seven through twelve or demonstration of satisfactory
162162 knowledge as provided for in subsection E of this se ction.
163163 C. School districts shall provide instruction in personal
164164 financial literacy to students during grades seven through twelve.

216216 School districts sha ll have the option of determining when each area
217217 of instruction listed in subsection A of this section shall be
218218 presented to students.
219219 D. Personal financial literacy instruction shall be integrated
220220 into one or more existing courses of study or provided in a separate
221221 personal financial literacy course. School districts shall have the
222222 option of determining into which course or courses each area of
223223 instruction listed in subsection A of this section shall be
224224 integrated.
225225 E. Students with the most significant cognitive disabilities
226226 (MSCD) who have an Individualized Education Program individualized
227227 education program (IEP) that directs that the student is to be
228228 assessed with alternate achievements standards through the Oklahoma
229229 Alternative Assessment Program may demonstrate satisfactory
230230 knowledge in each area of instruction listed in subsection A of this
231231 section upon a determination, supported b y documentation, by the
232232 school district that the student has met the following criteria:
233233 1. Receives substantive and substantial instruction in life -
234234 skills curriculum; and
235235 2. Demonstrates the acquired knowledge of the student with MSCD
236236 by alternate measures as required by the IEP.
237237 F. The State Board of Education shal l identify and adopt
238238 curriculum standards for personal financial literacy instruction
239239 that reflect the areas of instruction listed in subsection A of this

291291 section. The standards shall be inc orporated into the state
292292 academic content standards adopted by th e Board pursuant to Section
293293 11-103.6 of this title.
294294 G. The State Department of Education shall:
295295 1. Develop guidelines and material designed to enable schools
296296 to infuse personal financial li teracy within any course of study
297297 currently offered by the school district or offer personal financial
298298 literacy as a separate course. The guidelines shall outline the
299299 areas of instruction to be taught based on the curriculum standards
300300 adopted by the Board ;
301301 2. Develop professional development programs that are designed
302302 to help teachers provide instruction in personal financial literacy
303303 and incorporate the curriculum into an existing course or courses or
304304 develop curriculum for a separate personal financial literacy
305305 course;
306306 3. Provide and identify resources , including online curricula,
307307 for integrating the te aching of personal financial literacy into an
308308 existing course or courses of study or for developing a separate
309309 personal financial literacy course. Any o nline curricula provided
310310 or identified by the Department shall in clude an assessment
311311 component for each area of instruction listed in subsection A of
312312 this section;
313313 4. Provide and identify resources , including online curricula ,
314314 and materials designed to e nable students identified as English

366366 language learners to underst and and use the personal financial
367367 literacy information presented; and
368368 5. Utilize funds deposited into the Personal Financial Literacy
369369 Education Revolving Fund created in Section 3 11-103.6h-1 of this
370370 act title for the purpose of and to fund the Passport to Financial
371371 Literacy Act. Such funds may be used for developing and providing
372372 guidelines, materials , and resources for personal financial literacy
373373 for students and teachers including, but n ot limited to, online
374374 curricula, training, and professional devel opment for teachers in
375375 the area of personal financial literacy as required in this
376376 subsection. The Department may use such funds to contract or work
377377 in conjunction with a third -party, Oklahoma-based not-for-profit
378378 organization that has proven expertise in the development of
379379 standards and curricula. The Department may further use a third -
380380 party organization to deliver professional development for teachers
381381 in the area of personal financial lite racy.
382382 H. The Department may work wit h one or more not-for-profit
383383 organizations that have proven experti se in the development of
384384 standards and curriculum and delivery of teacher professional
385385 development in personal financial literacy for the purpose of
386386 developing and providing guidelines, mat erials, resources, including
387387 online curricula, and professional dev elopment.
388388 I. 1. For students who transfer into an Oklahoma school
389389 district from out of state after the seventh grade, school districts

441441 shall assess the knowledge of the student in each of the areas of
442442 instruction listed in subsection A of this section. If the school
443443 district determines that the transferred student has successfully
444444 completed instruction in any or all of the areas of personal
445445 financial literacy instruction at a previous sch ool in which the
446446 student was enrolled or if the student demonstrate s satisfactory
447447 knowledge of any or all of the areas of personal financial literacy
448448 instruction through an assessment, the school district may exempt
449449 the student from completing instruction in that area of personal
450450 financial literary instruction. School di stricts may use the
451451 assessment contained in the online curricula provided or identified
452452 by the State Department of Education pursuant to subsection G of
453453 this section to determine the person al financial literacy knowle dge
454454 level of the student. School distr icts may also use the online
455455 curricula to present an area of instruction to transferred students
456456 who have not completed or who did not demonstrate satis factory
457457 knowledge in one or more of t he areas of personal financi al literacy
458458 instruction.
459459 2. For students who transfer into an Oklahoma school district
460460 from out of state after the junior year of high school, school
461461 districts may make an exception to the r equirements for a personal
462462 financial literacy passport pursuant t o the provisions of Section
463463 11-103.6 of this title.

515515 J. The State Textbook Committee created in Section 16 -101 of
516516 this title may, when selecting textbooks for mathematics, economics,
517517 or similar courses, select those textbooks wh ich contain substantive
518518 provisions on personal finance.
519519 K. In Beginning with the 2024-2025 school year, in order to
520520 deliver high-quality consistent personal financial literacy
521521 instruction, school districts shall to the extent possible assign
522522 the responsibility fo r teaching personal financial literacy to the
523523 same teacher or teachers on a continuing basis with certification in
524524 agricultural education, business and information technology,
525525 economics, family and consumer science, history and social studies,
526526 or mathematics or teachers who have been credentialed by the State
527527 Board of Education to teach personal financial literacy .
528528 L. Beginning with the 2020 -2021 school year, all teachers who
529529 are assigned the responsibility for teaching personal financial
530530 literacy shall complete ongoing profe ssional development training in
531531 the areas of personal financial literacy instruction in accordance
532532 with guidelines established by the State Department of Education.
533533 SECTION 2. AMENDATORY 70 O.S. 2021, Section 1 1-103.6h-1,
534534 is amended to read as follows:
535535 Section 11-103.6h-1. There is hereby created in the State
536536 Treasury a revolving fund for the State Department of Education to
537537 be designated the “Personal Financial Literacy Education Revolving
538538 Fund”. The fund shall be a continuing f und, not subject to fiscal

590590 year limitations, and shall consist of all monies directed to be
591591 deposited in the fund pursuant to Section 30 3-211 of this act Title
592592 14A of the Oklahoma Statut es and any other monies received by the
593593 Department for such purpose f rom any other public or private source.
594594 All monies accruing to the credit of the fund are hereby
595595 appropriated and may be budgeted and expended by the Department for
596596 the purposes set forth in Section 11 -103.6h of Title 70 of the
597597 Oklahoma Statutes this title. Expenditures from the fund shall be
598598 made upon warrants issued by the State Treasurer against claims
599599 filed as prescribed by law with the Director of the Office of
600600 Management and Enterprise Services for approval and payment.
601601 SECTION 3. This act shall become effective July 1, 2023.
602602 SECTION 4. It being immediately necessary for the preservation
603603 of the public peace, health , or safety, an emergency is hereby
604604 declared to exist, by reason whereof thi s act shall take effect and
605605 be in full force from and after its pas sage and approval.
