81	81	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
82	82	SECTION 1. NEW LAW A new section of l aw to be codified
83	83	in the Oklahoma Statutes as Section 308b of Title 75, unless there
84	84	is created a duplication in numbering, reads as follows:
85	85	A. Upon receipt by a state agency of a requirement for an
86	86	agency to adopt, follow, or otherwise submit to any new federal rule
87	87	or regulation or change to an existing federal rule or regulation,
88	88	or interpretation of any rule or regulation, that agency shall send
89	89	the federal rule or regulation by electronic mail to all members of
90	90	the Legislature and the Governor.

142	142	B. By the adoption of a joint resolution, the Legislature may
143	143	disapprove the implementation of any federal rule or regulation
144	144	imposed on a state agency.
145	145	C. Unless otherwise authorized by the Legislature, wh enever a
146	146	rule or regulation is disapproved as provided in subsection B of
147	147	this section, the agency subject to such rules or regulations shall
148	148	not have authority to follow, interpret, or abide by any
149	149	requirements of the rule or regulation as specified by the
150	150	Legislature. Any effective rule or regulation which would have been
151	151	imposed on an agency when the Legislature was not in session shall
152	152	be deemed null and void on the date the Legislature disapproves the
153	153	rule or regulation b y a resolution as provided for in subsection B
154	154	of this section. Federal rules and re gulations imposed on state
155	155	agencies may be disapproved in part or in whole by the Legislature.
156	156	Upon enactment of any joint resolution disapproving a r ule or
157	157	regulation, the agency shall file notice of such legislative
158	158	disapproval with the Attorney General.
159	159	D. A federal rule or regulation shall be deemed authorized for
160	160	state agency compliance, if disappr oved by a joint resolution
161	161	pursuant to subsection B of this section wh ich has been vetoed by
162	162	the Governor in accordance with Section 11 of Article VI of th e
163	163	Oklahoma Constitution and the veto has not been overridden.

215	215	E. State agencies and their employees complying with the
216	216	provisions of this section shall be exempt from lia bility pursuant
217	217	to Section 155 of Title 51 of the Oklahoma Statutes.
218	218	F. Any rights, privileges, or interests gained by any person by
219	219	operation of a federal rule or regulation applied pri or to the
220	220	adoption of a joint resolution pursuant to this section, sha ll not
221	221	be affected by reason of any subsequent disapproval or rejection of
222	222	such rule or regulation by either house of the Legislature.
223	223	SECTION 2. It being immediately necessa ry for the preservation
224	224	of the public peace, health or safety, an emergency is hereby
225	225	declared to exist, by reason whereof this resolution shall take
226	226	effect and be in full force from and after its passage and approval.
