8181 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8282 SECTION 1. NEW LAW A new section of l aw to be codified
8383 in the Oklahoma Statutes as Section 308b of Title 75, unless there
8484 is created a duplication in numbering, reads as follows:
8585 A. Upon receipt by a state agency of a requirement for an
8686 agency to adopt, follow, or otherwise submit to any new federal rule
8787 or regulation or change to an existing federal rule or regulation,
8888 or interpretation of any rule or regulation, that agency shall send
8989 the federal rule or regulation by electronic mail to all members of
9090 the Legislature and the Governor.

142142 B. By the adoption of a joint resolution, the Legislature may
143143 disapprove the implementation of any federal rule or regulation
144144 imposed on a state agency.
145145 C. Unless otherwise authorized by the Legislature, wh enever a
146146 rule or regulation is disapproved as provided in subsection B of
147147 this section, the agency subject to such rules or regulations shall
148148 not have authority to follow, interpret, or abide by any
149149 requirements of the rule or regulation as specified by the
150150 Legislature. Any effective rule or regulation which would have been
151151 imposed on an agency when the Legislature was not in session shall
152152 be deemed null and void on the date the Legislature disapproves the
153153 rule or regulation b y a resolution as provided for in subsection B
154154 of this section. Federal rules and re gulations imposed on state
155155 agencies may be disapproved in part or in whole by the Legislature.
156156 Upon enactment of any joint resolution disapproving a r ule or
157157 regulation, the agency shall file notice of such legislative
158158 disapproval with the Attorney General.
159159 D. A federal rule or regulation shall be deemed authorized for
160160 state agency compliance, if disappr oved by a joint resolution
161161 pursuant to subsection B of this section wh ich has been vetoed by
162162 the Governor in accordance with Section 11 of Article VI of th e
163163 Oklahoma Constitution and the veto has not been overridden.

215215 E. State agencies and their employees complying with the
216216 provisions of this section shall be exempt from lia bility pursuant
217217 to Section 155 of Title 51 of the Oklahoma Statutes.
218218 F. Any rights, privileges, or interests gained by any person by
219219 operation of a federal rule or regulation applied pri or to the
220220 adoption of a joint resolution pursuant to this section, sha ll not
221221 be affected by reason of any subsequent disapproval or rejection of
222222 such rule or regulation by either house of the Legislature.
223223 SECTION 2. It being immediately necessa ry for the preservation
224224 of the public peace, health or safety, an emergency is hereby
225225 declared to exist, by reason whereof this resolution shall take
226226 effect and be in full force from and after its passage and approval.
