65	65	An Act relating to health care; prohibiting certain
66	66	medical treatment for minors; providing penalty;

73	73	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
74	74	SECTION 1. NEW LAW A new section of law to be codified
75	75	in the Oklahoma Statutes as Section 2607 of Title 63, unless there
76	76	is created a duplication in numbering, reads as follows:
77	77	A. A person under the age of eighteen (18) years is prohibited
78	78	from undergoing gender reassi gnment medical treatment in this state.
79	79	B. A health care professional who intentionally performs gender
80	80	reassignment medical treatment on a person who is under the age of
81	81	eighteen (18) years is subject to professional discipline by the
82	82	State Board of Medical Licensure and Supervision, the State Board of
83	83	Osteopathic Examiners, or the applicable health care professional
84	84	licensing board, up to and including suspension or revocation of any
85	85	license or certification required to practice.

137	137	C. “Gender reassignment med ical treatment” means any health
138	138	care to facilitate the transitioning of a patient ’s assigned gender
139	139	identity on the patient’s birth certificate, to the gender identity
140	140	experienced and defined by the patient. The term shall include, but
141	141	not be limited to:
142	142	1. Interventions to suppress the development of endogenous
143	143	secondary sex characteristics;
144	144	2. Interventions to align the patient ’s appearance or physical
145	145	body with the patient ’s gender identity; and
146	146	3. Interventions to alleviate symp toms of clinically
147	147	significant distress resulting from gender dysphoria, as defined in
148	148	the Diagnostic and Statisti cal Manual of Mental Disorders, 5th
149	149	Edition. The term does not include behavioral health care services,
150	150	such as mental health counseling or medications to treat depression,
151	151	anxiety, or similar disorders , provided the medication does not have
152	152	long-term altering effects on the gender of a minor .
153	153	SECTION 2. This act shall become effective November 1, 2023.
