6565 An Act relating to health care; prohibiting certain

7373 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7474 SECTION 1. NEW LAW A new section of law to be codified
7575 in the Oklahoma Statutes as Section 2607 of Title 63, unless there
7676 is created a duplication in numbering, reads as follows:
7777 A. A person under the age of eighteen (18) years is prohibited
7878 from undergoing gender reassi gnment medical treatment in this state.
7979 B. A health care professional who intentionally performs gender
8080 reassignment medical treatment on a person who is under the age of
8181 eighteen (18) years is subject to professional discipline by the
8282 State Board of Medical Licensure and Supervision, the State Board of
8383 Osteopathic Examiners, or the applicable health care professional
8484 licensing board, up to and including suspension or revocation of any
8585 license or certification required to practice.

137137 C. “Gender reassignment med ical treatment” means any health
138138 care to facilitate the transitioning of a patient ’s assigned gender
139139 identity on the patient’s birth certificate, to the gender identity
140140 experienced and defined by the patient. The term shall include, but
141141 not be limited to:
142142 1. Interventions to suppress the development of endogenous
143143 secondary sex characteristics;
144144 2. Interventions to align the patient ’s appearance or physical
145145 body with the patient ’s gender identity; and
146146 3. Interventions to alleviate symp toms of clinically
147147 significant distress resulting from gender dysphoria, as defined in
148148 the Diagnostic and Statisti cal Manual of Mental Disorders, 5th
149149 Edition. The term does not include behavioral health care services,
150150 such as mental health counseling or medications to treat depression,
151151 anxiety, or similar disorders , provided the medication does not have
152152 long-term altering effects on the gender of a minor .
153153 SECTION 2. This act shall become effective November 1, 2023.
