AS INTRODUCED 
 
An Act relating to the Oklahoma Sunset Law; reducing 
amount of time certain ag encies have to complete 
termination; requiring agencies to terminate within 
certain calendar year; requiring certain funds to be 
transferred to the General Revenue Fund at a certain 
time; and providing an effective date . 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     74 O.S. 2021, Section 3909, is 
amended to read as follows: 
Section 3909. A.  Except as otherwise provided by law, any 
statutory entity listed in Sections 3903 through 3908 of this t itle 
which is terminated shall have a period of one ( 1) year after its 
termination date continue in existence until December 31 of the 
calendar year in which it is terminated for the sole purpose of 
ceasing its affairs an d termination shall not reduce or otherwise 
limit retain only the powers, duties, or fun ctions of said entity 
necessary to cease its affairs.  Upon the expiration of the one -year 
period, On December 31 of the calend ar year in which it is

terminated, the entity and its personnel positions s hall be 
abolished. 
B.  Except as otherwise provided by law, one (1) year after the 
termination date of a statutory entity, the State Treasurer shall 
transfer all funds of that en tity to the General Revenue Fund on 
December 31 of the calendar year in which it is terminated.  All 
debts of that entity shall be p aid by the State Treasurer from the 
funds of that statutory entity.  All equipment, files, fixtures, 
furniture, and supplies of the terminated entity shall be 
transferred to the Office of Management and Enterprise Services to 
be stored or disposed of as sp ecified by law.  Any other outstanding 
obligations or functions remaining to be performed after termination 
of an entity shall be performed by the Office of Management and 
Enterprise Services until provisions are made for such obligations 
or functions by the Legislature. 
SECTION 2.  This act shall become effective November 1, 2023.
