6146 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6247 SECTION 1. AMENDATORY 70 O.S. 2021, Section 6 -101.3, is
6348 amended to read as follows:
64-Section 6-101.3 As used in Section 6-101 et seq. of this title:
49+Section 6-101.3. As used in Section 6-101 et seq. of this

6551 1. “Administrator” means a duly certified person who devotes a
6652 majority of time to service as a superintendent, eleme ntary
6753 superintendent, principal, super visor, vice principal , or in any
6854 other administrative or supe rvisory capacity in the school district;
55+2. “Dismissal” means the discontinuance of the teaching service
56+of an administrator or teacher during the term of a written
57+contract, as provided by law;
58+3. “Nonreemployment” means the nonrenewal of the contract o f an

96-2. “Dismissal” means the discontinuance of the teac hing service
97-of an administrator or teach er during the term of a written
98-contract, as provided by law;
99-3. “Nonreemployment” means the nonrenewal of the contract o f an
100-administrator or teacher upon expiration of the contract;
101-4. “Career teacher” means a teacher who:

113-under a written continuing or tempora ry teaching
114-contract and has achieved a dist rict evaluation
115-rating of “superior” as measured pursuant to the
116-TLE as set forth in Section 6-101.16 of this
117-title for at least two (2) of the three (3)
118-school years,
97+school years as a teacher in one or more school
98+district districts under a written continuing or
99+temporary teaching contract and has achieved a
100+district evaluation rating of “superior” as
101+measured pursuant to the TLE as set forth in
102+Section 6-101.16 of this title for at least two

146-(2) has completed four (4) consecutive compl ete
147-school years as a teacher in one school district
148-under a written continuing or temp orary teaching
149-contract, has averaged a dis trict evaluation
150-rating of at least “effective” as measured
151-pursuant to the TLE for t he four-year period, and
152-has received district evaluation ratings of at
153-least “effective” for the last two (2) years of
154-the four-year period, or
137+evaluation ratings o f at least “effective” for
138+the last two (2) years of the four -year period,
139+or
155140 (3) has completed four (4) or more consecutive
156-complete school years in one school district
157-under a written continuing or temporary teaching
158-contract and has not met the requirements of
159-subparagraph a or b of this p aragraph, only if
160-the principal of the school at which the teacher
161-is employed submits a petition to the
162-superintendent of the school district requestin g
163-that the teacher be granted career stat us, the
164-superintendent agrees with the petition, and the
165-school district board of education approves the
166-petition. The principal shall specify in the
167-petition the underlying facts supporting the
168-granting of career status to the teacher, or
141+complete school years in one or more school
142+district districts under a written continuing or
143+temporary teaching contract and has no t met the
144+requirements of subparagraph a or b of this
145+paragraph, only if the principal of the school at
146+which the teacher is employed submits a petition
147+to the superintendent of the school district
148+requesting that the teacher be granted career
149+status, the superintendent agrees with the
150+petition, and the school distr ict board of
151+education approves the petition. The principal
152+shall specify in the petition the underlying
153+facts supporting the granting of career status to
154+the teacher;
155+5. “Teacher hearing” means the hearing before a school district
156+board of education aft er a recommendation for dismissal or
157+nonreemployment of a teacher has been made but before any final
158+action is taken on the recommendation, held for the purp ose of
159+affording the teacher all right s guaranteed by the United States
160+Constitution and the Consti tution of Oklahoma under circumstances

201-granting of career status to the teacher;
202-5. “Teacher hearing” means the hearing before a school district
203-board of education aft er a recommendation for dismissal or
204-nonreemployment of a teacher has been made but before any final
205-action is taken on the recommendat ion, held for the purpose of
206-affording the teacher all right s guaranteed by the United States
207-Constitution and the Consti tution of Oklahoma under circumstances
208187 and for enabling the board to determine whether to approve or
209188 disapprove the recommendation;
210189 6. “Probationary teacher ” means a teacher who:
211190 a. is employed by a school district prior to the 2017 -
212191 2018 school year and h as completed fewer than three
213192 (3) consecutive complete school years as a teacher in
214193 one school district under a written teaching contract,
215194 or
216195 b. is employed for the first time by a school distric t
217196 under a written teaching contract during the 2017 -2018
218197 school year and thereafter and has not met the
198+requirements for career teacher as provided in
199+paragraph 4 of this section;
200+7. “Suspension” or “suspended” means the temporary
201+discontinuance of the se rvices of an administrator or teacher, as
202+provided by law;
203+8. “Teacher” means a person defined as a teacher in Section 1 -
204+116 of this title; and
205+9. “District evaluation rating ” means the rating issued based
206+on the components of the TLE as set forth in sub section B of Section
207+6-101.16 of this title.
208+SECTION 2. This act shall become effective July 1, 2023.
209+SECTION 3. It being immediately necessary for the preservation
210+of the public peace, health, or safety, an emergency is h ereby
