81	81	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
82	82	SECTION 1. NEW LAW A new section of law to be codified
83	83	in the Oklahoma Statutes as Section 11-203 of Title 70, unless there
84	84	is created a duplication in numb ering, reads as follows:
85	85	A. Each school district library in this state shall provide an
86	86	effective library media program through the acquisition of library
87	87	media materials sufficient to meet the instructional needs of
88	88	students enrolled in the school district. The library media progra m
89	89	shall include a balanced collection o f print materials, nonprint

142	142	the needs of students and staff .
143	143	B. Each school district board of education shall adopt and post
144	144	on the school district 's website a comprehensive written policy that
145	145	guides the selection, deselection, and reconsideration of l ibrary
146	146	media materials. The policy shall:
147	147	1. Ensure that the selection of library medi a materials
148	148	reflects the school district 's philosophy, mission, g uiding
149	149	principles, or other foundatio nal documents;
150	150	2. Provide a framework for the consistent selectio n and
151	151	acquisition of library resources in all formats using a standard set
152	152	of criteria;
153	153	3. Avoid haphazard patterns of acquisition that would result in
154	154	waste or overlap of content;
155	155	4. Designate the staff person or persons responsible for
156	156	selecting materials and the parameters for selection decisions;
157	157	provided, however, the policy shall allo w for the use of
158	158	professional judgment;
159	159	5. Ensure a diversity of viewpoints on all topics including
160	160	those that may be considered controversial;
161	161	6. Identify cooperativ e collection development arrangements
162	162	such as resource sharing including interlibrary lo ans, agreements to
163	163	purchase or lease electronic content, and reso urce retention

216	216	materials, and local au thor materials;
217	217	7. Provide standards for collection maintenance and the removal
218	218	of library resources for which the library has excess copies or that
219	219	are out of date, inaccurate , no longer reflecting the consensus of
220	220	the relevant field of study, in poor con dition, rarely used, in an
221	221	obsolete format, or not meeting the needs of library patrons;
222	222	8. Supply guidelines for consideration of gifts and donations
223	223	of library media materials;
224	224	9. Establish a process by which individuals may share their
225	225	concerns about library media materials or resources in a discussion
226	226	with a certified library media specia list if one is available or
227	227	other staff person designated pursuant to paragraph 4 of this
228	228	subsection. If an individual's concerns are not resolved, he or she
229	229	may request a formal reconsideration on a form provided by the
230	230	school district; and
231	231	10. Affirm the importance of intellectual freedom, referencing
232	232	key documents such as the First Amendme nt to the U.S. Constitution,
233	233	the Library Bill of Rights, and the Freedom to Read Statement.
234	234	C. The school district library, media center, media materials,
235	235	equipment, and related school staff shall be available to students
236	236	and staff throughout the school da y. Staff shall assist students
237	237	and teachers in becoming effective user s of ideas and information

291	291	SECTION 2. This act shall become eff ective July 1, 2023.
292	292	SECTION 3. It being immediatel y necessary for the preservation
293	293	of the public peace, health , or safety, an emergency is hereby
294	294	declared to exist, by reason whereof thi s act shall take effect and
295	295	be in full force from an d after its passage and approval.
