AS INTRODUCED 
 
An Act relating to state government; defining terms; 
prohibiting state agencies and depa rtments from 
adopting certain policies and training; providing 
certain construction; providing for codification; and 
declaring an emergency . 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Stat utes as Section 840-3.1B of Title 74, unless 
there is created a duplication in numbering, reads as follows: 
A.  As used in this section : 
1.  “Race or sex stereotyping” means ascribing character traits , 
values, moral and ethical codes, privileges, status, or beliefs to a 
race or sex, or to an indiv idual because of his or her race or sex ; 
and 
2.  “Race or sex scapegoating ” means assigning fault, blame, or 
bias to a race or sex, or to an individual because of his or her 
race or sex.  It similarly encompasses any claim that, consciously 
or unconsciously, and by virtue of their race or sex, members of any

race are inherently racist or are inherently inclined to oppress 
others, or that members of a sex are inherently sexist or inclined 
to oppress others. 
B. Notwithstanding any other provision of law, every agency or 
department of the state, county or municipality, or political 
subdivision shall be prohibited fro m adopting a policy or training 
materials to promote race or sex stereotyping or scapegoating . 
Nothing in this section prevents agencies or departments of this 
state from promoting racial, cultura l, or ethnic diversity or 
inclusiveness, provided such efforts are consistent with the 
requirements of this section. 
SECTION 2.  It being immediatel y necessary for the pr eservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof this act shall take effect and 
be in full force from and after its passag e and approval.
