4575 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
4676 SECTION 1. AMENDATORY 62 O.S. 2021, Section 35.3, is
4777 amended to read as follows:
4878 Section 35.3. As used in the Information Techno logy
4979 Consolidation and Coordination Act:
5080 1. “Appropriated state agency” means any state agency that
5181 receives funding through the annual legislative appropriations
5282 process;
5383 2. “Information technology assets” means any equipment or
5484 interconnected system or subsystem of equipment that is used in the
5585 acquisition, storage, manipulation, management, movement, control,
5686 display, switching, interc hange, transmission, or rec eption of data
5787 or information. The term shall include computer s, ancillary
58-equipment, software, firmware and similar procedures, services,
59-including support services and consulting services, s oftware
60-development, and related res ources, and shall further i nclude

289+5. “Shared services” means those state agency functions which
290+are or could be provid ed through:
189291 a. the services and systems spe cified in subsection A of
190292 Section 35.6 of this t itle, and
191293 b. the programs, services, software or processes
192294 specified in subsection B of Section 35.6 of this
193295 title; and
194296 6. “State agency” means any office, elected or appointed
195297 officer, bureau, board, commis sion, counsel, unit, divisi on, body,
196298 authority or institution of the executive branch of state government
197299 excluding institutions within The Oklahoma State System of Higher
198300 Education, the Oklahoma Municipal Power Authorit y, the Oklahoma
199301 State Regents for Hi gher Education, the Oklahoma State Bureau of
200302 Investigation, District Attorneys Council, the Office of the
201303 Attorney General, the Office of the State Auditor and Inspector, and
202304 the telecommunications network known as OneNet.
203305 SECTION 2. This act shall become effective November 1, 2023.
