8181 BE IT ENACTED BY THE PEOPLE OF THE S TATE OF OKLAHOMA:
8282 SECTION 1. AMENDATORY 72 O.S. 2021, Section 221, as
8383 amended by Section 10, Chapter 83, O.S.L. 2022 (72 O.S. Supp. 2022,
8484 Section 221), is amended to read as follows:
8585 Section 221. A. There is hereby established at Sulphur,
8686 Oklahoma, on the site of the former Oklahoma State Veterans
8787 Hospital, and the State Veterans Home of Su lphur. The Oklahoma
8888 Veterans Commission is authorized to renov ate and repurpose the
8989 State Veterans Home of Sulphur to specialize in services supporting
9090 the long-term care needs of veterans who require both nursing home

142142 care and specialized cognitive care. The Oklahoma Department of
143143 Veterans Affairs is authorized to obtain such licensure,
144144 certification, accredi tation, partnerships, contract se rvices,
145145 infrastructure, or staffing as is beneficial or necessary to provide
146146 advanced services to veterans requiring specialized cognitive care.
147147 B. There is hereby established at Ardmore, Oklahoma, on the
148148 site of the Oklahoma State Veterans Home Facilities, and at Norman,
149149 Oklahoma, on the site of the Veterans Ward of the Griffin Memorial
150150 Hospital, further described as follows:
151151 Starting at the Southeast corner of the N ortheast Quarter (NE
152152 1/4) of Section twenty -nine (29), Township nine (9) North, Range two
153153 (2) West, of the Indian Meridian; thence North seventeen hundred
154154 (1700) feet to a point on the East boundary of Section twenty-nine
155155 (29), Township nine (9) North, Ran ge two (2) West; thence West six
156156 hundred (600) feet; t hence South eight hundred fifty (850) feet;
157157 thence West three hundred twenty-five (325) feet; thence South four
158158 hundred (400) feet; thence in a Southwest direction five hundred
159159 forty (540) feet to a poi nt on the South boundary of the Northeast
160160 Quarter (NE 1/4) of Section twenty-nine (29), Township nine (9)
161161 North, Range two (2) West of the Indian Meridian; thence East a
162162 distance of one thousand two hundred twenty-three (1,223) feet to
163163 the point of beginni ng;
164164 facilities to be known as the State Veterans Homes (for the purpose
165165 of securing special treatment or hospitalizatio n the adjoining

217217 facilities of Griffin Memorial Hospital shall be considered an
218218 integral part of the State Veterans Homes at Norman, and may be
219219 utilized to care for eligible veterans), whi ch shall be available
220220 for care of war veterans discharged other than under dishonorable
221221 conditions. Further provided such centers shall be under the
222222 administration and control of the Oklahoma Veterans Commis sion
223223 pursuant to Section 229.1 of this title, the S tate Veterans Home of
224224 Ardmore.
225225 C. The State Veterans Homes establish ed in this section shall
226226 be under the administration and control of the Oklahoma Veterans
227227 Commission. No person discharged from military service with a
228228 dishonorable discharge shall be admitted to the State Veterans Homes
229229 established in this section. Any person adjudged to b e criminally
230230 insane or in the custody of the Department of Corrections s hall not
231231 be placed in the custo dy of a State Vetera ns Home.
232232 SECTION 2. This act shall become effective November 1, 2023.
