8181 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OK LAHOMA:
8282 SECTION 1. AMENDATORY 70 O.S. 2021, Section 11 -103.6, as
8383 last amended by Section 51, Chapter 228, O.S.L. 2022 (70 O.S. Supp.
8484 2022, Section 11-103.6), is amended to read as follows:
8585 Section 11-103.6. A. 1. The State Boar d of Education shall
8686 adopt subject matter standards for instruction of students in the
8787 public schools of this state that are necessary to ensure there is
8888 attainment of desired levels of c ompetencies in a variety of areas
8989 to include language, mathematics, s cience, social studies,
9090 communication, and health and physical education.

142142 2. School districts shall develop and implement curriculum,
143143 courses, and instruction in order to ensure that stu dents meet the
144144 skills and competencies as set forth in this section a nd in the
145145 subject matter standards ad opted by the State Board of Education.
146146 3. All students shall gain literacy at the elementary and
147147 secondary levels. Students shall develop skills in reading,
148148 writing, speaking, computing , and critical thinking. For pu rposes
149149 of this section, critical thin king means a manner of analytical
150150 thinking which is logical and uses linear factual analysis to reach
151151 a conclusion. They shall learn about cultures a nd environments -
152152 their own and those of others with whom they share the earth. All
153153 students shall receiv e the instruction needed to lead healthy and
154154 physically active lifestyles. Students, therefore, shall study
155155 social studies, literature, languages, th e arts, health,
156156 mathematics, and science. Such curricula shall provi de for the
157157 teaching of a hands-on career exploration program in cooperation
158158 with technology center schools.
159159 4. The subject matter standards shall be designed to teach the
160160 competencies for which students shall be tested as provided in
161161 Section 1210.508 of t his title, and shall be designed to p repare all
162162 students for active citizenship, employm ent, and/or successful
163163 completion of postsecondary education without the need for remedial
164164 coursework at the postsecondary level.

216216 5. The subject matter standards shall be designed with rigor as
217217 defined in paragraph 3 of subsection G H of this section.
218218 6. The subject matter standards for English Language Arts shall
219219 give Classic Literature and nonfiction literature equal
220220 consideration to other literature. In addition, e mphasis shall be
221221 given to the study o f complete works of literature.
222222 7. At a minimum, the subject matter standards for mathematics
223223 shall require mastery of the standard algorithms in mathe matics,
224224 which is the most logical, efficient way of solving a probl em that
225225 consistently works, and for s tudents to attain fluency in Euclidian
226226 geometry.
227227 8. The subject matter standards for history, social studies ,
228228 and United States Government shall includ e study of important
229229 historical documents, including the United Sta tes Constitution,
230230 Declaration of Independence, Emancipation Proclamation, Federalist
231231 Papers, and other documents with significant history and heritage of
232232 the United States, and the content of the United States
233233 naturalization test, with an emphasis on the s pecific content of the
234234 test and the ideas and concepts it references. Beginning with th e
235235 2022-2023 school year, the United States naturalization test shall
236236 be administered in accordance wi th subsection F G of this section.
237237 9. The subject matter standards for United States Government
238238 shall include an emphasis on civics, the structure and rel ationship
239239 between the national, state, county , and local governments and

292292 section, “civics” means the study of the rights and duties of
293293 Oklahoma and United States citizens and of how those gov ernments
294294 work.
295295 10. The subject matter standards for health and physical
296296 education shall include but no t be limited to the domains of
297297 physical, emotional, social , and intellectual health. Health
298298 literacy shall include the ability to obtain, process , and
299299 understand basic health information and services needed to make
300300 appropriate health decisions. Health sh all also include the
301301 importance of proper nutrition and exercise, mental health and
302302 wellness, substance abuse, coping skills for understanding and
303303 managing trauma, establishing and maintaining positive
304304 relationships, and responsible decision making. Physi cal literacy
305305 shall include the ability to move with competence an d confidence in
306306 a wide variety of phy sical activities in multiple environments that
307307 benefit the healthy development of the whole person.
308308 B. Subject to the provisions of subsection subsections C and E
309309 of this section, in order to graduate from a public hig h school
310310 accredited by the State Boar d of Education with a standard diploma,
311311 students shall complete the following college preparatory/work ready
312312 college preparatory curriculum units or sets of competencies at the
313313 secondary level:

441441 technology center school, inc luding computer programming, hardware,
442442 and business computer applications, such as word process ing,
443443 databases, spreadsheets, and graphics, excluding keyboarding or
444444 typing courses;
445445 6. One additional unit or set of competencies selected from
446446 paragraphs 1 through 5 of this subsection or career and tec hnology
447447 education courses, concurrently enrolled co urses, Advanced Placement
448448 courses, or International Baccalaureate courses approved for college
449449 admission requirements; and
450450 7. One unit or set of competencies of fine arts, such as music,
451451 art, or drama, or one unit or set of competencies of speech.
452452 C. Subject to the provisions of subsection s B and E of this
453453 section, in order to graduate from a public high school accredited
454454 by the State Board of Education with a standard diploma, students
455455 shall complete the following work ready curriculum units or sets of
456456 competencies at the secondary level :
457457 1. Four units or sets of competencies of English to include
458458 Grammar, Composition, Literature, or any English course approved for
459459 college admission requirements;
460460 2. Three units or sets of competencies of mathematics, li mited
461461 to Algebra I, Algebra II, Ge ometry, Trigonometry, Math Analysis,
462462 Calculus, Advanced Placement Statistics, or any mathematics course

595595 D. In lieu of the requirements of subsection B or C of this
596596 section which requires a college preparatory/work ready college
597597 preparatory or work ready curriculum, a student may enroll i n the
598598 core curriculum as provided in subsection D E of this section upon
599599 written approval of the parent or legal guardian of the student.
600600 For students under the age of eighteen (18) school districts shall
601601 require a parent or legal guardian of the student to meet with a
602602 designee of the school prior to enrollment in the core curriculum.
603603 The State Department of Education shal l develop and distribute to
604604 school districts a form suitable f or this purpose, which shall
605605 include information on the benefits to student s of completing the
606606 college preparatory/work ready college preparatory or work rea dy
607607 curriculum as provided for in subsection B or C of this section.
608608 D. E. For those students subje ct to the requirements of
609609 subsection C D of this section, in order to graduate from a public
610610 high school accredited by the State Board of Education with a

674674 2. Mathematics – Three units or sets of competencies to consist

737737 completion of one (1 ) year of a full-time, three-hour
738738 career and technology progra m leading to an industry
739739 credential/certificate or college credit. The State
740740 Board of Career and Technology Educa tion shall
741741 promulgate rules to define the p rovisions of this
742742 section related to the accepted industry-valued
743743 credentials which are industry -endorsed or industry-
744744 aligned. The list of accepted industry -valued
745745 credentials shall be reviewed annually and updat ed at
746746 least every three (3) years by the Bo ard,
747747 h. (1) contextual mathematics co urses which enhance
748748 technology preparation, or
749749 (2) a science, technology, engineering , and math
750750 (STEM) block course meeting the requirements for
751751 course competencies listed in p aragraph 2 of
752752 subsection B C of this section, whether taught at
753753 a:
754754 (a) comprehensive high school, or
755755 (b) technology center school when taken i n the
756756 tenth, eleventh, or twelfth grade, taught by

10431043 2. No student shall receive credit for high school graduatio n

10451045 competencies to satisfy the curriculum requirements of this section.
10461046 3. A school district shall n ot be required to offer every

10481048 offer sufficient courses to allow a student to meet the graduation
10491049 requirements during the secondary grade years of the student.
10501050 F. G. 1. In addition to th e curriculum requirements of either
10511051 subsection B, C, or D E of this section, beginning with ninth
10521052 graders in the 2021-22 school year, in order to graduate from a
10531053 public high school accredited by the State Board of Education,
10541054 students shall pass the United States naturalization test pursuant
10551055 to the provisions of this subsectio n.
10561056 2. School districts shal l offer the United States
10571057 naturalization test to students at least once per school year,
10581058 beginning as early as eighth grade at the discretion of the school
10591059 district; provided, any student may re take the exam upon request,

11171117 achievement standards through the Oklahoma Alternate Assessment
11181118 Program (OAAP).
11191119 G. H. For purposes of this secti on:
11201120 1. “Contextual methodology ” means academic content and skills
11211121 taught by utilizing real-world problems and projects in a way that
11221122 helps students understand the application of that knowledge;
11231123 2. “Qualified agricultural education courses ” means courses
11241124 that have been determined by the Stat e Board of Education to offer
11251125 the sets of competencies for one or more science content areas and
11261126 which correspond to academic science courses. Qualified
11271127 agricultural education courses shall include, but are not limited
11281128 to, Horticulture, Plant and Soil Sci ence, Natural Resources and
11291129 Environmental Science, and Animal Science. The courses shall be
11301130 taught by teachers certified in agricultural education and comply
11311131 with all rules of the Oklahoma Department of Career and Technology
11321132 Education;
11331133 3. “Rigor” means a level of difficulty that is thorough,
11341134 exhaustive and accurate and is appropriate for the grade level;

11861186 4. “Sets of competencies ” means instruction in those skills and
11871187 competencies that are specified in t he subject matter standards
11881188 adopted by the State Boa rd of Education and other skills and
11891189 competencies adopted by t he Board, without regard to specified

11911191 5. “Unit” means a Carnegie Unit as defined by the North Central
11921192 Association’s Commission on Schools.
11931193 H. I. 1. The State Board of Education shall adopt a plan to
11941194 ensure that rigor is maintaine d in the content, teaching
11951195 methodology, level of expectations for student achievement, and
11961196 application of learning in all the courses taught to m eet the
11971197 graduation requirements as specified in t his section.
11981198 2. The State Board of Education shall allow as m uch flexibility
11991199 at the district level as is possible without diminishing the rigor
12001200 or undermining the intent of providing these courses. To accomplish
12011201 this purpose, the State Department of Educ ation shall work with
12021202 school districts in reviewing and approv ing courses taught by
12031203 districts that are not specifically listed in subsections B , C, and
12041204 D E of this section. Options may include, but shall not be limited
12051205 to, courses taken by concurrent enro llment, advanced placement, or
12061206 correspondence, or courses bear ing different titles.
12071207 3. The State Board of Education shall approve an advanced
12081208 placement computer science course to meet the requirements of cour se
12091209 competencies listed in paragraph 2 of subsection subsections B and C

12641264 4. Technology center school districts may offer programs
12651265 designed in cooperati on with institutions of higher education which
12661266 have an emphasis on a focused field of career study upon approval of
12671267 the State Board of Education and the independent district board of
12681268 education. Students in the tenth gr ade may be allowed to attend
12691269 these programs for up to one-half (1/2) of a school day and credit
12701270 for the units or sets of competencies required in paragraphs 2, 3 ,
12711271 and 6 of subsection B , C, or D E of this section shall be given if
12721272 the courses are taught by a teacher certified in the secondary
12731273 subject area; provided, credit for units or sets of competenci es
12741274 pursuant to subsection B of this section shall be approved for
12751275 college admission requirements.
12761276 5. If a student enrolls in a concurrent course, the school
12771277 district shall not be responsible fo r any costs incurred for that
12781278 course, unless the school distri ct does not offer enough course
12791279 selection during the student ’s secondary grade years to allow the
12801280 student to receive the courses needed to meet the graduatio n
12811281 requirements of this section. If t he school district does not offer
12821282 the necessary course selecti on during the student ’s secondary grade
12831283 years, it shall be responsible for the cost of resident tuition at
12841284 an institution in The Oklahoma State System of Hig her Education,

13381338 It is the intent of the Legislature that for students enrolled
13391339 in a concurrent enrollment course which is paid for by the school
13401340 district pursuant to this paragraph, the institution charge only the
13411341 supplementary and special service fees that are directly related to
13421342 the concurrent enrollment course and enrollment procedures for that
13431343 student. It is further the intent of the Legislature that fees f or
13441344 student activities and student service facilities, includin g the
13451345 student health care and cultural and recreational service fees, not
13461346 be charged to such students.
13471347 6. Credit for the units or sets of competencies requi red in
13481348 subsection B, C, or D E of this section shall be given when such
13491349 units or sets of competenci es are taken prior to ninth grade if the
13501350 teachers are certified or authorized to teach the subjects for high
13511351 school credit and the required rigor is maintain ed.
13521352 7. The four units or sets of com petencies in mathematics
13531353 required in subsection B of this sect ion or the three units or sets
13541354 of competencies in mathematics required in subsection B C or D E of
13551355 this section shall be completed in the ninth through twelf th grades.
13561356 If a student completes an y required courses or sets of competencies
13571357 in mathematics prior to ninth grade, the s tudent may take any other
13581358 mathematics courses or sets of competencies to fulfill the
13591359 requirement to complete four units or sets of com petencies in

14201420 enroll in a minimum of six periods, or the equivalent in b lock
14211421 scheduling or other scheduling structure that allows for instruction
14221422 in sets of competencies, of rigorous academic and/or rigorous
14231423 vocational courses ea ch day, which may include arts, vo cal and
14241424 instrumental music, speech classes, and physical educatio n classes.
14251425 J. K. 1. Academic and vocational -technical courses designed to
14261426 offer sets of competencies integrated or embedded within the courses
14271427 that provide for the teaching and learning of the appropriate skills
14281428 and knowledge in the subject matter standa rds, as adopted by the
14291429 State Board of Education, may, upon approval of the Board, in
14301430 consultation with the Oklahoma Department of Career and Technology
14311431 Education if the courses are offered at a technology center school
14321432 district, be counted for academic cre dit and toward meeting the
14331433 graduation requirements of this section.

14951495 approved by the Board, in consu ltation with the Oklahoma Department
14961496 of Career and Technology Education if the courses are offered at a
14971497 technology center school district, if such courses incorporate
14981498 standards of nationally recognized professional orga nizations and
14991499 are taught by certified teachers.
15001500 4. Courses offered by a supplemental education org anization
15011501 that is accredited by a national accrediting body and that are
15021502 taught by a certified teacher and provide for the teaching and
15031503 learning of the appro priate skills and knowledge in the su bject
15041504 matter standards may, upon approval of the State Board o f Education
15051505 and the school district board of education, be counted for academic
15061506 credit and toward meeting the graduation requirements of this
15071507 section.

15641564 L. M. The State Board of Education shall prescribe, adopt , and
15651565 approve a promotion system based on the attainment by students of
15661566 specified levels of competencies in each area of the core
15671567 curriculum.
15681568 M. N. Children who have individualized education progr ams
15691569 pursuant to the Individuals with Disabilities Education Ac t (IDEA),
15701570 and who satisfy the graduation requirements through the
15711571 individualized education program for that student shall be awarded a
15721572 standard diploma.
15731573 N. O. Students who enter the ninth grade in or prior to the
15741574 2007-08 school year who are enrolled in an alternative education
15751575 program and meet the requirements of their plans leading to high
15761576 school graduation developed pursuant to Section 1210.568 of this
15771577 title shall be awarded a standard diploma .
15781578 O. P. Any student who completes the curriculum requirements of
15791579 the International Baccalaureate Diploma Program shall be awarded a
15801580 standard diploma.
15811581 P. Q. Any student who successfully completes an advanced
15821582 mathematics or science course offered pursuant to Section 1210.404

16371637 Q. R. For purposes of this section, the courses approve d for
16381638 college admission requirements shall be courses which ar e approved
16391639 by the Oklahoma State Regents for Higher Education for admission to
16401640 an institution within The Oklahoma State System of Higher Education.
16411641 R. S. Students who have been denied a standar d diploma by the
16421642 school district in which the student is or wa s enrolled for failing
16431643 to meet the requirements of this section may re -enroll in the school
16441644 district that denied the student a standard diploma following the
16451645 denial of a standard diploma. The s tudent shall be provided
16461646 remediation or intervention and the o pportunity to complete the
16471647 curriculum units or sets of competencies required by this section to
16481648 obtain a standard diploma. Students who re -enroll in the school
16491649 district to meet the graduation r equirements of this section shall
16501650 be exempt from the hourly in structional requirements of Section 1 -
16511651 111 of this title and the six -period enrollment requirements of this
16521652 section.
16531653 S. T. The State Department of Education shall collect and
16541654 report data by school site and district on the numbe r of students
16551655 who enroll in the core curriculum as provided in subsection D E of
16561656 this section.
16571657 SECTION 2. This act shall become effective July 1, 2023.
