6047 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6148 SECTION 1. NEW LAW A new section of law to be codified
6249 in the Oklahoma Statutes as Section 700 of Title 70, unless there is
6350 created a duplication in numb ering, reads as follows:
6451 A. There is hereby created the Oklahoma Teacher Corps Program
6552 to be administered by the Oklahoma State Regents for Hi gher
6653 Education to provide assistance to individuals who earn a degree
6754 from an approved teacher preparation degree progra m at an
55+institution of higher education within The Oklahoma State System of
56+Higher Education and agree to teach in a school district in this
57+state that meets the criteria of paragraph 3 of subsection C of this
58+section for four (4) consecutive years .
59+B. To be eligible to participate in the Oklahoma Teacher Corps
60+Program during the 2023-2024 academic year and thereafter, an
61+individual shall:

94-institution of higher education within The Oklahoma State System of
95-Higher Education and agree to teach in a school district in this
96-state that meets the criteria of paragraph 3 of subsection C of this
97-section for four (4) consecutive years .
98-B. To be eligible to participate in the Oklahoma Teacher Corps
99-Program during the 2023-2024 academic year and thereafter, an
100-individual shall:
10189 1. Enroll in an institution of higher education within The
10290 Oklahoma State System of Higher Education;
10391 2. Submit an application on a form prescribed by the Oklahoma
10492 State Regents for Higher Education;
10593 3. Declare a major in an approved O klahoma teacher preparation
10694 degree program leading to a standard teaching certificate; and
10795 4. Execute an agreement pursuant to subsection C of this
10896 section.
10997 C. An individual who meets the eligibility criteria set forth
11098 in subsection B of this section shall execut e an agreement stating
11199 that he or she shall:
112100 1. Agree to earn a bachelor’s degree from an approved Oklahoma
113101 teacher preparation degree program leading to a standard teaching
114102 certificate;
115103 2. Agree to meet the requirements of Section 6 -187 of Title 70
116104 of the Oklahoma Statutes to earn a standard teaching certificate ;

106+3. Agree to teach in a school district in this state that is
107+designated as a comprehensive support and improve ment (CSI) school
108+or targeted support and improvement (TSI) school pursuant to the
109+Elementary and Secondary Education Act of 1965 (ESEA), as
110+reauthorized and amended by P.L. No. 114 -95, also known as the Ev ery
111+Student Succeeds Act (ESSA) for four (4) consecutive years. The

144-3. Agree to teach in a school district in this state that is
145-designated as a comprehensive support and improve ment (CSI) school
146-or targeted support and improvement (TSI) school pursuant to the
147-Elementary and Secondary Education Act of 1965 (ESEA), as
148-reauthorized and amended by P.L. No. 114 -95, also known as the Ev ery
149-Student Succeeds Act (ESSA) for four (4) consecutive years. The
150139 individual is not required to teach at the same schoo l district for
151140 four consecutive years .
152141 D. 1. The amount of assistance shall be equivalent to the
153142 amount of tuition and mandatory fee s for courses in which the
154143 eligible individual enrolls for completion of a bachelor’s degree.
155144 Assistance shall not be allowed for cours es or other postsecondary
156145 units taken in excess of the requirements for completion of a
157146 bachelor’s degree or taken more than five (5) years after the
158147 individual’s first semester of enrollment in an institution o f
159148 higher education within The Oklahoma State System of Higher
160149 Education.
161150 2. Assistance provided pursuant to this subsection shall be
162151 allocated to the institution of higher education from the Oklahoma
163152 Teacher Corps Revolving Fund created pursuant to Section 2 of this
164153 act.
165154 E. To retain eligibility fo r the Oklahoma Teacher Corps
166155 Program, an eligible individual shall:
156+1. Maintain good academic standing and s atisfactory academic
157+progress while enrolled in an institutio n of higher education
158+according to the institution’s standards; and
159+2. After earning a bachelor’s degree, submit annual proof of
160+employment with a school district described in paragraph 3 of
161+subsection C of this section to the Oklahoma State Regents for
162+Higher Education.

200190 F. An individual who accepts assistance pursuant to this
201191 section shall not also be eligible for an Oklahoma Higher Learning
202192 Access Program award provided for by Section 2601 et seq. of Tit le
203193 70 of the Oklahoma Statutes or a n Oklahoma Future Teacher
204194 Scholarship and Employment Incentive Program scholarship or
205195 employment incentive payment provided for by Section 698.1 of Title
206196 70 of the Oklahoma Sta tutes.
207197 G. An individual who has received Okl ahoma Teacher Corps
208198 Program assistance pursuant to this section and who fails to comply
209199 with the agreement execut ed pursuant to subsection C of this section
210200 shall be required to repay an amount to be calculated as follows:
211201 1. Determine the total amount of assistance provided pursuant
212202 to the provisions of this section;
213203 2. Divide the amount determined in paragraph 1 of this
214204 subsection by twelve (12); and
215205 3. Multiply the amount determined in paragraph 2 of this
216206 subsection by the number of months the individual did not fulfill
207+the requirements of the agreem ent executed pursuant to subsection C
208+of this section. Repayments shall be deposite d into the Oklahoma
209+Teacher Corps Revolving Fund created pursua nt to Section 2 of this
210+act.
211+H. An individual who has received Oklahoma Teacher Corps
212+Program assistance pur suant to this section and who fails to comply
213+with the agreement execut ed pursuant to subsection C of this section

244-of this section. Repayments shall be deposite d into the Oklahoma
245-Teacher Corps Revolving Fund created pursua nt to Section 2 of this

247-H. An individual who has received Oklahoma Teacher Corps
248-Program assistance pur suant to this section and who fails to comply
249-with the agreement execut ed pursuant to subsection C of this section
250241 due to hardship circumstances may request a waiver from re payment
251242 from the Oklahoma State Regents for Higher Education.
252243 I. The Oklahoma State Regents for Higher Education shall
253244 promulgate rules to implement the provisions of this section.
254245 SECTION 2. NEW LAW A new section of law to be codified
255246 in the Oklahoma Statutes as Section 700.1 of Title 70, unless there
256247 is created a duplication in numbering, reads as follows:
257248 There is hereby created in the State Treasury a revolving fund
258249 for the Oklahoma State Regents for Higher Education to be designated
259250 the “Oklahoma Teacher Corps Revolving Fund”. The fund shall be a
260251 continuing fund, not subject to fiscal year limitations, and shall
261252 consist of all monies received by the Oklahoma State Regents for
262253 Higher Education from state appropriations . All monies accruing to
263254 the credit of the fund are hereby appropriated and may be budgeted
264255 and expended by the Oklahoma State Regents for Higher Education for
265256 the purpose of implement the provisions of the Oklahoma Teach er
266257 Corps Program created pursuant to Section 1 of this act .
258+Expenditures from the fund shall be made upon warrants issued by the
259+State Treasurer against claims filed as prescr ibed by law with the
260+Director of the Office of Management and Enterprise Services for
261+approval and payment.
262+SECTION 3. This act shall become effective July 1, 2023.
263+SECTION 4. It being immediately necessary for the preserv ation
264+of the public peace, health, or safety, an emergency is hereby
