45 | 52 | | SECTION 1. NEW LAW A new section of law to be codified |
---|
46 | 53 | | in the Oklahoma Statutes as Section 18-202.2 of Title 70, unless |
---|
47 | 54 | | there is created a d uplication in numbering, reads as follows: |
---|
48 | 55 | | A. This act shall be kn own and may be cited as the “Rewarding |
---|
49 | 56 | | Student Outcomes Act ”. The purpose of the act sh all be to create an |
---|
50 | 57 | | outcomes-based college, career, and military readiness i ncentive |
---|
51 | 58 | | program for school districts, charter schools, and virtual charter |
---|
52 | 59 | | schools in this state. |
---|
53 | 60 | | B. As used in this act: |
---|
54 | 61 | | 1. “College, career, and military readiness” means a graduating |
---|
55 | 62 | | senior who accomplishes any of the following during a time period |
---|
56 | 63 | | established by the State D epartment of Education: |
---|
86 | 94 | | c. achieves a benchmark score on the ACT, SAT , or another |
---|
87 | 95 | | assessment designated by the State Department of |
---|
88 | 96 | | Education, |
---|
89 | 97 | | d. scores a 3, 4, or 5 on an Advanced Placement |
---|
90 | 98 | | examination, |
---|
91 | 99 | | e. scores a 4, 5, 6, or 7 on an International |
---|
92 | 100 | | Baccalaureate examination, |
---|
93 | 101 | | f. earns transcripted college credit while still in high |
---|
94 | 102 | | school through concurrent or dual enrollment, |
---|
95 | 103 | | g. achieves a passing scor e set by the applicable |
---|
96 | 104 | | military branch on the Armed Services Vocational |
---|
97 | 105 | | Aptitude Battery, or |
---|
98 | 106 | | h. is accepted for enlistment in the United States Armed |
---|
99 | 107 | | Forces; |
---|
100 | 108 | | 2. “Economically disadvantaged” shall have the same meaning as |
---|
101 | 109 | | provided for in Section 18-109.5 of Title 70 of the Oklahoma |
---|
102 | 110 | | Statutes; and |
---|
103 | 111 | | 3. “Not economically disadvantaged” means a student who does |
---|
104 | 112 | | not qualify for free- or reduced-price meals under the National |
---|
105 | 113 | | School Lunch Act. |
---|
136 | 145 | | career, and military readiness standards defined in subsection B of |
---|
137 | 146 | | this section for each of the following cohorts for each school site |
---|
138 | 147 | | for the preceding school year: |
---|
139 | 148 | | 1. Annual graduates who are economically disadvantaged; and |

140 | 149 | | 2. Annual graduates who are not economically disadvantaged. |

141 | 150 | | D. 1. Beginning with the 2025-2026 school year and each school |
---|
142 | 151 | | year thereafter, the State Department of Education shall determine |
---|
143 | 152 | | and inform each school district , charter school, and virtual charter |
---|
144 | 153 | | school the minimum number of annual graduates in each of the cohorts |
---|
145 | 154 | | identified in subsection C o f this section who must demonstrate |
---|
146 | 155 | | college, career, and military readiness in order for the school |
---|
147 | 156 | | district, charter school, or virtual charter school to be eligible |
---|
148 | 157 | | for a Rewarding Student Outcom es Act bonus. |
---|
149 | 158 | | 2. To qualify for a Rewar ding Student Outcomes Act bonus, the |
---|
150 | 159 | | school district, charter school, or virt ual charter school shall |
---|
151 | 160 | | have at least a one percent (1%) increase in the number of annual |
---|
152 | 161 | | graduates in a cohort identified in subsection C of this section who |
---|
153 | 162 | | demonstrate college, career, and military readiness above the number |
---|
154 | 163 | | of graduates for the preceding s chool year. A qualifying school |
---|
155 | 164 | | district, charter school, and virtual charter school shall be |
---|
184 | 194 | | a. One Thousand Five Hundred Dollars ($1,500.00) per |
---|
185 | 195 | | graduate if the annual graduat e is economically |
---|
186 | 196 | | disadvantaged, and |
---|
187 | 197 | | b. Five Hundred Dollars ($500.00) per graduate if the |
---|
188 | 198 | | annual graduate is not economically disadvantaged. |
---|
189 | 199 | | SECTION 2. AMENDATORY 70 O.S. 2021, Section 1210.545, is |
---|

191 | 201 | | Section 1210.545. A. Except as otherwise provided, as pa rt of |
---|

---|
193 | 203 | | 1210.541 of this title, the State Board of Education sh all prepare |

194 | 204 | | annual reports of the results of the Okla homa School Testing Prog ram |
---|
195 | 205 | | which describe student achievement in the state, an d each school |
---|
196 | 206 | | site, pursuant to the Elementary and S econdary Education Act of 1965 |
---|
197 | 207 | | (ESEA) as reauthorized by P.L. No. 114 -95, also known as the Every |

198 | 208 | | Student Succeeds Act (ESSA) , and any related federa l regulations. |

199 | 209 | | B. The annual report as required pursua nt to subsection A of |
---|
200 | 210 | | this section shall identify sc hool sites as having one of the |
---|
201 | 211 | | following grades for each indicator, sep arately, and by a single |
---|
202 | 212 | | overview grade of all indica tors, defined according to rules of the |
---|
203 | 213 | | State Board of Education: |
---|
204 | 214 | | 1. “A” means schools making excellent progress; |
---|
205 | 215 | | 2. “B” means schools making above average progress; |
---|
233 | 244 | | 4. “D” means schools making less th an satisfactory progress ; |
---|
234 | 245 | | and |
---|
235 | 246 | | 5. “F” means schools failing to make adequate pr ogress. |
---|
236 | 247 | | C. Each school that has students who are te sted and included in |
---|
237 | 248 | | the school grading system as provided for in this s ection shall |
---|
238 | 249 | | receive a school grade, except as follow s: |
---|
239 | 250 | | 1. A school shall no t receive a school grade if the number of |
---|
240 | 251 | | students tested and included in the school grading system is less |
---|
241 | 252 | | than the minimum sample size necessary for statistical reliability |
---|
242 | 253 | | and prevention of the unlawful release of personally iden tifiable |
---|
243 | 254 | | student data. The State Board of Education is directed to establish |
---|
244 | 255 | | the lowest minimum sample size necessary to meet the requirements of |
---|
245 | 256 | | this paragraph; and |
---|
246 | 257 | | 2. The academic performance of stud ents who are enrolled full- |
---|
247 | 258 | | time in an online program that is offered by a sch ool district or |
---|
248 | 259 | | charter school that is not the district of residence or is not |
---|
249 | 260 | | located in the district of r esidence of the student shall be |
---|
250 | 261 | | reported separately by the school distr ict or charter school and |
---|
251 | 262 | | shall not be included when determining the grade of the school site |
---|
252 | 263 | | or charter school. |
---|
253 | 264 | | D. The State Board of Education may adopt alternate systems of |
---|
254 | 265 | | accountability for statewide virtual charter schools, alternative |
---|
255 | 266 | | education programs as defined in Section 1210.568 of this title, a nd |
---|

339 | 352 | | limited to, a measure of status f or English language arts (ELA) ELA, |
---|
340 | 353 | | math and science status, English Language Proficiency Assessment |
---|
341 | 354 | | (ELPA) ELPA progress, graduation rate, chronic absenteeism, and |
---|
342 | 355 | | postsecondary opportunit ies, and climate surveys administered to |
---|
343 | 356 | | students, school staff, and parents and legal guardians of student s |
---|
344 | 357 | | enrolled in the school site. For purposes of this section |
---|
345 | 358 | | postsecondary opportunities shall include Advanced Placement, |
---|
346 | 359 | | International Baccalaureat e, dual and concurrent enrollment, |
---|
347 | 360 | | internships, mentorships and apprenticeships, and industry |
---|
348 | 361 | | certifications be based on the percentage of high school students |
---|
349 | 362 | | who meet at least one of the following criteria: |
---|
350 | 363 | | 1. Achieving a benchmark score on the ACT or S AT; |
---|
351 | 364 | | 2. Scoring a 3, 4, or 5 on an Advanced Placement examination; |
---|
352 | 365 | | 3. Scoring a 4, 5, 6 , or 7 on an International Baccalaur eate |

390 | 404 | | school as having improved, remained the same, or declined. This |
---|
391 | 405 | | school improvement rating sh all be based on a comparison of the |
---|
392 | 406 | | student and school performance data of the current year to the |
---|
393 | 407 | | previous year data. |
---|
394 | 408 | | J. The State Department of Education shall annually develop a |
---|
395 | 409 | | school site report card to be delivered to pare nts or legal |
---|
396 | 410 | | guardians throughout each school district. The report card shall b e |
---|
397 | 411 | | in accordance with the requirements of the Elementary and Secondary |
---|
398 | 412 | | Education Act of 1965 (ESEA), as reauthorized and amende d by P.L. |
---|

400 | 414 | | includes include the grade for the school, information regarding |
---|
401 | 415 | | school improvement, an explanation of school performance, and |
---|
402 | 416 | | indicators of return on investment. The report car d for each school |

437 | 452 | | the transition in assessm ents may impact school perf ormance. The |
---|
438 | 453 | | Department shall issue school report card s using the 2016-2017 |
---|
439 | 454 | | school year assessment data that is available. |
---|
440 | 455 | | K. The Legislature may factor in the performance of sc hools in |
---|
441 | 456 | | calculating any performance-based funding policy that is provided to |
---|
442 | 457 | | public school districts. |
---|
443 | 458 | | L. The State Board of Educat ion shall promulgate rules to |
---|
444 | 459 | | implement the provisions of this section. |
---|
445 | 460 | | SECTION 3. This act shall become ef fective November 1, 2023. |
---|
