AS INTRODUCED 
 
An Act relating to public assistance prog rams; 
creating the Automated Community Co nnection to 
Economic Self Sufficiency (ACCESS) Act; providing 
short title; requiring Oklahoma Health Care Authority 
and Department of Human Ser vices to collaborate for 
universal eligibility and enrollment application for 
specified programs; describing appl ication; directing 
promulgation of rules; and provi ding an effective 
date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 2100 of Title 56, unless there 
is created a duplication in numbering, reads as follows: 
A.  This section shall be known and may be cited as the 
“Automated Community Connection to Economic Self Sufficiency 
(ACCESS) Act”. 
B.  The Oklahoma Health Care Author ity and the Department of 
Human Services shall collaborate to provide for a universal 
eligibility and enrollment application for: 
1. The state Medicaid program;

2. The Temporary Assistance for Needy Families (TANF) program; 
and 
3. The Supplemental Nutrition Assistance Program (SNAP). 
C.  The universal eligibility and enrollment application shall 
be provided in an electronic format on a cloud -based, commercial-
off-the-shelf, software-as-a-service system with native mobile iOS, 
Android, and web applications. 
D.  The Oklahoma Health Care Authority Board and the Director of 
the Department of Human Services may promulgate rules as necessary 
to implement the provisions of this section. 
SECTION 2.  This act shall become effective November 1, 2023 .
