AS INTRODUCED 
 
An Act relating to the state Medicaid program ; 
amending 63 O.S. 2021, Section 5025 , which relates to 
Medicaid reimbursement; requiring Oklahoma Health 
Care Authority to establish enhanced reimbursement 
for maternity care provided in certain areas with 
available funds; directing the Authority to se ek 
necessary federal approval; providing for effect and 
termination of metho dology; providing an effective 
date; and declaring an emergency. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     63 O.S. 2021, Section 5025, is 
amended to read as follows: 
Section 5025. A. The Oklahoma Health Care Authority may 
establish, with available funds, a reimbursement methodology that 
will enhance the reimburseme nt for services provided to Medicaid 
beneficiaries in emergency hospit als in rural areas of the state. 
B. The Authority shall establish, with available funds, a 
reimbursement methodology that will enhance the reimbursement for 
maternity care provided to Medicaid beneficiary areas of the state 
with low or no access to maternity care.  The Authority shall seek

any federal approval necessary to establish the enhanced 
reimbursement methodology.  The enha nced reimbursement methodology 
shall take effect upon federal approval and shall terminate three 
(3) years after the date it takes effect. 
SECTION 2.  This act shall become effectiv e July 1, 2023. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof this act shall take effect and 
be in full force from and afte r its passage and approval.
