7373 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7474 SECTION 1. AMENDATORY 10A O.S. 202 1, Section 1-1-105, is
7575 amended to read as follows:
7676 Section 1-1-105. When used in the Oklahoma Children’s Code,
7777 unless the context otherwise requires:
7878 1. “Abandonment” means:
7979 a. the willful intent by words, actions, or omissio ns not
8080 to return for a child, or
8181 b. the failure to maintain a signi ficant parental
8282 relationship with a child through v isitation or
8383 communication in which incidental or token visits or
8484 communication are not considered significant, or
8585 c. the failure to respo nd to notice of deprived

138138 2. “Abuse” means harm or threatened harm to the health, safety,
139139 or welfare of a child by a person responsible for the child ’s
140140 health, safety, or welfare, including but not limited to
141141 nonaccidental physical or mental i njury, sexual abuse, or sexual
142142 exploitation. Provided, however, th at nothing contained in the
143143 Oklahoma Children’s Code shall prohibit any parent from using
144144 ordinary force as a means of discipline including, but not limited
145145 to, spanking, switching, or padd ling.
146146 a. “Harm or threatened harm to the health or safety of a
147147 child” means any real or threa tened physical, mental,
148148 or emotional injury or damage to the body or mind that
149149 is not accidental including but not limited to sexual
150150 abuse, sexual exploitation, ne glect, or dependency.
151151 b. “Sexual abuse” includes but is not limited to rape,
152152 incest, and lewd or indecent acts or prop osals made to
153153 a child, as defined by law, by a person responsible
154154 for the health, safety, or welfare of the child.
155155 c. “Sexual exploitation” includes but is not limited to
156156 allowing, permitting, encouraging, or forcing a child
157157 to engage in prostitution, as d efined by law, by any
158158 person eighteen (18) years of age or older or by a
159159 person responsible for the health, safety, or welfare
160160 of a child, or allowing, permitting, encouraging, or
161161 engaging in the lewd, obs cene, or pornographic, a s

216216 3. “Adjudication” means a finding by the court that the
217217 allegations in a peti tion alleging that a ch ild is deprived are
218218 supported by a preponderance of the evidence;
219219 4. “Adjudicatory hearing ” means a hearing by the court as
220220 provided by Section 1 -4-601 of this title;
221221 5. “Age-appropriate or developmentally appropriate ” means:
222222 a. activities or items that are generally accepted as
223223 suitable for children of the same age or level of
224224 maturity or that are determined to be developmentally
225225 appropriate for a child, based on th e development of
226226 cognitive, emotional, physical, and behavioral
227227 capacities that are typical for an age or age group,
228228 and
229229 b. in the case of a specific child, activities or items
230230 that are suitable for that child based on the
231231 developmental stages attained by the child with
232232 respect to the cognitive, emotional, physical, and
233233 behavioral capacities of the specific child.
234234 In the event that any age-related activities have implications
235235 relative to the academic curriculum of a child, nothing in this
236236 paragraph shall be construed to authorize an officer or employee of

288288 the federal government to mandate, direct, or control a state or
289289 local educational agency, or the specific instructional content,
290290 academic achievement standards and assessments, curriculum, or
291291 program of instruction of a school;
292292 6. “Assessment” means a comprehensive revie w of child safety
293293 and evaluation of family function ing and protective capacities that
294294 is conducted in response to a child abuse or neglect referral that
295295 does not allege a serious and immedi ate safety threat to a child;
296296 7. “Behavioral health” means mental health, substance abuse, or
297297 co-occurring mental hea lth and substance abuse diagnoses, and the
298298 continuum of mental health, substance abuse, or co -occurring mental
299299 health and substance abuse treatment;
300300 8. “Child” means any unmarried person under eighteen (1 8) years
301301 of age;
302302 9. “Child advocacy center ” means a center and the
303303 multidisciplinary child abuse team of which it is a member that is
304304 accredited by the National Children ’s Alliance or that is completing
305305 a sixth year of reaccreditation . Child advocacy centers shall be
306306 classified, based on the child popula tion of a district attorney ’s
307307 district, as follows:
308308 a. nonurban centers in districts with child populations
309309 that are less than sixty thous and (60,000), and
310310 b. midlevel nonurban centers in districts with ch ild
311311 populations equal to or greater than sixty thou sand

365365 10. “Child with a disability ” means any child who has a
366366 physical or mental impairment which substantially limits one or more
367367 of the major life activities of the child, or who is regarded as
368368 having such an impairment by a competent medical professional;
369369 11. “Child-placing agency” means an agency that arranges for or
370370 places a child in a foster family home, family -style living program,
371371 group home, adoptive home, or a successful adulthood program;
372372 12. “Children’s emergency resource center ” means a community-
373373 based program that may provide emergency care and a safe and
374374 structured homelike environment or a host home for children
375375 providing food, clothi ng, shelter and hygiene products to each child
376376 served; after-school tutoring; counseling services; life -skills
377377 training; transition services; assessments; family reunification;
378378 respite care; transportation to or from school, doctors ’
379379 appointments, visitati ons and other social, school, court or other
380380 activities when necessary; and a stable environment for children in
381381 crisis who are in custody of the Department of Human Services if
382382 permitted under the Department’s policies and regulations, or who
383383 have been voluntarily placed by a parent or custodian during a
384384 temporary crisis;
385385 13. “Community-based services” or “community-based programs”
386386 means services or programs which maintain community partic ipation or

439439 Community-based services and programs may includ e, but are not
440440 limited to, emergency shelter, crisis intervention, group work, case
441441 supervision, job placement, recruitment and training o f volunteers,
442442 consultation, medical, educational, home -based services, vocational,
443443 social, preventive and psychologica l guidance, training, counseling,
444444 early intervention and diversionary substance abuse treatment,
445445 sexual abuse treatment, transitional livi ng, independent living, and
446446 other related services and programs;
447447 14. “Concurrent permanency planning ” means, when indicated, the
448448 implementation of two plans for a child entering foster care . One
449449 plan focuses on reuniting the parent and child; the other s eeks to
450450 find a permanent out -of-home placement for the child with b oth plans
451451 being pursued simultaneously;
452452 15. “Court-appointed special advocate ” or “CASA” means a
453453 responsible adult volunteer who has been trained and is supervised
454454 by a court-appointed special advocate program recognized by the
455455 court, and when appointed b y the court, serves as an officer of the
456456 court in the capacity as a guardian ad litem;
457457 16. “Court-appointed special advocate program ” means an
458458 organized program, administered by either an independent, not-for-
459459 profit corporation, a dependent project of an independent, not-for-
460460 profit corporation or a unit o f local government, which recruits,

512512 screens, trains, assigns, supervises and supports volunteers to be
513513 available for appointment by the co urt as guardians ad litem;
514514 17. “Custodian” means an individual oth er than a parent, legal
515515 guardian or Indian custodia n, to whom legal custody of the child has
516516 been awarded by the court . As used in this title, the term
517517 “custodian” custodian shall not mean the Depar tment of Human
518518 Services;
519519 18. “Day treatment” means a nonresidential program which
520520 provides intensive servic es to a child who resides in the child ’s
521521 own home, the home of a relative, group home, a foster home or
522522 residential child care facility . Day treatment programs include,
523523 but are not limited to, educational services;
524524 19. “Department” means the Department o f Human Services;
525525 20. “Dependency” means a child who is homeless or without
526526 proper care or guardianship through no fault of his or her parent,
527527 legal guardian, or custodian;
528528 21. “Deprived child” means a child:
529529 a. who is for any reason destitute, homeless, or
530530 abandoned,
531531 b. who does not have the proper parental care or
532532 guardianship,
533533 c. who has been abused, neglected, or is dependent,
534534 d. whose home is an unfit place for the child by reason
535535 of depravity on the part of the parent or legal

587587 guardian of the child, or other person responsible for
588588 the health or welfare of the child,
589589 e. who is a child in need of special care and treatment
590590 because of the child ’s physical or mental condition,
591591 and the child’s parents, legal guardian, or other
592592 custodian is unable or willf ully fails to provide such
593593 special care and treatment . As used in this
594594 paragraph, a child in need of special care and
595595 treatment includes, but is no t limited to, a child who
596596 at birth tests positive for alc ohol or a controlled
597597 dangerous substance and who, p ursuant to a drug or
598598 alcohol screen of the child and an assessment of the
599599 parent, is determined to be at risk of harm or
600600 threatened harm to the heal th or safety of a child,
601601 f. who is a child with a disabil ity deprived of the
602602 nutrition necessary to sustain life or of the medical
603603 treatment necessary to remedy or relieve a life -
604604 threatening medical condition in order to cause or
605605 allow the death of the chi ld if such nutrition or
606606 medical treatment is generally pr ovided to similarly
607607 situated children without a dis ability or children
608608 with disabilities; provided that no medical treatment
609609 shall be necessary if, in the reasonable medical

661661 judgment of the attending physician, such treatment
662662 would be futile in saving the life of the child,
663663 g. who, due to improper parental care and guardianship,
664664 is absent from school as specified in Section 10 -106
665665 of Title 70 of the Oklahoma Statutes, if the child is
666666 subject to compulsory school attendance,
667667 h. whose parent, legal guardian o r custodian for good
668668 cause desires to be relieved o f custody,
669669 i. who has been born to a parent whose parental rights to
670670 another child have been involuntarily terminated by
671671 the court and the condition s which led to the making
672672 of the finding, which resulted in the termination of
673673 the parental rights of the pa rent to the other child,
674674 have not been corrected, or
675675 j. whose parent, legal guardian, or custodian has
676676 subjected another child to abuse or neglect o r has
677677 allowed another child to be subjected to abuse or
678678 neglect and is currently a respondent in a deprived
679679 proceeding.
680680 Nothing in the Oklahoma Children ’s Code shall be construed to
681681 mean a child is deprived for the sole reason the parent, legal
682682 guardian, or person having custody or control of a child, in good
683683 faith, selects and depends upon spiritual means alone through
684684 prayer, in accordance with the tenets and practice of a recognized
685685

736736 church or religious denomination, for the treatment or cure of
737737 disease or remedial care of such child.
738738 Evidence of material, ed ucational or cultural disadvantage as
739739 compared to other children shall not be sufficient to prove that a
740740 child is deprived; the state shall prove that the child is deprived
741741 as defined pursuant to this title.
742742 Nothing contained in this paragraph shall preve nt a court from
743743 immediately assuming custody of a chil d and ordering whatever action
744744 may be necessary, including medical treatment, to protect the
745745 child’s health or welfare;
746746 22. “Dispositional hearing ” means a hearing by the court as
747747 provided by Section 1-4-706 of this title;
748748 23. “Drug-endangered child” means a child who is at risk of
749749 suffering physical, psychological or sexual harm as a result of the
750750 use, possession, distribution, manufacture or culti vation of
751751 controlled substances, or the attempt of a ny of these acts, by a
752752 person responsible for the health , safety or welfare of the child,
753753 as defined in this section . This term includes circumstances
754754 wherein the substance abuse of the person responsibl e for the
755755 health, safety or welfare of the child int erferes with that person’s
756756 ability to parent and provide a safe and nurturing environment for
757757 the child;
758758 24. “Emergency custody” means the custody of a child prior to
759759 adjudication of the child following issuance of an order of the

812812 following issuance o f an order of the district court pursuant to an
813813 emergency custody hearing, as specified by Section 1 -4-203 of this
814814 title;
815815 25. “Facility” means a place, an institution, a building or
816816 part thereof, a set of buildings, or an area whether or not
817817 enclosing a building or set of buildings used for the lawful custody
818818 and treatment of children;
819819 26. “Failure to protect” means failure to take reasonable
820820 action to remedy or prevent child abuse or neglect, and includes the
821821 conduct of a nonabusing parent or guardian wh o knows the identity of
822822 the abuser or the person neglecting the child, but lies, conceals or
823823 fails to report the child abuse or neglect or otherwise take
824824 reasonable action to end the abuse or negle ct;
825825 27. “Family-style living program” means a residential program
826826 providing sustained care and supervision to residents in a homelike
827827 environment not located in a building used for commercial activity;
828828 28. “Felt safety” means the individual experiences safety by
829829 not anticipating harm or hurt, emotionally or phys ically, based on
830830 his or her present internal response, environment, and has
831831 relational security from his or her primary caregivers;
832832 29. “Foster care” or “foster care services ” means continuous
833833 twenty-four-hour care and supportive services provided for a c hild
834834 in foster placement including, but not limited to, the care,

886886 supervision, guidance, and rearing of a foster child by the foster
887887 parent;
888888 29. 30. “Foster family home” means the private residence of a
889889 foster parent who provides foster care services to a child. Such
890890 term shall include a nonkinship foster family home, a therapeutic
891891 foster family home, or the home of a relative or other kinship care
892892 home;
893893 30. 31. “Foster parent eligibility assessment” includes a
894894 criminal background investigation including , but not limited to, a
895895 national criminal history records search based upon the submission
896896 of fingerprints, home assessments, and any other assessment required
897897 by the Department of Human Se rvices, the Office of Juvenile Affairs,
898898 or any child-placing agency pursuant to the prov isions of the
899899 Oklahoma Child Care Facilities Licensing Act;
900900 31. 32. “Group home” means a residential facility licensed by
901901 the Department to provide full -time care and community -based
902902 services for more than five but fewer than thirteen children;
903903 33. “Guardian ad litem” means a person appointed by the court
904904 pursuant to the provisions of Section 1 -4-306 of this title having
905905 those duties and responsibilities as set forth in that section . The
906906 term “guardian ad litem” shall refer to a cour t-appointed special
907907 advocate as well as to any other person appointed pursuant to the
908908 provisions of Section 1 -4-306 of this title to serve as a guardian

961961 32. 34. “Guardian ad litem of the estate of the child” means a
962962 person appointed by the court to protect the prope rty interests of a
963963 child pursuant to Section 1 -8-108 of this title;
964964 33. “Group home” means a residential facility licensed by the
965965 Department to provide full -time care and community -based services
966966 for more than five but fewer than thir teen children;
967967 34. 35. “Harm or threatened harm to the health or safety of a
968968 child” means any real or threatened physical, mental, or emotional
969969 injury or damage to the body or mind that is not accidental
970970 including, but not limited to, sexual abuse, sexual exploitation,
971971 neglect, or dependency;
972972 35. 36. “Heinous and shocking abuse ” includes, but is not
973973 limited to, aggravated physi cal abuse that results in ser ious
974974 bodily, mental, or emotional injury . “Serious bodily injury” means
975975 injury that involves:
976976 a. a substantial risk of de ath,
977977 b. extreme physical pain,
978978 c. protracted disfigurement,
979979 d. a loss or impairment of the function o f a body member,
980980 organ, or mental faculty,
981981 e. an injury to an internal or external organ or the
982982 body,
983983 f. a bone fracture,
984984 g. sexual abuse or sexual exploit ation,

10471047 36. 37. “Heinous and shocking neglect ” includes, but is not

10491049 a. chronic neglect that includes , but is not limited to,
10501050 a persistent pattern of family functioning in which
10511051 the caregiver has no t met or sustained th e basic needs
10521052 of a child which results in harm to the child,
10531053 b. neglect that has resulted in a d iagnosis of the child

11161116 38. 39. “Infant” means a child who is twel ve (12) months of age

11181118 39. 40. “Institution” means a residential facility offering
11191119 care and treatment for more than twenty residents;
11201120 40. 41. a. “Investigation” means a response to an
11211121 allegation of abuse or neglect that involves a serious
11221122 and immediate threat to the safety of the child,

11241124 (1) the current safety of a child and the risk of
11251125 subsequent abuse or neglect, and
11261126 (2) whether child abuse or neglect occurred and
11271127 whether the family needs prevention- and

11291129 b. “Investigation” results in a written respon se stating

12061206 (3) “ruled out” means a report in which a child

12671267 relatives, stepparents, or other responsible adults who have a bond

12701270 however, in cases where the India n Child Welfare Act a pplies, the
12711271 definitions contained in 25 U.S.C., Section 1903 shall control;
12721272 44. 45. “Mental health facility ” means a mental health or
12731273 substance abuse treatment facility as d efined by the Inpatient
12741274 Mental Health and Substance Abuse Tre atment of Minors Act;
12751275 45. 46. “Minor” means the same as the term “child” as defined
12761276 in this section;
12771277 46. 47. “Minor in need of treatment ” means a child in need of
12781278 mental health or substance abuse t reatment as defined by the
12791279 Inpatient Mental Health and Su bstance Abuse Treatme nt of Minors Act;
12801280 47. 48. “Multidisciplinary child abuse team ” means any team
12811281 established pursuant to Section 1 -9-102 of this title of three or
12821282 more persons who are trained in the prevention, identification,

13431343 49. 50. a. “Neglect” means:
13441344 (1) the failure or omission to provide a ny of the
13451345 following:
13461346 (a) adequate nurturance and affection, food,
13471347 clothing, shelter, sanitation, hygiene, or
13481348 appropriate education,
13491349 (b) medical, dental, or behavioral health care,
13501350 (c) supervision or appropriate caretakers to
13511351 protect the child from harm or threatened
13521352 harm of which any reasonable and prudent
13531353 person responsible for the child ’s health,
13541354 safety or welfare would be aware , or
13551355 (d) special care made necessary for the child’s
13561356 health and safety by the physical or mental
13571357 condition of the child,

14171417 b. “Neglect” shall not mean a child who engages in
14181418 independent activities, except if the person
14191419 responsible for the child ’s health, safety or welfa re
14201420 willfully disregards any harm or threatened harm to
14211421 the child, given the child’s level of maturity,
14221422 physical condition or mental abili ties. Such
14231423 independent activities include but are not limited to:
14241424 (1) traveling to and from school including by
14251425 walking, running or bicycling,
14261426 (2) traveling to and from nearby commercial or
14271427 recreational facilities,
14281428 (3) engaging in outdoor play,
14291429 (4) remaining at home unattended for a reasonable
14301430 amount of time,
14311431 (5) remaining in a vehicle if the temperature inside

14891489 Nothing in this paragraph shall b e construed to mean a child is
14901490 abused or neglected for the sole reason the parent, legal guardian
14911491 or person having custody or control of a child , in good faith,
14921492 selects and depends upon spiritual means alone through prayer, in
14931493 accordance with the tenets an d practice of a recognized church or
14941494 religious denomination, for the treatment or cure of disease or
14951495 remedial care of such child. Nothing contained in this paragraph
14961496 shall prevent a court from immediately assuming custody of a child,
14971497 pursuant to the Oklah oma Children’s Code, and ordering whatever
14981498 action may be necessa ry, including medical treatment, to protect the
14991499 child’s health or welfare;
15001500 50. 51. “Permanency hearing” means a hearing by the court
15011501 pursuant to Section 1 -4-811 of this title;
15021502 51. 52. “Permanent custody” means the court-ordered custody of
15031503 an adjudicated deprived child when a parent-child relationship no
15041504 longer exists due to terminat ion of parental rights or due to the
15051505 death of a parent or parents;
15061506 52. 53. “Permanent guardianship ” means a judicially c reated
15071507 relationship between a child, a kinship relat ion of the child, or

15681568 an owner, operator, or employee of a child care facility as defined
15691569 by Section 402 of Title 10 of the Oklahoma Statutes;
15701570 54. 55. “Plan of safe care” means a plan developed for an
15711571 infant with Neonatal Abst inence Syndrome or a Fetal Alcohol Spectrum
15721572 Disorder upon releas e from the care of a health care provider that
15731573 addresses the health and substance use treatment needs of the infant
15741574 and mother or caregiver;
15751575 55. 56. “Protective custody” means custody of a c hild taken by
15761576 a law enforcement officer or design ated employee of the court
15771577 without a court order;
15781578 56. 57. “Putative father” means an alleged father as that term
15791579 is defined in Section 7700 -102 of Title 10 of the Oklaho ma Statutes;
15801580 57. 58. “Qualified residential treatment program” means a

16481648 c. to the extent appropriate, and in accordance with th e

16501650 family members in the child’s treatment program,
16511651 d. facilitates outreach to the family members of the
16521652 child including siblings, documents how the outreach
16531653 is made including contact information, and main tains

17261726 growth of the child. This standard shall b e used by the child’s
17271727 caregiver when determining whether to allo w a child to participate
17281728 in extracurricular, enrichment, cultural, and social activities .
17291729 For purposes of this definition, the term “caregiver” means a foster

17881788 60. 61. “Residential child care facility ” means a twenty-four-
17891789 hour residential facility where children live together with or are
17901790 supervised by adults who ar e not their parents or relatives;
17911791 61. 62. “Review hearing” means a hearing by the court pursuant
17921792 to Section 1-4-807 of this title;
17931793 62. 63. “Risk” means the likelihood that an incident of child
17941794 abuse or neglect will occur in th e future;
17951795 63. “Safety threat” means the threat of serious harm due to
17961796 child abuse or neglect occu rring in the present or in the very near
17971797 future and without the intervention of another person, a child would
17981798 likely or in all probability sustain severe or permanent disability
17991799 or injury, illness, or deat h;
18001800 64. “Safety analysis” means action taken by the Department in
18011801 response to a report of alleged child abuse or neglect that may
18021802 include an assessment or investigation based upon an analysis of the
18031803 information received according to pr iority guidelines and other
18041804 criteria adopted by the Department;

18611861 66. “Safety threat” means the threat of serious harm due to
18621862 child abuse or neglect occurring in the present or in the very near
18631863 future and without the intervention of a nother person, a chil d would
18641864 likely or in all probability sustain severe or permanent disability
18651865 or injury, mental or physical illness, or death;
18661866 67. “Secure facility” means a facility which is designed and
18671867 operated to ensure that all entran ces and exits from the facility
18681868 are subject to the exclusive control of the staff of t he facility,
18691869 whether or not the juvenile being detained has freedom of movement
18701870 within the perimeter of the facility, or a facility which relies on
18711871 locked rooms and build ings, fences, or physical restraint in order
18721872 to control behavior of its residents;
18731873 67. 68. “Sibling” means a biologically or legally related
18741874 brother or sister of a child . This includes including an individual
18751875 who satisfies at least one of the following conditions wit h respect
18761876 to a child:
18771877 a. the individual is considered by state law to be a

19341934 68. 69. “Specialized foster care” means foster care provided to
19351935 a child in a foster h ome or agency-contracted home which:
19361936 a. has been certified by the Developmental Disabilities
19371937 Services Division of the Department of Human Services,
19381938 b. is monitored by the Division, and
19391939 c. is funded through the Home - and Community-Based Waiver
19401940 Services Program administered by the Division;
19411941 69. 70. “Successful adulthood program ” means a program
19421942 specifically designed to assist a child to enhance those skills and
19431943 abilities necessary for successful adult living . A successful
19441944 adulthood program may include, but shall not be limited to, such
19451945 features as minimal direct staff supervision, and the provision of
19461946 supportive services to assist children with activities necessar y for
19471947 finding an appropriate place of residence, completing an education
19481948 or vocational training, obtaining employment, or obtaining other
19491949 similar services;
19501950 70. 71. “Temporary custody” means court-ordered custody of an
19511951 adjudicated deprived child;
19521952 71. 72. “Therapeutic foster family home” means a foster family
19531953 home which provides specific treatment se rvices, pursuant to a

20062006 social and behavioral problems of a foster child residing in the
20072007 home;
20082008 72. 73. “Trafficking in persons” means sex trafficking or
20092009 severe forms of traf ficking in persons as described in Section 7102
20102010 of Title 22 of the United State s Code:
20112011 a. “sex trafficking” means the recruitment, harboring,
20122012 transportation, provision, obtaining , patronizing or
20132013 soliciting of a person for the purpose of a commercial
20142014 sex act, and
20152015 b. “severe forms of trafficking in persons” means:
20162016 (1) sex trafficking in which a commercial sex act is
20172017 induced by force, fraud, or coercion, or in which
20182018 the person induced to perform such act has not
20192019 attained eighteen (18) years of age, or
20202020 (2) the recruitment, harborin g, transportation,
20212021 provision, obtaining, patronizing o r soliciting
20222022 of a person for labor or services, through the
20232023 use of force, fraud, or coercion for the pu rpose
20242024 of subjection to inv oluntary servitude, peonage,
20252025 debt bondage, or slaver y;
20262026 73. 74. “Transitional living program” means a residential
20272027 program that may be attached to an existing facility or operated
20282028 solely for the purpose of assisting children to de velop the skills

20812081 may include, but shall not be limited to, reduced staff supervision,
20822082 vocational training, educational services, employment and employment
20832083 training, and other appropriate ind ependent living skills train ing
20842084 as a part of the transitional living program; a nd
20852085 74. 75. “Voluntary foster care placement” means the temporary
20862086 placement of a child by the parent, legal guardian or custodian of
20872087 the child in foster care pursuant to a sign ed placement agreement
20882088 between the Department or a child -placing agency and the child’s
20892089 parent, legal guardian or custodian.
20902090 SECTION 2. This act shall become effective November 1, 2023.
