70	70	purpose; requiring county to appropriate certain
71	71	revenues; deeming certain counties as in compliance
72	72	with certain requirement; prohibitin g certain
73	73	municipalities from providing ambulance service
74	74	without certain contract ; providing for codification;

81	81	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA :
82	82	SECTION 1. NEW LAW A new section of law to be codified
83	83	in the Oklahoma Statutes as Section 1222 of Title 19, unless there
84	84	is created a duplication in numbering, reads as follows:
85	85	A. An Oklahoma licensed ambulance service is hereb y designated
86	86	as an essential service in this state.
87	87	B. Each county governing body in this state shall ensure that
88	88	at least one licensed ambulance service is available within the
89	89	county. If the county is a public ambulance service district
90	90	organized under the Ambulance Service Districts Act , the board of

142	142	directors of the district is designated as the agency with authority
143	143	to ensure ambulance services.
144	144	C. A county shall appropriate county revenues for ambulance
145	145	service if the service cannot be provided by any other means.
146	146	Counties that are currently estab lished as a public ambulance
147	147	service district shall be deemed to have met this requirement.
148	148	D. A municipality may not provide , maintain, license,
149	149	franchise, or contrac t for ambulance service within the bo undaries
150	150	of a county that has established a public ambulance service
151	151	district, without a contract with the board of directors of the
152	152	district.
153	153	SECTION 2. It being immediately necessary for the preservation
154	154	of the public peace, health or sa fety, an emergency is hereby
155	155	declared to exist, by reason whereof this act shall take effect and
156	156	be in full force from and after its passage and approval.
