8585 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8686 SECTION 1. NEW LAW A new section of law to be codified
8787 in the Oklahoma Statutes as Section 1-740.31 of Title 63, unless
8888 there is created a duplication in numbering, reads as follows:
8989 A. Subject to availability of fund ing, there is hereby created
9090 within the State Department of Health a continuum of care program
9191 for certain pregnant women and parents .

143143 B. 1. The purpose of the program is to facilitate the
144144 operation of a statewide telecare support network that provides
145145 community outreach, consultations, and care coordination for women
146146 who are challenged with unexpected pregnanci es.
147147 2. The program shall be designed to accomplish all of the
148148 following goals:
149149 a. encourage healthy childbirth ,
150150 b. support childbirth as an alter native to abortion,
151151 c. promote family formation,
152152 d. assist parents in establishing s uccessful parenting
153153 techniques, and
154154 e. increase the economic self -sufficiency of families.
155155 C. 1. The program shall encompass a statewide telecar e support
156156 network. The State Commissioner of Health shall provide in rule for
157157 the functions and administratio n of this network.
158158 2. The rules providing for the telecare support network shall
159159 ensure that the network does not hold itself out to be an entity
160160 that can perform, refer for, or assist with an abortion. The
161161 telecare support network shall not set appointments with or refer
162162 women or parents to any entity that performs abortions or recommends
163163 for abortion.
164164 D. The Department may enter into contracts to implement the
165165 program.

217217 SECTION 2. NEW LAW A new section of law to be codified
218218 in the Oklahoma Statutes as Section 1-740.32 of Title 63, unless
219219 there is created a duplication in numbering, reads as follows:
220220 A. 1. The continuum of care program shall provide direct
221221 services, supports, soc ial services case management, and referrals
222222 to biological parents of unborn children and biological or adoptive
223223 parents of children under the age of two (2) years.
224224 2. The program shall deliver ser vices through electronic m eans,
225225 including synchronous and a synchronous interactions, utilizing the
226226 telecare support network provided for in Section 1 of this act.
227227 Subject to available funding, the program may deliver services
228228 through other modes of service delivery.
229229 B. The components of the program shall include , but not be
230230 limited to, all of the following:
231231 1. Outreach to at-risk populations eligible for the program ;
232232 2. Utilization of registered nurses, who shall be licensed by
233233 the Oklahoma Board of Nursing , to perform the follo wing functions:
234234 a. assessment and evaluation of needs related to
235235 pregnancy or parenting, and
236236 b. provision of medically accurate, pregnancy -related
237237 medical information to program participants ;
238238 3. Utilization of social workers, who shall be licensed by the
239239 State Board of Licensed Social Wo rkers, or other licensed

291291 individuals with equivalen t experience, to perform the following
292292 functions:
293293 a. development of a care plan, resources, and supports
294294 for program participants to address identified needs ,
295295 b. referrals to appropriate local reso urces including,
296296 but not limited to, state and federal bene fits
297297 programs and local charitable organizations ,
298298 c. assistance in applying for state and federal benefi ts
299299 programs, and
300300 d. assistance in accomplishing elements of the care plan;
301301 and
302302 4. Coordination for pregnant women served by the telecare
303303 support network of appointments with in -person pregnancy resources
304304 centers or similar agencies in this state which provide information
305305 and services including, but not limited to, counseling, ultrasound
306306 services, pregnancy tests, prenatal assistance, parenting classes,
307307 material support, and adoption information.
308308 C. In order to be eligible to receive services throu gh the
309309 program, an individual shall, at the time of initial contact with
310310 the program, meet all of the following requirements:
311311 1. Is a resident of this state ; and
312312 2. Is a biological parent of an unborn child or a biological or
313313 adoptive parent of a child under the age of two (2) years.

365365 SECTION 3. NEW LAW A new s ection of law to be codified
366366 in the Oklahoma Statutes as Section 1-740.33 of Title 63, unless
367367 there is created a duplication in numbering, reads as follows:
368368 On or before December 1, 2024, and annually thereafter, the
369369 State Department of Health shall submit to the President Pro Tempor e
370370 of the Senate and the Speaker of the House of Representatives a
371371 report on the status and operation of the program. Each report
372372 required by this section shall include, at minimum, all of the
373373 following:
374374 1. A detailed itemizati on of expenditures associate d with the
375375 program;
376376 2. The number of individuals s erved by the program, and for the
377377 individuals served, the types of services provided to each ;
378378 3. Any information regarding the program requested by and
379379 provided to any elected member of the Legislature during the period
380380 addressed in the report ; and
381381 4. Any other information that the State Commissioner of Health
382382 deems necessary or appropriate for facil itating evaluation of the
383383 program.
384384 SECTION 4. NEW LAW A new section of law to be codified
385385 in the Oklahoma Statutes as Section 1-740.34 of Title 63, unless
386386 there is created a duplication in numbering, reads as follows:
387387 The State Commissioner of Health shall promulgate such rules as
388388 are necessary to implement th e provisions of this act.

440440 SECTION 5. This act shall become eff ective July 1, 2023.
441441 SECTION 6. It being immediately necessary for the preservation
442442 of the public peace, health or safety, an emergency is hereby
443443 declared to exist, by reason whereof this act shall take effect and
444444 be in full force from and after its passage and approval.
