85	85	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
86	86	SECTION 1. NEW LAW A new section of law to be codified
87	87	in the Oklahoma Statutes as Section 1-740.31 of Title 63, unless
88	88	there is created a duplication in numbering, reads as follows:
89	89	A. Subject to availability of fund ing, there is hereby created
90	90	within the State Department of Health a continuum of care program
91	91	for certain pregnant women and parents .

143	143	B. 1. The purpose of the program is to facilitate the
144	144	operation of a statewide telecare support network that provides
145	145	community outreach, consultations, and care coordination for women
146	146	who are challenged with unexpected pregnanci es.
147	147	2. The program shall be designed to accomplish all of the
148	148	following goals:
149	149	a. encourage healthy childbirth ,
150	150	b. support childbirth as an alter native to abortion,
151	151	c. promote family formation,
152	152	d. assist parents in establishing s uccessful parenting
153	153	techniques, and
154	154	e. increase the economic self -sufficiency of families.
155	155	C. 1. The program shall encompass a statewide telecar e support
156	156	network. The State Commissioner of Health shall provide in rule for
157	157	the functions and administratio n of this network.
158	158	2. The rules providing for the telecare support network shall
159	159	ensure that the network does not hold itself out to be an entity
160	160	that can perform, refer for, or assist with an abortion. The
161	161	telecare support network shall not set appointments with or refer
162	162	women or parents to any entity that performs abortions or recommends
163	163	for abortion.
164	164	D. The Department may enter into contracts to implement the
165	165	program.

218	218	in the Oklahoma Statutes as Section 1-740.32 of Title 63, unless

220	220	A. 1. The continuum of care program shall provide direct
221	221	services, supports, soc ial services case management, and referrals
222	222	to biological parents of unborn children and biological or adoptive
223	223	parents of children under the age of two (2) years.
224	224	2. The program shall deliver ser vices through electronic m eans,
225	225	including synchronous and a synchronous interactions, utilizing the
226	226	telecare support network provided for in Section 1 of this act.
227	227	Subject to available funding, the program may deliver services
228	228	through other modes of service delivery.
229	229	B. The components of the program shall include , but not be
230	230	limited to, all of the following:
231	231	1. Outreach to at-risk populations eligible for the program ;
232	232	2. Utilization of registered nurses, who shall be licensed by
233	233	the Oklahoma Board of Nursing , to perform the follo wing functions:
234	234	a. assessment and evaluation of needs related to
235	235	pregnancy or parenting, and
236	236	b. provision of medically accurate, pregnancy -related
237	237	medical information to program participants ;
238	238	3. Utilization of social workers, who shall be licensed by the
239	239	State Board of Licensed Social Wo rkers, or other licensed

292	292	functions:
293	293	a. development of a care plan, resources, and supports
294	294	for program participants to address identified needs ,
295	295	b. referrals to appropriate local reso urces including,
296	296	but not limited to, state and federal bene fits
297	297	programs and local charitable organizations ,
298	298	c. assistance in applying for state and federal benefi ts
299	299	programs, and
300	300	d. assistance in accomplishing elements of the care plan;
301	301	and
302	302	4. Coordination for pregnant women served by the telecare
303	303	support network of appointments with in -person pregnancy resources
304	304	centers or similar agencies in this state which provide information
305	305	and services including, but not limited to, counseling, ultrasound
306	306	services, pregnancy tests, prenatal assistance, parenting classes,
307	307	material support, and adoption information.
308	308	C. In order to be eligible to receive services throu gh the
309	309	program, an individual shall, at the time of initial contact with
310	310	the program, meet all of the following requirements:
311	311	1. Is a resident of this state ; and
312	312	2. Is a biological parent of an unborn child or a biological or
313	313	adoptive parent of a child under the age of two (2) years.

366	366	in the Oklahoma Statutes as Section 1-740.33 of Title 63, unless
367	367	there is created a duplication in numbering, reads as follows:
368	368	On or before December 1, 2024, and annually thereafter, the
369	369	State Department of Health shall submit to the President Pro Tempor e
370	370	of the Senate and the Speaker of the House of Representatives a
371	371	report on the status and operation of the program. Each report
372	372	required by this section shall include, at minimum, all of the
373	373	following:
374	374	1. A detailed itemizati on of expenditures associate d with the
375	375	program;
376	376	2. The number of individuals s erved by the program, and for the
377	377	individuals served, the types of services provided to each ;
378	378	3. Any information regarding the program requested by and
379	379	provided to any elected member of the Legislature during the period
380	380	addressed in the report ; and
381	381	4. Any other information that the State Commissioner of Health
382	382	deems necessary or appropriate for facil itating evaluation of the
383	383	program.
384	384	SECTION 4. NEW LAW A new section of law to be codified
385	385	in the Oklahoma Statutes as Section 1-740.34 of Title 63, unless
386	386	there is created a duplication in numbering, reads as follows:
387	387	The State Commissioner of Health shall promulgate such rules as
388	388	are necessary to implement th e provisions of this act.
