7575 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7676 SECTION 1. AMENDATORY Rule 2.43 of the Rules of the
7777 Ethics Commission (74 O.S. 2021, Ch. 62, App. I), is amended to read
7878 as follows:
7979 Rule 2.43. Contributions to a candidate committee may be used
8080 to make expenditures for o rdinary and necessary campaign expenses,
8181 for contributions to another candidate committee, for operating
8282 expenses of the committee o r for other purposes not otherwise
8383 prohibited by law or these Rules. “Ordinary and necessary campaign
8484 expenses” as used in this section are those that would not exist but
8585 for the candidate’s campaign, including but not limited to staff
8686 salaries, campaign consulting fees, rent (other than for the
8787 candidate’s residence or part of a residence), travel, childcare,

139139 advertising, telephones, office supplies and equipment, fundraising ,
140140 individual memberships in political organizations, individual
141141 memberships in civic or char itable organizations, legal fees for the
142142 campaign, payment for campaign accounting or bookkeeping services or
143143 campaign finance reporting services and repayment of t he principal
144144 and interest on a loan as permitted by these Rules. Expenditures
145145 made to a family member of the candidate for services provided to
146146 the campaign shall be no more than customary compensation fo r those
147147 services. Expenditures made to reimburse a candidate for personal
148148 expenditures made on behalf of the candidate committee must be made
149149 within ninety (90) days of the original expenditure and must be
150150 reported in detail as required by Rule 2.106.
151151 SECTION 2. This act shall become effe ctive November 1, 2023.
