75	75	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
76	76	SECTION 1. AMENDATORY Rule 2.43 of the Rules of the
77	77	Ethics Commission (74 O.S. 2021, Ch. 62, App. I), is amended to read
78	78	as follows:
79	79	Rule 2.43. Contributions to a candidate committee may be used
80	80	to make expenditures for o rdinary and necessary campaign expenses,
81	81	for contributions to another candidate committee, for operating
82	82	expenses of the committee o r for other purposes not otherwise
83	83	prohibited by law or these Rules. “Ordinary and necessary campaign
84	84	expenses” as used in this section are those that would not exist but
85	85	for the candidate’s campaign, including but not limited to staff
86	86	salaries, campaign consulting fees, rent (other than for the
87	87	candidate’s residence or part of a residence), travel, childcare,

139	139	advertising, telephones, office supplies and equipment, fundraising ,
140	140	individual memberships in political organizations, individual
141	141	memberships in civic or char itable organizations, legal fees for the
142	142	campaign, payment for campaign accounting or bookkeeping services or
143	143	campaign finance reporting services and repayment of t he principal
144	144	and interest on a loan as permitted by these Rules. Expenditures
145	145	made to a family member of the candidate for services provided to
146	146	the campaign shall be no more than customary compensation fo r those
147	147	services. Expenditures made to reimburse a candidate for personal
148	148	expenditures made on behalf of the candidate committee must be made
149	149	within ninety (90) days of the original expenditure and must be
150	150	reported in detail as required by Rule 2.106.
151	151	SECTION 2. This act shall become effe ctive November 1, 2023.
