77	77	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
78	78	SECTION 1. AMENDATORY 63 O.S. 2021, Section 1 -740.17, is
79	79	amended to read as follows:
80	80	Section 1-740.17. A. The State Department of Health shall make
81	81	grants, from funds appropriated by th e Legislature specifi cally for
82	82	this purpose, to a grant -supervising entity for the purpose of
83	83	reimbursing private organizations in Oklaho ma for the reasonable
84	84	expenses of programs providing the services described in subsection
85	85	B of this section.
86	86	B. The grant-supervising entity shall reimburse pri vate
87	87	organizations for any and all of the following services:

139	139	1. Providing information on, ref erral to and assistance in
140	140	securing the services of relevant existing programs or agencie s that
141	141	assist women in Oklahom a to carry their chil dren to term, and/or
142	142	providing services that assist women to carry their children to term
143	143	including, but not limited to, agencies and programs that will
144	144	provide medical attention for the pregnant woman for the duration of
145	145	her pregnancy, nutritional support services, stable housing
146	146	assistance, adoption services, education and employment assistance ,
147	147	and parenting education and support services , and home visitation
148	148	programs;
149	149	2. Providing women in Oklahoma, in person and through community
150	150	outreach, information and/or services that encourage and assist them
151	151	to carry their children to term; and
152	152	3. Providing services includin g, but not limited to, healthcare
153	153	services to mothers and infants for the purpose of redu cing the
154	154	rates of maternal mort ality and infant mortality in this state by
155	155	three percent (3%) within five (5) years of the effective date of
156	156	this act not later than July 1, 2026; provided, however, no funds
157	157	shall be provided to an organization that provide s, or whose
158	158	affiliates provide, abortion services.
159	159	B. C. To be eligible for a service grant, an organization
160	160	shall:
161	161	1. Be registered with the Oklahoma Secretary of Stat e as a not-
162	162	for-profit corporation located in Oklahoma;

214	214	2. Have the grant amount appro ved by a grant-supervising
215	215	entity;
216	216	3. For services described in paragraphs 1 and 2 of subsection A
217	217	B of this section, provide each pregnant woman counseled with
218	218	accurate information on the developmental characteristics of unborn
219	219	children including offerin g the printed information described in
220	220	Section 1-738.3 of Title 63 of the Oklaho ma Statutes;
221	221	4. Assure that the grant ’s sole purposes are to assist and
222	222	encourage women to carry their children to term and to maximize
223	223	their potentials thereafter or to reduc e the rates of maternal
224	224	mortality and infant mortality in this state as provided in
225	225	paragraph 3 of subsection A B of this section; and
226	226	5. Assure that none of the funds provi ded pursuant to the
227	227	Choosing Childbirth Act, nor any other funds or services provi ded by
228	228	the organization, are used to e ncourage or counsel a woman to have
229	229	an abortion not necessary to prevent her death, to provide her such
230	230	an abortion or to refer her for such an abortion.
231	231	SECTION 2. This act shall become effective Nove mber 1, 2023.
