5354 BE IT ENACTED BY THE PEOPLE OF TH E STATE OF OKLAHOMA:
5455 SECTION 1. NEW LAW A ne w section of law to be codified
5556 in the Oklahoma Statutes as Section 85.49 of Title 74, unless there
5657 is created a duplication in numbering, reads as follows:
5758 Beginning on November 1, 2024, and annually thereafter , the
5859 State Purchasing Director shall submit a written report to the
5960 President Pro Tempore of the Senate and the Speaker of the House of
6061 Representatives that includes, but is not limited to:
6162 1. The number of state contracts awarded to businesses that
6263 have been in operation for less than five (5) years;

9090 2. The percentage of the number of state contracts awarded to
9191 businesses that have been in operation for less than five (5) years
9292 compared to the total number of state contracts awarded;
9393 3. The total dollar amount of all state contracts awarded to

9595 4. The percentage of the total dollar amount of state contracts

9797 (5) years compared to the total dollar amount of state co ntracts

9999 5. Recommendations on improving access to state contracts for
100100 new Oklahoma businesses that have been in operation for less than

102102 SECTION 2. This act shall become effective November 1, 2023.
