46	47		State Purchasing Director to submit certain report ;
47	48		providing scope of certain report; providing for

53	54		BE IT ENACTED BY THE PEOPLE OF TH E STATE OF OKLAHOMA:
54	55		SECTION 1. NEW LAW A ne w section of law to be codified
55	56		in the Oklahoma Statutes as Section 85.49 of Title 74, unless there
56	57		is created a duplication in numbering, reads as follows:
57	58		Beginning on November 1, 2024, and annually thereafter , the
58	59		State Purchasing Director shall submit a written report to the
59	60		President Pro Tempore of the Senate and the Speaker of the House of
60	61		Representatives that includes, but is not limited to:
61	62		1. The number of state contracts awarded to businesses that
62	63		have been in operation for less than five (5) years;

90	90		2. The percentage of the number of state contracts awarded to
91	91		businesses that have been in operation for less than five (5) years
92	92		compared to the total number of state contracts awarded;
93	93		3. The total dollar amount of all state contracts awarded to
94	94		businesses that have been in operation for less than five (5) years;
95	95		4. The percentage of the total dollar amount of state contracts
96	96		awarded to businesses that have been in operation for less than five
97	97		(5) years compared to the total dollar amount of state co ntracts
98	98		awarded; and
99	99		5. Recommendations on improving access to state contracts for
100	100		new Oklahoma businesses that have been in operation for less than
101	101		five (5) years on or before November 1, 2024.
102	102		SECTION 2. This act shall become effective November 1, 2023.
