8181 BE IT ENACTED BY THE PEOPLE OF THE STAT E OF OKLAHOMA:
8282 SECTION 1. NEW LAW A new section of law to be codified
8383 in the Oklahoma Statutes as Section 5-201 of Title 70, unless there
8484 is created a duplication in numb ering, reads as follows:
8585 A. Each school district shall submit to the State Department of
8686 Education by July 1, 2024, and each July 1 thereafter an itemized
8787 report of school district expenditures for the previous fiscal year
8888 related to addressing or improving diversity , inclusion, equity, or
8989 social justice in the school district. The State Department of

144144 B. The report required by subsection A of this section shall
145145 include the following expenditures for each fiscal year :
146146 1. The number of employees whose partial or primary job
147147 function is dedicated to involvement in anti -discrimination, equity,
148148 inclusion, diversity, anti -racism, or social justice within the
149149 school district. The information shall include the salaries of the
150150 employees, the job descriptions of the employees, the number of
151151 professional development or training programs performed by the
152152 employees, and the number of investigations conducted by the
153153 employees;
154154 2. The total amount and itemized expenditures the school
155155 district has spent by activity related to anti-discrimination,
156156 equity, inclusion, diversity, anti -racism, or social justice;
157157 3. The total number and related expenditures for mandatory and
158158 voluntary school staff training, professional development, or
159159 rehabilitative sessions provided relating to anti-discrimination,
160160 equity, inclusion, diversity, anti -racism, or social justice;
161161 4. The total number and itemized expenditures for mandatory and
162162 voluntary student tr aining sessions, seminars, courses , or classes
163163 provided relating to anti -discrimination, equity, inclusion,

216216 5. The number of employees subjected to counseling, discipline,
217217 or any other remedial m easure for violating the school district’s
218218 anti-discrimination, equity, inclusion, diversity, anti -racism, or
219219 social justice policy and itemized expenditures disaggregated by
220220 type of measure including but not lim ited to mandatory or voluntary
221221 counseling, discipline, suspension, demotion, or other remedial
222222 measure; and
223223 6. The number of students subjected t o counseling, discipline ,
224224 or any other remedial measure for violating the school district’s
225225 anti-discrimination, equity, inclusion, diversity, anti -racism, or
226226 social justice policy and itemized expenditures disaggregated by
227227 type of measure including but not limi ted to mandatory or voluntary
228228 counseling, discipline, in-school suspension, out-of-school
229229 suspension, detention , or other remedial measure.
230230 C. In addition to the ex penditure report required by subsection
231231 A of this section, each school district shall submi t to the State
232232 Department of Education the following:
233233 1. A copy of the sc hool district’s anti-discrimination, equi ty,
234234 inclusion, diversity, anti -racism, or social justice policy adopted
235235 by the school district board of education;
236236 2. Copies of all coursework, homework assignments, classroom
237237 presentations, and other materials th at were assigned or shown to
238238 students as part of a school district’s anti-discrimination, equity,
239239 inclusion, diversity, anti -racism, or social justice policy;

291291 3. A copy of the school district’s student and employee
292292 handbooks with the following provisions highlighted if included:
293293 a. provisions enforcing the district’s anti-
294294 discrimination, equity, inclusion, diversity, anti -
295295 racism, or social justice policy,
296296 b. the penalties or disciplin e that will be imposed on
297297 students and staff for failing to comply with th e
298298 district’s anti-discrimination, equity, inclusion,
299299 diversity, anti-racism, or social ju stice policy,
300300 c. provisions explaining the First Amendment rights of
301301 students and employees , and
302302 d. the due process procedures for disciplining students
303303 and employees for violations of the district ’s anti-
304304 discrimination, equity, inclusion, diversity, anti -
305305 racism, or social justice policy;
306306 4. A copy of any contract entered into by the school distr ict
307307 to provide professional development, training, or any related
308308 coursework to employees or students relating to t he district’s anti-
309309 discrimination, equity, inclusi on, diversity, anti-racism, or social
310310 justice policy including the amount of the contract; and
311311 5. A copy of any contract entered into by the school district
312312 for the performance of a diversity analysis or equity assessment or
313313 for the development of an anti-discrimination, equity, inclusion,

365365 diversity, anti-racism, or social justice policy. The submission
366366 required by this paragraph shall include:
367367 a. a copy of any bid or proposal received by the district
368368 for the purposes set forth in this paragraph,
369369 b. a copy of any report or work product generated as a
370370 result of a contract for the purposes set f orth in
371371 this paragraph, and
372372 c. the amount the school district expended on e ach
373373 contract for the purposes set forth in this paragraph.
374374 D. The State Board of Education shall adopt rules for
375375 monitoring compliance with th e provisions of this section and is
376376 authorized to report a school as deficient on the accreditation
377377 report for noncompliance.
378378 SECTION 2. This act shall become effective July 1, 2023.
379379 SECTION 3. It being immediately necessary for the preservation
380380 of the public peace, health , or safety, an emergency is hereby
381381 declared to exist, by reas on whereof this act shall take effect and
382382 be in full force from and after its passage and appr oval.
