81	81	BE IT ENACTED BY THE PEOPLE OF THE STAT E OF OKLAHOMA:
82	82	SECTION 1. NEW LAW A new section of law to be codified
83	83	in the Oklahoma Statutes as Section 5-201 of Title 70, unless there
84	84	is created a duplication in numb ering, reads as follows:
85	85	A. Each school district shall submit to the State Department of
86	86	Education by July 1, 2024, and each July 1 thereafter an itemized
87	87	report of school district expenditures for the previous fiscal year
88	88	related to addressing or improving diversity , inclusion, equity, or
89	89	social justice in the school district. The State Department of
90	90	Education shall make the expenditure report available on its

144	144	B. The report required by subsection A of this section shall
145	145	include the following expenditures for each fiscal year :
146	146	1. The number of employees whose partial or primary job
147	147	function is dedicated to involvement in anti -discrimination, equity,
148	148	inclusion, diversity, anti -racism, or social justice within the
149	149	school district. The information shall include the salaries of the
150	150	employees, the job descriptions of the employees, the number of
151	151	professional development or training programs performed by the
152	152	employees, and the number of investigations conducted by the
153	153	employees;
154	154	2. The total amount and itemized expenditures the school
155	155	district has spent by activity related to anti-discrimination,
156	156	equity, inclusion, diversity, anti -racism, or social justice;
157	157	3. The total number and related expenditures for mandatory and
158	158	voluntary school staff training, professional development, or
159	159	rehabilitative sessions provided relating to anti-discrimination,
160	160	equity, inclusion, diversity, anti -racism, or social justice;
161	161	4. The total number and itemized expenditures for mandatory and
162	162	voluntary student tr aining sessions, seminars, courses , or classes
163	163	provided relating to anti -discrimination, equity, inclusion,
164	164	diversity, anti-racism, or social justice;

217	217	or any other remedial m easure for violating the school district’s
218	218	anti-discrimination, equity, inclusion, diversity, anti -racism, or
219	219	social justice policy and itemized expenditures disaggregated by
220	220	type of measure including but not lim ited to mandatory or voluntary
221	221	counseling, discipline, suspension, demotion, or other remedial
222	222	measure; and
223	223	6. The number of students subjected t o counseling, discipline ,
224	224	or any other remedial measure for violating the school district’s
225	225	anti-discrimination, equity, inclusion, diversity, anti -racism, or
226	226	social justice policy and itemized expenditures disaggregated by
227	227	type of measure including but not limi ted to mandatory or voluntary
228	228	counseling, discipline, in-school suspension, out-of-school
229	229	suspension, detention , or other remedial measure.
230	230	C. In addition to the ex penditure report required by subsection
231	231	A of this section, each school district shall submi t to the State
232	232	Department of Education the following:
233	233	1. A copy of the sc hool district’s anti-discrimination, equi ty,
234	234	inclusion, diversity, anti -racism, or social justice policy adopted
235	235	by the school district board of education;
236	236	2. Copies of all coursework, homework assignments, classroom
237	237	presentations, and other materials th at were assigned or shown to
238	238	students as part of a school district’s anti-discrimination, equity,
239	239	inclusion, diversity, anti -racism, or social justice policy;

292	292	handbooks with the following provisions highlighted if included:
293	293	a. provisions enforcing the district’s anti-
294	294	discrimination, equity, inclusion, diversity, anti -
295	295	racism, or social justice policy,
296	296	b. the penalties or disciplin e that will be imposed on
297	297	students and staff for failing to comply with th e
298	298	district’s anti-discrimination, equity, inclusion,
299	299	diversity, anti-racism, or social ju stice policy,
300	300	c. provisions explaining the First Amendment rights of
301	301	students and employees , and
302	302	d. the due process procedures for disciplining students
303	303	and employees for violations of the district ’s anti-
304	304	discrimination, equity, inclusion, diversity, anti -
305	305	racism, or social justice policy;
306	306	4. A copy of any contract entered into by the school distr ict
307	307	to provide professional development, training, or any related
308	308	coursework to employees or students relating to t he district’s anti-
309	309	discrimination, equity, inclusi on, diversity, anti-racism, or social
310	310	justice policy including the amount of the contract; and
311	311	5. A copy of any contract entered into by the school district
312	312	for the performance of a diversity analysis or equity assessment or
313	313	for the development of an anti-discrimination, equity, inclusion,

366	366	required by this paragraph shall include:
367	367	a. a copy of any bid or proposal received by the district
368	368	for the purposes set forth in this paragraph,
369	369	b. a copy of any report or work product generated as a
370	370	result of a contract for the purposes set f orth in
371	371	this paragraph, and
372	372	c. the amount the school district expended on e ach
373	373	contract for the purposes set forth in this paragraph.
374	374	D. The State Board of Education shall adopt rules for
375	375	monitoring compliance with th e provisions of this section and is
376	376	authorized to report a school as deficient on the accreditation
377	377	report for noncompliance.
378	378	SECTION 2. This act shall become effective July 1, 2023.
379	379	SECTION 3. It being immediately necessary for the preservation
380	380	of the public peace, health , or safety, an emergency is hereby
381	381	declared to exist, by reas on whereof this act shall take effect and
382	382	be in full force from and after its passage and appr oval.
