254235 E. Five (5) years after the effective date of this act, and
255236 every five (5) years thereafter, the Commission shall prepare a
256237 report for the Legislature with proposed licensing fees based on the
257238 latest Consumer Price Index year-to-date percent change release as
258239 of the date of the annual average county wage data release from the
259240 Bureau of Economic Analysis of the U.S. Department of Commerce for
260241 Legislature approval or rejection .
261242 SECTION 2. AMENDATORY 29 O.S. 2021, Section 4-110, is
262243 amended to read as follows:
263244 Section 4-110. A. Except as otherwise provi ded in the Oklahoma
264245 Wildlife Conservation Code, no person shall fish, pursue, harass,
265246 catch, kill, take in any manner, use, have in possessi on, sell, or
266247 transport all or any portion of fish without having first procured a
267248 license for such from the Director or from any of the authorized
268249 agents of the Department of Wildlife Conservation. The Oklahoma
269250 Wildlife Conservation Commission may designa te two (2) days per year

304284 1. Legal residents under sixteen (16) eighteen (18) years of

317297 the Oklahoma Department of Veterans Affairs; provided, that if the
318298 veteran has previously received an e xemption pursuant to this
319299 paragraph, no registration with the veterans registry shall be

360339 7. Any legal resident or non resident under eighteen (18) years
361340 of age who is in the legal and physical custody of the State of
362341 Oklahoma or one of its agencies by court order;
363342 8. Any legal resident or nonresident under eighteen (18) years
364343 of age who is in the physical custody of a ch ild care facility as
365344 defined by Section 402 of Title 10 of the Oklahoma Statutes;
366345 9. 6. Any legal resident or nonresident who is legally blind or
367346 who has any other physical impairment, as certified by a physician
368347 licensed in this state or any state which borders this state, which
369348 prevents the person from properly using fishing apparatus without
370349 the assistance of another person, and any one person actually
371350 accompanying and actually assisting such legally blind or otherwise

400352 certification shall be carried by the individual while fishing;
401353 10. Nonresidents under fourteen (14) years of age;
402354 11. 7. Any legal resident or nonresident who is a Job Corps
403355 trainee of this state, provi ded that the trainees s hall have on
404356 their persons a duly autho rized identification card issued by their
405357 respective Job Corps Center and shall present the card upon request,

406384 in lieu of a fishing license. The trainees shall return their cards
407385 to their respective Job Corps Center when the trainees leave their
408386 respective Job Corps training programs;
409387 12. 8. Any legal resident having a proven disability which
410388 renders the resident nonambulatory and confined to a wheelchair as
411389 certified by a physician licensed i n this state or any stat e which
412390 borders this state;
413391 13. 9. Any legal resident who is fishing with a pole and line,
414392 trotline, or throwline in streams, natural lakes, natural pon ds, and
415393 mine pits in the county in which the person is a resident, or in
416394 streams, natural lakes, natura l ponds, and mine pits which form a
417395 part of the boundary line of the county in which the person is a
418396 resident, when using any bait other than commercial or artificial
419397 bait, blood, stink bait, cut fish, and shrimp; and
420398 14. 10. Any legal resident or nonresi dent participating in an
421399 aquatic education event or clinic sanctioned by the Department of
422400 Wildlife Conservation.

456433 2. Annual fishing license for legal resi dents sixteen (16) or
457434 seventeen (17) years of age - Four Dollars ($4.00); and
458435 3. Two-day fishing license for legal residents - Fourteen
459436 Dollars ($14.00).
460437 D. Of the fees collected pursuant to the provisions of
461438 paragraphs 1 and 3 of subsection C of this se ction, Five Dollars
462439 ($5.00) of the license fee shall be for the Oklahoma Wildlife Land
463440 Stamp and shall be deposited in the Oklahoma Wildlife Land Fund
464441 created pursuant to the provisions of S ection 4-141 of this title.
465442 E. Except as otherwise provided for i n the Oklahoma Wildlife
466443 Conservation Code, the nonresident fishi ng licenses issued pursuant
467444 to the provisions of this section and the fee for each shall be:
468445 1. Annual fishing license for no nresidents - Fifty-four Dollars
469446 ($54.00) Sixty-five Dollars ($65.00), provided the Commissi on may
470447 enter into reciprocity agreement s with states wherein nonresident
471448 license fees shall be in conformity with such reciprocal agreements;
472449 2. Six-day fishing license for nonresidents – Thirty-four
473450 Dollars ($34.00); and

506482 F. Of the fees collected pursuant to the provisions of
507483 paragraphs 1, 2 and 3 of subsection E of this section, Five Dol lars

510486 fee and One Dollar and fifty cents ($1.50) of the one-day fishing

512488 Acquisition Fund created pursuant to the provisions of Section 4-132
513489 of this title. Of the fees collecte d pursuant to the provisions of
514490 paragraphs 1, 2 and 3 of subsectio n E of this section, Five D ollars
515491 ($5.00) of the license fee shall be for the Oklahoma Wildlife Land
516492 Stamp and shall be deposited in the Oklahoma Wildlife Land Fund
517493 created pursuant to the p rovisions of Section 4-141 of this title.
518494 G. D. Legal residents who have resided in this sta te for at
519495 least six (6) months and who are receiving Social Security
520496 Disability benefits, Supplemental Security Income benefits,
521497 disability benefits under the Rai lroad Retirement Act, 45 U.S.C.A.,
522498 Section 231a, postal employees receiving disability benefit s
523499 pursuant to 5 U.S.C., Section 8451 (1 998) or legal residents who are
524500 one hundred percent (100%) disabled and are receiving disability

557532 H. E. 1. Any person arrested while violating the provisions of
558533 this section who does not meet the requirements of subsection K H of
559534 this section, may purchase a substitute temporary thirty-day license
560535 from the arresting game warden in lieu of posting bond. The fee for
561536 a substitute license purchased pursuant to the provisions of this
562537 subsection shall be:
563538 a. for legal residents, Fifty Dollars ($50.00) One
564539 Hundred Dollars ($100.00), and
565540 b. for nonresidents, Ninety Dollars ($90.00) One Hundred
566541 Fifty Dollars ($150.00).
567542 2. Except as otherwise provided by this subsection, the fe es
568543 from licenses purchase d pursuant to the provisions of this
569544 subsection shall be deposited in the Wildlife Conservation Fund to
570545 be used exclusively for developing, managing, preser ving, and
571546 protecting wildlife and wildlife habitat.
572547 I. F. Unless a substitute license is purchased as provided for
573548 by subsection H E of this section, any resident of this state
574549 convicted of violating the provisions of this section shall be
575550 punished by the imposition of a fine of not less than Twenty -five

612586 K. H. Any person producing proof in court that a current
613587 fishing license issued by the Department of Wildlife Conservation to
614588 that person was in for ce at the time of the alleged offense shall be
615589 entitled to dismissal of a charge of viol ating this section upon
616590 payment of court costs. If proof of a current fishing license
617591 issued by the Department to the person that was in force at the time
618592 of the alleged offense is presented to the court or district
619593 attorney within seventy -two (72) hours after the violation, the
620594 charge shall be dismissed without payment of court costs.
621595 SECTION 3. AMENDATORY 29 O.S. 2021, Section 4-112, as
622596 last amended by Section 2, Chapter 208, O.S.L. 2022 (29 O.S. Supp.
623597 2022, Section 4-112), is amended to read as follows:
624598 Section 4-112. A. Except as otherwise provided for in the

671644 combination hunting and fishing l icense pursuant to the provisions
672645 of Section 4-114 of this title;

674647 4. Legal resident veterans having a disability of sixty percent
675648 (60%) or more and registered with the veterans registry created by

11161080 G. F. The provisions of this section shall not be c onstrued to
11171081 require a hunting license, resident or nonresident, of any person
11181082 merely because the person participates, as owner o r handler of an
11191083 entry, as an official, or as a spectator in the conduct of a field
11201084 trial or performance test of dogs, whether a resident or nonresident
11211085 of this state. No license to hunt shall be required of any person
11221086 engaged in training or working dogs, provided that person is in no
11231087 way engaged in hunting and does not take or attempt to take in any
11241088 manner any game.
11251089 H. G. 1. Any person arrested for hunting game other than deer,
11261090 antelope, elk, bear or turkey without a valid hunting license as
11271091 required by the provisions of subsection A of this section may
11281092 purchase a substitute temporary thirty-day license from the
11291093 arresting game warden in lieu of posting bond. Proof of hunter
11301094 safety certification will not be required for the temporary
11311095 substitute license. The fee for a substitute license purchased
11321096 pursuant to the provisions of this subsection shall be:

11691132 I. H. Any person producing proof in court that a current
11701133 hunting license issued by the Department of Wildlife Conservation to
11711134 that person was in force at the time of the alleged offense shall be
11721135 entitled to dismissal of a charge of violating this section upon
11731136 payment of court costs. If proof of a current hunting license
11741137 issued by the Department to the person that was in force at the time
11751138 of the alleged offense is presented to the court or district
11761139 attorney within seventy-two (72) hours after the violation, the
11771140 charge shall be dismissed without payment of court costs.
11781141 J. I. Unless a substitute license is purchased as provided for
11791142 by subsection H G of this section, any resident convicted of
11801143 violating the provisions of this section shall be punished by the
11811144 imposition of a fine of not less than Twenty-five Dollars ($25.00)
11821145 nor more than Two Hundred Dollars ($200.00), or by imprisonmen t in

12241186 Section 4-112A. A. No person thirty (30) twenty (20) years of
12251187 age or younger may purchase or receive any hunting license or
12261188 hunting tag unless the person possesses and can exhibit a
12271189 certificate of competency and safety in the us e and handling of
12281190 firearms from the Department of Wildlife Conservation . The
12291191 Department shall charge no fee for the issuance of certificates.
12301192 Persons under ten (10) years of age may take the hunter education
12311193 course but are not eligible to be tested for a nd receive hunter
12321194 safety certification. A hunter safety certificate is sued by another

12751236 C. Persons under thirty (30) twenty-one (21) years of age who
12761237 do not possess a certificate o f hunter safety may purchase or
12771238 receive any hunting license or permit which is required by law with
12781239 the designation apprentice listed on the hunter education line of
12791240 the license or permit. A person holding a license or permit with
12801241 the apprentice designati on shall be allowed to hunt only if th ey are

13251285 D. Legal residents who do not possess a certificate of hunter
13261286 safety may purchase a lifetime hunting license or lifetime
13271287 combination hunting/f ishing license with the designation ap prentice
13281288 listed on the hunter education line of the license. A resident
13291289 holding a lifetime license with the apprentice designation shall be
13301290 allowed to hunt only if they comply with the accompanying hunter
13311291 requirements as set forth in subsection C of this section. Upon
13321292 obtaining a certificate of hunter safety, a resident holding a
13331293 lifetime license with the apprentice designation shall be entitled
13341294 to renew their license without the apprentice designation.

13731332 nor any person leasing land, for the purpose of hunting.
13741333 G. Any person convicted of violating the pro visions of this
13751334 section shall be punished by the imposition of a fine of not less
13761335 than Fifty Dollars ($50.00) nor more than Two Hundred Dollars
13771336 ($200.00) or by imprisonment in the county jail for a period not to
13781337 exceed thirty (30) days, or by both fine and imprisonment.

18351785 provisions of subsection A of this section may purchase a substitute
18361786 temporary thirty-day stamp or license from the arresting game warden

21422086 17. Any legal resident or nonresident hunting, pursuing,

22382180 Wildlife Conservation or an agent of the Director.
22392181 B. The Oklahoma Wildlife Conservation Commission shall decide

22912232 bear license requirements of subsection A of this section.
22922233 SECTION 12. REPEALER 29 O.S. 2021, Section 4-112, as
22932234 last amended by Section 1, Chapter 347, O.S.L. 2022 (29 O.S. Supp.
22942235 2022, Section 4-112), is hereby repealed.
