147147 SECTION 1. AMENDATORY 70 O.S. 2021, Section 6 -122.11, as
148148 amended by Section 2, Chapter 220, O.S.L. 2022 (70 O.S. Supp. 2022,
149149 Section 6-122.11), is amended to read as follows:
150150 Section 6-122.11. Notwithstanding any other provision of the
151151 law, the State Board of Education shall issue a one -year alternative
152152 teacher certificate, renewable for up to three (3) years, to teach
153153 early childhood education or elementary education to any qualified
154154 candidate who:
155155 1. a. has successfully completed a terminal degree, such as
156156 a doctorate of philosophy, a doctorate in education,
157157 professional doctorates, a master of fine arts degree ,
158158 or a master of library science degree, from an
159159 institution accredited by a national or regional
160160 accrediting agency which is recognized by the
161161 Secretary of the United States Department of
162162 Education. The Oklahoma State Regents for Higher
163163 Education shall be consu lted to verify other terminal
164164 degrees, or
165165 b. holds at least a baccalaureate degree from an
166166 institution whose accreditation is recognized by the
167167 Oklahoma State Regents for Higher Education and has
168168 two (2) years post-degree-completion qualified work
169169 experience in a field that corresponds to early
170170 childhood education or elementary education; and

223223 means of the early childhood and elementary education alternative

242242 in an additional yearlong mentorship and/or

314314 SECTION 2. AMENDATORY 70 O.S. 2021, Section 6-182, as
315315 amended by Section 3, Chapter 220, O.S.L. 2022 (70 O.S. Supp. 2022,
316316 Section 6-182), is amended to read as follows:
317317 Section 6-182. As used in the Oklaho ma Teacher Preparation Act:
318318 1. “Board” means the State Board of Education;
319319 2. “Commission” means the Commission for Educational Quality

372372 3. “State Regents” means the Oklahoma State Regen ts for Higher
373373 Education;
374374 4. “Professional development program” means the program
375375 mandated by the Oklahoma Teacher Preparation Act for the continuous
376376 improvement and enrichment of the certified and licensed teachers of
377377 this state;
378378 5. “Teacher education pr ofessional development committee ” means
379379 the committee created in Section 6 -186 of this title for the
380380 continuous improvement and enrichment of higher education faculty in
381381 teacher education programs in institutions of higher education;
382382 6. “Department” means the State Department of Education;
383383 7. 6. “Induction” means a program that p rovides support,
384384 mentorship, and coaching to educators at the beginning of their
385385 careers or as they transition to new roles within a school or
386386 district. Induction programs work with inductees to assist in all
387387 matters concerning cl assroom management and pro fessional developmen t
388388 for that teacher. Induction programs may involve a committee of one
389389 or more mentor teachers, the principal or an assistant principal of
390390 the employing school, o ne or more administrators designated by the
391391 school district board of educa tion, a teacher educ ator in a college
392392 or school of education of an institution of higher education, or an
393393 educator in a department or school outside the institution ’s teacher

446446 8. 7. “Teacher” means a person defined as a teacher in Section
447447 1-116 of this title;
448448 9. 8. “Inductee” means any certified teacher who is employed in
449449 an accredited school to serve as a teacher and the school district
450450 has elected to place under the guidan ce and assistance of a mentor
451451 teacher or induction committee. Inductees shall include those
452452 individuals having completed the program of the college or school of
453453 education of the accredited institution of higher education from
454454 which the person has been gra duated, and shall have successfully
455455 completed the competency examination in areas of approval in which
456456 the inductee seeks certification, those individuals eligible for the
457457 alternative placement teaching certificate according to Section 6 -
458458 122.3 of this title, and those individuals issued an emergency or
459459 provisional certificate according to Section 6-187 of this title.
460460 All teachers working in a new role, including classroom teachers
461461 transitioning to a new role, shall be considered inductees for
462462 purposes of induction programs;
463463 10. 9. “Certified teacher” means any teacher who has b een
464464 issued a certificate by the Board in accordance with the Oklahoma
465465 Teacher Preparation Act and the rules of the Board;
466466 11. 10. “Mentor teacher” means any teacher who has been
467467 appointed to provide guidance, support, coaching , and assistance to
468468 an inductee employed by the school district. A mentor teacher shall

520520 be a current or former classroom teacher and have a minimum of two
521521 (2) years of classroom teaching experience as a certified teach er.
522522 When possible, a mentor teacher shall have participated in
523523 mentor teacher professional development and have expertise in the
524524 teaching field of the inductee;
525525 12. 11. “Higher education faculty ” means any individual who is
526526 employed in a teaching capacity in an institution of higher
527527 education, approved o r accredited by the Co mmission for the
528528 preparation of education personnel; and
529529 13. 12. “Competency examination” means the assessment required
530530 in the Oklahoma Teacher Preparation Act for certification as a
531531 teacher and shall consist of tests test(s) over professional
532532 education and subject areas as defined by the Commission for
533533 Educational Quality and Accountability.
534534 SECTION 3. AMENDATORY 70 O.S. 2021, Section 6 -187, as
535535 last amended by Section 4, Chapter 220, O.S.L. 2022 (70 O.S. Supp.
536536 2022, Section 6-187), is amended to read as follows:
537537 Section 6-187. A. Prior to July 1, 2014, a competency
538538 examination shall be adopted by the Oklahoma Co mmission for Teacher
539539 Preparation and beginning July 1, 2014, a competency examination
540540 shall be adopted by the Commission for Educational Quality and
541541 Accountability for the professional education and various subject
542542 areas and grade levels fo r purposes of ensuring academic achievement
543543 and competency of each teacher candidate or teacher in the subject

595595 area the person is seeking cer tification to teach which shall also
596596 include certification as an administrator, as pre scribed by the
597597 State Board of Education.
598598 The Commission, consistent with the purposes of this section,
599599 shall promulgate rules and procedures to guarantee the
600600 confidentiality of examinations.
601601 B. No teacher candidate shall be eligible for certification
602602 until successfully completing the competency examination except
603603 those candidates who make application to the State Board of
604604 Education and meet the criteria for the alternative placement
605605 program pursuant to Section 6-122.3 of this title. Certification
606606 shall be limited to a reas of approval in which the certified teacher
607607 has successfully completed the examination. Subject to the
608608 provisions of subsection C of this section, testing for
609609 certification for subjects in which a teacher candidate or teacher
610610 is seeking a minor teachi ng assignment or an endorseme nt to teach
611611 shall be limited to the specific subject area test.
612612 A teacher candidate or teacher may take th e professional
613613 education or subject area portions of the examination examination(s)
614614 subject to any limit imposed by the Commission.
615615 C. 1. Except as otherwise provided for in this subsection, a
616616 teacher may be certified in as many areas as the teacher meets the
617617 necessary requirements provided by law a nd has successfully

671671 2. Except as otherwise p rovided for in this par agraph,
672672 certification in early childhood, elementary, or special education
673673 shall require complet ion of an appropriate teacher educati on program
674674 approved by the Commission.
675675 Any teacher who is certified to teach elementary education ma y
676676 be certified in early childhood education upon meeting the
677677 requirements provided in law and successful completion of the
678678 appropriate subject area portion of the examination examination(s).
679679 Any teacher who is certified to teach early childh ood education may
680680 be certified in elementary educati on upon meeting the requirements
681681 provided in law and successful completion of the appropriate subject
682682 area portion of the examination examination(s). Any special
683683 education teacher who becomes certified to teach through completion
684684 of an accredited teacher preparation pro gram may be certified in
685685 early childhood or elementary education u pon meeting the
686686 requirements provided i n law and successful completion of the
687687 appropriate subject portion of the examination area examination(s).
688688 Any teacher who becomes certified to tea ch through completion o f an
689689 accredited teacher preparation program or becomes alternatively
690690 certified to teach through the Troops to Teachers program may be
691691 certified in special education upon meeting the requirements
692692 provided in law and successful complet ion of the appropriate subject

745745 education teacher who has not completed a Commission-approved
746746 teacher education program in elementary education or early childhood
747747 education but who has successfully completed the subject area
748748 portion of the examination examination(s) may be certified in
749749 elementary education or early childhood education for the purpose of
750750 providing direct instructi on and serving as the teacher of record
751751 for grading purposes in special education settings only.
752752 D. The Commission shall o ffer the competency examination at
753753 least four times per calendar year on dates to be established by the
754754 Commission.
755755 E. If a teacher candidate or teacher is a non-native-English
756756 speaker, the Commission sh all offer the subject area co mpetency
757757 examination in the native language of the teacher candidate or
758758 teacher only if the teacher candidate or teacher is employed or has
759759 been offered employment by a school district as a teacher in a
760760 foreign language immersi on program offered by the sch ool district.
761761 If a non-native-English speaker who has received certification in a
762762 subject area after taking the subject area competency examination in
763763 the native language of the speaker seeks to add a certification area
764764 in the future and that person is no longer employed as a t eacher in
765765 a foreign language immersion program, the exa mination for the
766766 additional certification area shall be taken in English . The State

819819 to any teacher who has com pleted a subject area c ompetency
820820 examination in the native language of the tea cher as provided for in
821821 this subsection restricting the teacher to teaching on ly in a
822822 foreign language immersion program.
823823 F. The State Board of Educ ation, in consultation with t he
824824 Commission for Educa tional Quality and Accountability, may grant an
825825 exception to the requirement to complete a subject area examination
826826 for initial certification in a field which does not require an
827827 advanced degree if the ca ndidate has an advanced degre e in a subject
828828 that is substantially comparable to the content assessed on a
829829 subject area examination. The advanced degree shall be from an
830830 institution accredited by a national or regional accrediting agency
831831 which is recognized by the Secretary of the Uni ted States Department
832832 of Education. The Commission shall provide the Board wi th the
833833 necessary information to determine comparability.
834834 G. 1. Nothing in the Oklahoma Teacher Preparation Act shall
835835 restrict the right of the Stat e Board of Education to issue an
836836 emergency or provisional certificate, as needed. Provided, however,
837837 prior to the issuance of an emergency certificate, the district
838838 shall document substant ial efforts to employ a teacher who holds a
839839 provisional or standard certificate. In the event a district is
840840 unable to hire an individual meeting this criteria, the district
841841 shall document efforts to employ an individual with a provisional or
842842 standard certificate in another curricular area with academic

894894 preparation in the field of need. Only after these alternatives
895895 have been exhausted shall the district be allowed to employ an
896896 individual meeting minimum standards as established by the State
897897 Board of Education for the issuance of emergency certificates.
898898 2. The State Board of Education may renew the emergency or
899899 provisional certificate of an individual who has been employed by a
900900 school district board of education for at least two (2) years if the
901901 following criteria are met:
902902 a. the individual has been granted an emergency o r
903903 provisional certificate pur suant to paragraph 1 of
904904 this subsection for two (2) years,
905905 b. the individual has not successfully completed the
906906 competency examinations examination(s) required by
907907 this section,
908908 c. the individual submits a portfolio of his or her work
909909 to the State Board of Education, whic h shall include
910910 evidence of progress toward standard certification,
911911 d. the employing school district board of education
912912 agrees to renew the individual ’s contract to teach for
913913 the ensuing fiscal year, and
914914 e. the superintendent o f the employing school distri ct
915915 submits to the State Board of Education the reason the
916916 emergency or provisional certificate should be renewed

970970 3. Individuals employed by a school dist rict under an emergency
971971 or provisional certificate shall not be considered career teachers
972972 and therefore not entitled to the protections of the Teacher Due
973973 Process Act of 1990.
974974 SECTION 4. AMENDATORY 70 O.S. 2021, Section 6 -189.2, as
975975 amended by Section 5, Chapter 220, O.S.L. 2022 (70 O.S. S upp. 2022,
976976 Section 6-189.2), is amended to read as follows:
977977 Section 6-189.2. A. Any person seeking certification as a
978978 school psychologist or school psychometrist shall be exempt from the
979979 requirement to succe ssfully complete the professional education
980980 portion of the competency examination required pursuant to Sections
981981 6-187 and 6-190 of this title.
982982 B. Any person certified as a school psychologist or school
983983 psychometrist pursuant to a substitution or exemption as provide d in
984984 this section shall be required to complete all portions of the
985985 competency examination as required pursuant to Sections 6 -187 and 6-
986986 190 of this title if such person seeks to add certifica tion in
987987 another subject in the future.
988988 C. B. The Oklahoma Commission for Teacher Preparation
989989 Educational Quality and Accountability shall adopt rules to
990990 implement the provisions of this section.
991991 SECTION 5. This act shall become effective July 1, 2023.
