79	79	BE IT RESOLVED BY THE SENAT E AND THE HOUSE OF REPRESENTATIVES OF THE
80	80	1st SESSION OF THE 59TH OKLAHOMA LEGISLATURE:
81	81	SECTION 1. The Secretary of State shall refer to the people fo r
82	82	their approval or rejection, as and in the manner provided by law,
83	83	the following proposed amendment to S ection 1 of Article XXII of the
84	84	Oklahoma Constitution to read as follows:
85	85	Section 1. No alien or person who is not a foreign citizen of
86	86	the United States, shall acquire title to or own land in this state
87	87	either directly or indirectly through a business entity or trust ,
88	88	and the Legislature shall enact laws whereby all persons not who are
89	89	foreign citizens of the United States, and their heirs, who may

142	142	otherwise, shall dispose of the same within five years one (1) year
143	143	upon condition of escheat or forfeiture to the State: Provided,
144	144	This shall not apply to Indians born within the United Sta tes, nor
145	145	to aliens or persons not citizens of the United States who may
146	146	become bona fide residents of this State : And Provided Further,
147	147	That this section shall not apply to lands now owned by aliens in
148	148	this State.
149	149	SECTION 2. The Ballot Title for the proposed Consti tutional
150	150	amendment as set forth in SECTION 1 of this resolution shall be in
151	151	the following form:

154	154	THE GIST OF THE PROPOSITION IS AS FOLLOWS :
155	155	This measure will ame nd Section 1 of Article 22 of the Oklahoma
156	156	Constitution. The measure will pr ohibit ownership of land in
157	157	Oklahoma by a foreign citizen or a business entity or trust
158	158	owned by foreign citizens . The measure will decrease to 1 year
159	159	the time period for such land to be returned to the state. The
160	160	measure provides an exception to lawful resident foreign
161	161	citizens.
