6565 A Joint Resolution directing the Secretary of State

7979 BE IT RESOLVED BY THE SENATE AND THE HOUSE OF RE PRESENTATIVES OF THE
8080 1ST SESSION OF THE 59TH OKLAHOMA LEGISLATURE:
8181 SECTION 1. The Secretary of State shall refer to the people for
8282 their approval or rejection, as and in the manner provided by law,
8383 the following proposed amendment to Section 15 of Article II of the
8484 Oklahoma Constitution to read as follows:
8585 Section 15. A. No bill of attainder, ex post facto law, nor
8686 any law impairing the obligation of contracts, shall ever be passed.
8787 No conviction shall work a corruption of b lood or forfeiture of
8888 estate: Provided, that this provision shall not prohibit the
8989 imposition of pecuniary penalties.

141141 B. The Legislature may enact or amend by statute provisions
142142 related to sex offenders if such provision s are rationally related
143143 to protecting the public from sex -based crimes. Such provisions
144144 include but are not limited to those related to sex offender
145145 registration requirements, durati on of registration requirements,
146146 proximity to areas frequented by vulnerable populations such as
147147 children, mentally disabled persons, a nd the elderly, and
148148 disclosures to be made by the offender. Persons required by law to
149149 be registered as a sex offender shall comply with any s uch
150150 enactments or amendments after implemented. Subsequent changes
151151 regulating residence of a person required by law to be registered as
152152 a sex offender shall be applicable when the offender esta blishes a
153153 new residence. A statute enacted by the Legislature in accordance
154154 with the requirements of this subsection sh all not be deemed a
155155 violation of subsection A of this section.
156156 SECTION 2. The Ballot Title for the propo sed Constitutional
157157 amendment as set forth in SECTION 1 of this resolution shall b e in
