83	83	BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE
84	84	1ST SESSION OF THE 56TH OKLAHOMA LEGISLATURE:
85	85	SECTION 1. The Secretary of State shall re fer to the people for
86	86	their approval or rejection, as and in the manner provided by law,
87	87	the following proposed amendment to the Oklahoma Constitution by
88	88	adding a new Section 9 E to Article X to read as follows:
89	89	Section 9. A. There is hereby created Public Infrastructure

142	142	B. Municipalities may approve the creation of public
143	143	infrastructure districts, which may incur indebtedness and issue
144	144	public infrastructure district bonds to pay for all or part of the
145	145	cost of public improvements within such di stricts. The cost of all
146	146	indebtedness so incurred shall be levi ed and assessed by the board
147	147	of trustees of a public infrastructure district on the property
148	148	benefited by such improvements following the passage and approval of
149	149	the organization of a public infrastructure district pursuant to
150	150	subsection C of this section . The board shall collect the special
151	151	assessments so levied and use the same to reimburse the public
152	152	infrastructure district for the amount paid or to be paid by it on
153	153	the bonds issued for such improvements not to exceed ten (10) mills
154	154	for the purpose of p roviding funds for the purpose of support,
155	155	organization, operation , and maintenance of such services .
156	156	C. A public infrastructure district shall not be created
157	157	unless:
158	158	1. A petition, if there are any registered voters within the
159	159	applicable area, is filed with the municipality that contains the
160	160	signatures of one hundred percent (100%) of regis tered voters within
161	161	the applicable area approving the creation of the public
162	162	infrastructure district; or
163	163	2. A petition is filed with the municipality that contains the
164	164	signatures of one hundred percent (100 %) of surface property owners

218	218	D. The municipality may impose limitations on the powers of the
219	219	public infrastructure distr ict through the governing document
220	220	presented by the public infrastructure d istrict applicant.
221	221	E. The levy shall be in addition to all oth er levies authorized
222	222	by this Constitution, and when app roved, shall be made for the
223	223	repayment of public infras tructure districts bonds issued by the
224	224	public infrastructure districts for the public improvements agreed
225	225	upon by the voters of the district as pr ovided by the governin g
226	226	document.
227	227	F. The Legislature s hall be authorized to enact such laws as
228	228	may be necessary in ord er to implement public inf rastructure
229	229	districts in the State of Oklahoma.
230	230	SECTION 2. The Ballot Title for the proposed C onstitutional
231	231	amendment as set forth in SECTION 1 of th is resolution shall be in
232	232	the following form:

237	237	Constitution. It adds Section 9 E to Article 10. It allows for
