SENATE JOINT

AS INTRODUCED 
 
A Joint Resolution directing the Secretary of State 
to refer to the people fo r their approval or 
rejection a proposed amend ment to Section 1 of 
Article I of the Oklahoma Constitution; declaring the 
State of Oklahoma a sovereign state; providing that 
any laws contrary to the U nited States Constitution 
are null and void; providing ballot title; and 
directing filing. 
 
 
 
 
BE IT RESOLVED BY THE SENATE AND THE HOUSE OF RE PRESENTATIVES OF THE 
1ST SESSION OF THE 59TH OKLAHOMA LEGISLATURE: 
SECTION 1.  The Secretary of State shall refer to the people for 
their approval or rejection, as and in the manner provided by law, 
the following proposed amendment to Section 1 of Article I of the 
Oklahoma Constitution to read as follows: 
Section 1.  The State of Oklahoma is an inseparable a sovereign 
state, a part of the Federal Un ion known as the United States of 
America, and the Constitution of the United States is the supreme 
law of the land and any laws to the contrary are null, void, and of 
no effect in this state .

SECTION 2.  The Ballot Title for the propo sed Constitutional 
amendment as set forth in SECTION 1 of this resolution shall be in 
the following form: 
BALLOT TITLE 
Legislative Referendum No. ____ State Question No. ____ 
THE GIST OF THE PROPOSITIO N IS AS FOLLOWS: 
This measure amends Section 1 of Article 1 of the Oklahoma 
Constitution.  This section declares the State of Oklahoma a 
sovereign state and a part of the Federal Union with the United 
States Constitution as the su preme law of the land.  This 
measure declares that any law to the contrary is null, vo id, and 
of no effect in this state . 
SHALL THE PROPOSAL BE APPROVED? 
FOR THE PROPOSAL — YES _____________ 
AGAINST THE PROPOSAL — NO  _____________ 
SECTION 3.  The President Pro Tempore of the Senate shall, 
immediately after the passage of th is resolution, prepare and file 
one copy thereof, including the Ballot Title set forth in SECTION 2 
hereof, with the Secretary of State and one copy with the Attorney 
General.
