7777 BE IT RESOLVED BY THE SENATE AND THE HOUSE O F REPRESENTATIVES OF THE
7878 1ST SESSION OF THE 59TH OKLAHOMA LEGISLATURE:
7979 SECTION 1. The Secretary of State shall refer to the people for
8080 their approval or rejection, as and in the manner pro vided by law,
8181 the following proposed amendment t o the Oklahoma Constitution by
8282 adding a new Section 9C of Article V of the Oklahoma Constitution to
8383 read as follows:
8484 Section 9C. A. The state shall be ap portioned into forty -eight
8585 senatorial districts in th e following manner: the nineteen most
8686 populous counties, as determined by the most recent Federal
8787 Decennial Census, shall constitute nineteen senatorial districts
8888 with one senator to be nominated and ele cted from each district; the

140140 fifty-eight less populous counties shall be joined into twenty -nine
141141 two-county districts with one senator to be nominated and elected
142142 from each of the two -county districts. In apportioning the State
143143 Senate, consideration shall be given to population, compactness,
144144 area, political units, historical precedents, economic and political
145145 interests, contiguous territory, and other major factors, to the
146146 extent feasible.
147147 B. Each senatorial district, whether single county or multi -
148148 county, shall be entitled to one senator, who shall hold of fice for
149149 four years; provided that any senator, serving at the time of the
150150 adoption of this amendment, shall serve the full time for which he
151151 or she was elected. Vitalization of senatorial districts sha ll
152152 provide for one-half of the senators to be elected at each general
153153 election.
154154 SECTION 2. The Ballot Title f or the proposed Constitutional
155155 amendment as set forth in SECTION 1 of this resolution shall be in
