53	53	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
54	54	SECTION 1. AMENDATORY 74 O.S. 2021, Section 2259, is
55	55	amended to read as follows:
56	56	Section 2259. A. The Oklahoma Tourism and Recreation
57	57	Commission shall prescribe and collect reasonable rates, fees, tolls
58	58	or charges for the services, facilities and co mmodities rendered by
59	59	all property of the Commission, a portion of which, may be pledged
60	60	to the payment of bonds issued pursuant to this act. The Commission
61	61	shall revise the rates, fees, tolls or charges from time to time
62	62	whenever necessary to ensure that the revenues to be derived
63	63	therefrom shall be fully sufficient to pay principal of and interest

90	90	on such bonds. The gross revenues derived by the Commission from
91	91	the operation of any part or parts of the properties of the
92	92	Commission, but no revenues deriv ed by the Commission through
93	93	legislative appropriation or from sources other than operation of
94	94	the properties of the Commission, may be pledged to the payment of
95	95	principal and interest. Notwithstanding any other provisions of
96	96	law, the Commission may use m oney derived from annual legislative
97	97	appropriations on a year-to-year basis, as authorized by the
98	98	Legislature, to repay any obligations to the Oklahoma Water
99	99	Resources Board pursuant to Sections 1085.51 and 1085.71 et seq. of
100	100	Title 82 of the Oklahoma Statu tes.
101	101	B. The Commission is hereby authorized to construct
102	102	improvements in several parks and authorize the issuance of bonds
103	103	for all such improvements, and to pledge for the payment of the
104	104	bonds and the interest thereon , revenues derived by the Commission
105	105	from the operation of any or all of the parks in which any
106	106	consolidated bond issue has been authorized .
107	107	C. The Commission is further authorized to construct state -of-
108	108	the-art tourism information centers on interstate highways
109	109	including, but not limited to, entry points near the borders of the
110	110	state and major metropolitan areas, and authorize the issuance o f
111	111	bonds for all construction projects, and to pledge for the payment
112	112	of such bonds and the interest thereon, revenues derived by the
113	113	Commission from the le ase or operation of any or all of the tourism

140	140	information centers for which any such consolidated bon d issue has
141	141	been authorized.
142	142	D. All tourism information centers ' family or assisted-use
143	143	toilets and bathing rooms shall include a universal changing station
144	144	for the assistance of persons with d isabilities. The changing
145	145	station area must be equipped with a height-adjustable changing
146	146	table suitable for use by an adult or a child.
147	147	1. The table shall be:
148	148	a. at least twenty-four (24) inches in width by seventy
149	149	(70) inches in length,
150	150	b. adjustable to allow lowering to a height no greater
151	151	than eight (8) inches, and raising to a height no less
152	152	than thirty-four (34) inches, above finished floor
153	153	elevation, and
154	154	c. capable of supporting a minimum of three hundred fifty
155	155	(350) pounds.
156	156	2. Where a building is provided with more than one family or
157	157	assisted-use toilet and bathing room, only one such room s hall
158	158	require a universal changing station. Where this exception is
159	159	utilized, signage shall be provided at all such ro oms indicating the
160	160	location of the universal changing station.
161	161	3. All tourism information centers shall compl y with paragraph
162	162	1 of this subsection by January 1, 2028.

189	189	E. Any revenues which may be received by the Commission for the
190	190	use of such buildings or improvements, in w hole or in part, shall be
191	191	regarded as all other reven ues of the Commission and shall be
192	192	subject to be pledge d to the payment of bonds issued hereun der.
193	193	Each bond shall recite in substance that such bond and the interest
194	194	thereon is payable solely from the revenues pledged to the payment
195	195	thereof, and that suc h bond does not constitute a debt of the
196	196	Commission or of the state within the meaning of any constitutional
197	197	or statutory limitation.
198	198	SECTION 2. This act shall become effective November 1, 2023.
