5353 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5454 SECTION 1. AMENDATORY 74 O.S. 2021, Section 2259, is
5555 amended to read as follows:
5656 Section 2259. A. The Oklahoma Tourism and Recreation
5757 Commission shall prescribe and collect reasonable rates, fees, tolls
5858 or charges for the services, facilities and co mmodities rendered by
5959 all property of the Commission, a portion of which, may be pledged
6060 to the payment of bonds issued pursuant to this act. The Commission
6161 shall revise the rates, fees, tolls or charges from time to time
6262 whenever necessary to ensure that the revenues to be derived
6363 therefrom shall be fully sufficient to pay principal of and interest

9090 on such bonds. The gross revenues derived by the Commission from
9191 the operation of any part or parts of the properties of the
9292 Commission, but no revenues deriv ed by the Commission through
9393 legislative appropriation or from sources other than operation of
9494 the properties of the Commission, may be pledged to the payment of
9595 principal and interest. Notwithstanding any other provisions of
9696 law, the Commission may use m oney derived from annual legislative
9797 appropriations on a year-to-year basis, as authorized by the
9898 Legislature, to repay any obligations to the Oklahoma Water
9999 Resources Board pursuant to Sections 1085.51 and 1085.71 et seq. of
100100 Title 82 of the Oklahoma Statu tes.
101101 B. The Commission is hereby authorized to construct
102102 improvements in several parks and authorize the issuance of bonds
103103 for all such improvements, and to pledge for the payment of the
104104 bonds and the interest thereon , revenues derived by the Commission
105105 from the operation of any or all of the parks in which any
106106 consolidated bond issue has been authorized .
107107 C. The Commission is further authorized to construct state -of-
108108 the-art tourism information centers on interstate highways
109109 including, but not limited to, entry points near the borders of the
110110 state and major metropolitan areas, and authorize the issuance o f
111111 bonds for all construction projects, and to pledge for the payment
112112 of such bonds and the interest thereon, revenues derived by the
113113 Commission from the le ase or operation of any or all of the tourism

140140 information centers for which any such consolidated bon d issue has
141141 been authorized.
142142 D. All tourism information centers ' family or assisted-use
143143 toilets and bathing rooms shall include a universal changing station
144144 for the assistance of persons with d isabilities. The changing
145145 station area must be equipped with a height-adjustable changing
146146 table suitable for use by an adult or a child.
147147 1. The table shall be:
148148 a. at least twenty-four (24) inches in width by seventy
149149 (70) inches in length,
150150 b. adjustable to allow lowering to a height no greater
151151 than eight (8) inches, and raising to a height no less
152152 than thirty-four (34) inches, above finished floor
153153 elevation, and
154154 c. capable of supporting a minimum of three hundred fifty
155155 (350) pounds.
156156 2. Where a building is provided with more than one family or
157157 assisted-use toilet and bathing room, only one such room s hall
158158 require a universal changing station. Where this exception is
159159 utilized, signage shall be provided at all such ro oms indicating the
160160 location of the universal changing station.
161161 3. All tourism information centers shall compl y with paragraph
162162 1 of this subsection by January 1, 2028.

189189 E. Any revenues which may be received by the Commission for the
190190 use of such buildings or improvements, in w hole or in part, shall be
191191 regarded as all other reven ues of the Commission and shall be
192192 subject to be pledge d to the payment of bonds issued hereun der.
193193 Each bond shall recite in substance that such bond and the interest
194194 thereon is payable solely from the revenues pledged to the payment
195195 thereof, and that suc h bond does not constitute a debt of the
196196 Commission or of the state within the meaning of any constitutional
197197 or statutory limitation.
198198 SECTION 2. This act shall become effective November 1, 2023.
