40	40	An Act relating to schools; defining term;
41	41	authorizing the State Board of Education to assist in
42	42	establishing communit y school pilot projects;
43	43	subjecting award of grants to available funding;
44	44	providing for scope of pilot projects; requiring
45	45	minimum elements for contents of project plans;
46	46	providing for additional components for project;
47	47	permitting promulgation of rules and regulations;
48	48	allowing assistance in accessing certain funds;
49	49	providing for codification; and providing an
50	50	effective date.

56	56	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
57	57	SECTION 1. NEW LAW A new section of law to be codified
58	58	in the Oklahoma Statutes as Section 1210.560 of Title 70, unless
59	59	there is created a duplication in numbering, reads as follows:
60	60	A. As used in this section, "community schools" means public
61	61	schools that provide services and supports which fit the needs of
62	62	each neighborhood, created and run by the people who know their
63	63	children best: families, educators, community organizations, local
64	64	governments, and the students themselves, all working together.

91	91	Community schools offer evidence -based pathways by providing
92	92	tailored services before, during, and after school.
93	93	B. The State Board of Education may assist and, i f funding is
94	94	available, award grants to school district boards of education to
95	95	establish pilot projects that create community schools within a
96	96	school district or at a school site. Projects may involve entire
97	97	districts, individual school sites, a combinatio n of school sites,
98	98	or elements of school sites individually or in combination.
99	99	C. Pilot project plans for community schools shall contain the
100	100	following minimum elements:
101	101	1. A person designated as the community school coordinator, who
102	102	shall complete leaders hip training provided by an Oklahoma -based
103	103	non-profit organization that uses the science of hope to improve
104	104	classrooms and campuses;
105	105	2. A comprehensive needs assessment process that includes the
106	106	following stakeholders:
107	107	a. parents,
108	108	b. community leaders,
109	109	c. teachers,
110	110	d. site and district administrators,
111	111	e. other education employees, and
112	112	f. students, where age-appropriate;
113	113	3. Site-based collaborative leadership, practices, and shared
114	114	responsibility; and

141	141	4. An ongoing stakeholder engagement process.
142	142	Pilot projects for community schools, when possible, shall also
143	143	address additional components including but not limited t o
144	144	strengthened curriculum a nd academic programs, expanded learning
145	145	opportunities, and integrated student supports or wraparound
146	146	services.
147	147	D. The State Board of Education may promulgate rules and
148	148	regulations for the operation and implementation of the pilot
149	149	projects and to assist s chool districts in accessing pilot start -up
150	150	funds from the United States Department of Education for selected
151	151	projects.
152	152	SECTION 2. This act shall become effective November 1, 2023.
