4040 An Act relating to schools; defining term;
4141 authorizing the State Board of Education to assist in
4242 establishing communit y school pilot projects;
4343 subjecting award of grants to available funding;
4444 providing for scope of pilot projects; requiring
4545 minimum elements for contents of project plans;
4646 providing for additional components for project;
4747 permitting promulgation of rules and regulations;
4848 allowing assistance in accessing certain funds;
4949 providing for codification; and providing an

5656 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5757 SECTION 1. NEW LAW A new section of law to be codified
5858 in the Oklahoma Statutes as Section 1210.560 of Title 70, unless
5959 there is created a duplication in numbering, reads as follows:
6060 A. As used in this section, "community schools" means public
6161 schools that provide services and supports which fit the needs of
6262 each neighborhood, created and run by the people who know their
6363 children best: families, educators, community organizations, local
6464 governments, and the students themselves, all working together.

9191 Community schools offer evidence -based pathways by providing
9292 tailored services before, during, and after school.
9393 B. The State Board of Education may assist and, i f funding is
9494 available, award grants to school district boards of education to
9595 establish pilot projects that create community schools within a
9696 school district or at a school site. Projects may involve entire
9797 districts, individual school sites, a combinatio n of school sites,
9898 or elements of school sites individually or in combination.
9999 C. Pilot project plans for community schools shall contain the
100100 following minimum elements:
101101 1. A person designated as the community school coordinator, who
102102 shall complete leaders hip training provided by an Oklahoma -based
103103 non-profit organization that uses the science of hope to improve
104104 classrooms and campuses;
105105 2. A comprehensive needs assessment process that includes the
106106 following stakeholders:
107107 a. parents,
108108 b. community leaders,
109109 c. teachers,
110110 d. site and district administrators,
111111 e. other education employees, and
112112 f. students, where age-appropriate;
113113 3. Site-based collaborative leadership, practices, and shared
114114 responsibility; and

141141 4. An ongoing stakeholder engagement process.
142142 Pilot projects for community schools, when possible, shall also
143143 address additional components including but not limited t o
144144 strengthened curriculum a nd academic programs, expanded learning
145145 opportunities, and integrated student supports or wraparound
146146 services.
147147 D. The State Board of Education may promulgate rules and
148148 regulations for the operation and implementation of the pilot
149149 projects and to assist s chool districts in accessing pilot start -up
150150 funds from the United States Department of Education for selected
151151 projects.
152152 SECTION 2. This act shall become effective November 1, 2023.
