2551 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

2752 SECTION 1. AMENDATORY 7 4 O.S. 2021, Section 7005, i s
2853 amended to read as follows:

3054 Section 7005. A. The Oversight Committee for State Emp loyee
3155 Charitable Contributions shall be composed of the Director of the
3256 Office of Management and Enterprise Services, or designee , and six
3357 (6) state employees, of which t wo shall be appointed by the
3458 Governor, two shall be appointed by the President Pro Tempore of the
3559 Oklahoma State Senate and two shall be appointed by the Speaker of
3660 the Oklahoma House of Representatives. Members shall serve at the
3761 pleasure of their appointing authorities. The provisions of Section
3862 6 of Title 51 of the Oklaho ma Statutes shall not apply to
3963 appointments to the Committee. The Committee is re -created to

4393 B. The Committee annually shall elect a chairman chair from its
4494 membership. The Director of the Office of Managem ent and Enterprise

4897 C. The Oversight Committee for State Employee Charitable
4998 Contributions shall have the following duties and responsibilities:

5199 1. Arrange for publication of information abou t the application

54101 2. Review applications of federations electing to participate
55102 in the State Charitable Campaign and certify that a federation and
56103 each of its member agencies meet the eligibility criteri a set forth
57104 in Sections 7009 and 7010 of th is title;

59105 3. Notify in writing each of the applying federations of its
60106 acceptance or rejection. Prov ided, if a federation is rejected, the
61107 Committee shall provide the reason for rejection of each of the
62108 member agencies of the federation;

64109 4. Hear appeals of rejected agencies;

66110 5. Delegate to the principal combined fund-raising fundraising
67111 organization the primary responsibility for the staffing and the
68112 financial obligations necessary to comply with the provisions of

75144 organization to assist the Committee in gathering and accumulating

78146 8. Promulgate rules to implement the provisions of the Oklahoma
79147 State Employee Charitable Contribution Act.

81148 D. The Office of Management and Enterprise Services shall
82149 provide such staff support as is required by the Committee.

84150 E. The Oversight Committee for State Employee Charitable
85151 Contributions is authorized to appoint such adv isory councils and
86152 task forces as it deems necessary for counsel, advice , and review
87153 concerning the formulation and administration of the rules,
88154 application review process, and the implementation of the Oklahoma
89155 State Employee Charitable Contribution Act.

91156 SECTION 2. It being immediately necessary for the preservation
92157 of the public peace, health or safety, an emergency is hereby
93158 declared to exist, by reason whereof this act shall take effect and
94159 be in full force from and after its passage an d approval.
