25	51		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

27	52		SECTION 1. AMENDATORY 7 4 O.S. 2021, Section 7005, i s
28	53		amended to read as follows:

30	54		Section 7005. A. The Oversight Committee for State Emp loyee
31	55		Charitable Contributions shall be composed of the Director of the
32	56		Office of Management and Enterprise Services, or designee , and six
33	57		(6) state employees, of which t wo shall be appointed by the
34	58		Governor, two shall be appointed by the President Pro Tempore of the
35	59		Oklahoma State Senate and two shall be appointed by the Speaker of
36	60		the Oklahoma House of Representatives. Members shall serve at the
37	61		pleasure of their appointing authorities. The provisions of Section
38	62		6 of Title 51 of the Oklaho ma Statutes shall not apply to
39	63		appointments to the Committee. The Committee is re -created to

41	92		of the Oklahoma Sunset Law.

43	93		B. The Committee annually shall elect a chairman chair from its
44	94		membership. The Director of the Office of Managem ent and Enterprise
45	95		Services shall serve as chairman chair until the first such

48	97		C. The Oversight Committee for State Employee Charitable
49	98		Contributions shall have the following duties and responsibilities:

51	99		1. Arrange for publication of information abou t the application
52	100		process;

54	101		2. Review applications of federations electing to participate
55	102		in the State Charitable Campaign and certify that a federation and
56	103		each of its member agencies meet the eligibility criteri a set forth
57	104		in Sections 7009 and 7010 of th is title;

59	105		3. Notify in writing each of the applying federations of its
60	106		acceptance or rejection. Prov ided, if a federation is rejected, the
61	107		Committee shall provide the reason for rejection of each of the
62	108		member agencies of the federation;

64	109		4. Hear appeals of rejected agencies;

66	110		5. Delegate to the principal combined fund-raising fundraising
67	111		organization the primary responsibility for the staffing and the
68	112		financial obligations necessary to comply with the provisions of
69	113		this subsection;

71	141		6. Develop a pledge card to be us ed throughout the State
72	142		Charitable Campaign;

74	143		7. Select a principal combined fund-raising fundraising
75	144		organization to assist the Committee in gathering and accumulating
76	145		the applications; and

78	146		8. Promulgate rules to implement the provisions of the Oklahoma
79	147		State Employee Charitable Contribution Act.

81	148		D. The Office of Management and Enterprise Services shall
82	149		provide such staff support as is required by the Committee.

84	150		E. The Oversight Committee for State Employee Charitable
85	151		Contributions is authorized to appoint such adv isory councils and
86	152		task forces as it deems necessary for counsel, advice , and review
87	153		concerning the formulation and administration of the rules,
88	154		application review process, and the implementation of the Oklahoma
89	155		State Employee Charitable Contribution Act.

91	156		SECTION 2. It being immediately necessary for the preservation
92	157		of the public peace, health or safety, an emergency is hereby
93	158		declared to exist, by reason whereof this act shall take effect and
94	159		be in full force from and after its passage an d approval.
