5152 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5253 SECTION 1. NEW LAW A new section of law to be codified
5354 in the Oklahoma Statutes as Section 500 of Title 53, unless there is
5455 created a duplication in numberi ng, reads as follows:
5556 A. There is hereby created the Oklahoma Semiquincentennial
5657 Commission until June 30, 2027.
5758 B. The duties of the Commission shall be as follows:
5859 1. Be the point of contact for state and national organizations
5960 and events related to the Semiquincentennial of the United States;
60-2. Develop programs and plans for the official observance of
61-the 250th anniversary of the founding of the United States in 2026,
62-as marked by the Declaration of Independence in 1776; and

87+2. Develop programs and plans for the official observance of
88+the 250th anniversary of the founding of the United States in 2026,
89+as marked by the Declaration of Independence in 1776; and
9090 3. Cooperate with the United States Semiquincentennial
9191 Commission and various state agencies, boards, commissions,
9292 departments, and political s ubdivisions in order to execute
9393 commemorative events and to implement educational activities,
9494 events, and celebrations related to the Semiquincentennial of the
9595 United States.
9696 C. The Commission shall be composed of twenty -five (25)
9797 members. The members shall serve as follows:
9898 1. Five members appointed by the Governor as follows:
9999 a. one who shall be a member with experience in the st udy
100100 and documentation of the history of Latino communities
101101 in Oklahoma,
102102 b. one who shall be a member with experience i n the study
103103 and documentation of the history of the Black
104104 community in Oklahoma ,
105105 c. one who shall be a member with experience in the study
106106 and documentation of the history of American Indian
107107 communities in Oklahoma ,
108108 d. one who shall be a current fift h-grade teacher
109109 currently certified to teach in Oklahoma with
110110 experience teaching United States history ,
111-e. one who shall be a secondary teacher currently

141140 Oklahoma House of Representatives, one appointee from each of the

146145 4. Ten voting ex officio members shall be appointed as follows:
147146 a. the Lieutenant Governor, who shall serve as

149148 b. the Executive Director of the Oklahoma Historical
150149 Society, who shall serve as vice -chair, or designee,
151150 c. the Director of the Oklahoma Department of Commerce,

186+h. the Chief Justice of the Oklahoma Supreme Court, or

190188 i. the Regent of the Oklahoma Society of the Daughters of

192190 j. the President of the Oklahoma Society of the Sons of

194192 D. Commission members may be removed for cause. Whenever a
195193 vacancy on the Commission occurs by death, resignation, or
196194 otherwise, the appointi ng authority shall fill the same by
197195 appointment, and the appointee shall hold office during the
198196 unexpired term. Each member shall hold office until a successor ha s
199197 been appointed.
200198 E. All appointments to the Commission shall be made no later
201199 than August 1, 2023. The Commission shall hold its first meeting no
202200 later than September 1, 2023. The Commission shall be staffed by
203201 the Oklahoma Historical Society. All appropriate agencies of state
204202 government shall provide assistance to the Commission upon request
205203 of the Commission.
206204 F. A quorum of thirteen members shall be required to conduct
207205 official business of the Commission. The Commission may establish
208206 subcommittees to effectuate the purpose of the Commission. The
209207 Commission shall meet as often as necessary to per form its duties.
210208 G. Members of the Commission shall receive no compensation for
211209 serving on the Commission but shall receive travel reimbursement for
212-necessary travel expenses incurred in the performance of their

236+necessary travel expenses incurred in the performance of their
240237 duties by their respective agencies in acc ordance with the State
241238 Travel Reimbursement Act.
242239 H. The Commission shall be authorized to:
243240 1. Employ personnel;
244241 2. Contract for services ; and
245242 3. Accept gifts, grants, and donations which shall be deposited
246243 into the Semiquincentennial Revolving Fund, created in Section 2 of
247244 this act.
248245 I. On or after June 30, 2027, any remaining supplies or
249246 property of the Commission shall transfer to the Oklahoma Histo rical
250247 Society.
251248 J. No later than March 1, 2024, the Commission shall
252249 electronically submit a report to the Governor, President Pro
253250 Tempore of the Senate, and the Speaker of the House of
254251 Representatives to include the following information:
255252 1. Mission statement of the Commission;
256253 2. Goals of the Commission;
257254 3. List of proposed activities;
258255 4. List of milestones along with applicable dates for executing
259256 the proposed activities; and
260257 5. Projected budget for planned activities and private
261258 fundraising goals.

289285 SECTION 2. NEW LAW A new section of law to be codified
290286 in the Oklahoma Statutes as Section 501 of Title 53, unless there is
291287 created a duplication in numbering, reads as follows:
292288 There is hereby created in the State Treasury a revolving fund
293289 for the Oklahoma Historical Society to be designated the
294290 "Semiquincentennial Revolving Fund ". The fund shall be a continuing
295291 fund, not subject to fiscal year limitations, and shall consist of
296292 all monies received from legislative appropriat ions, private
297293 donations, gifts, and grants. All monies accruing to the credit of
298294 the fund are hereby appropriated an d may be budgeted and expended by
299295 the Oklahoma Semiquincentennial Commission for the purposes of the
300296 Commission. Expenditures from the fun d shall be made upon warrants
301297 issued by the State Treasurer against claims filed as prescribed by
302298 law with the Directo r of the Office of Management and Enterprise
303299 Services for approval and payment. The Semiquincentennial Revolving
304300 Fund shall sunset on Jun e 30, 2027. Any remaining monies in the
305301 fund shall transfer to the Historical Society Revolving Fund,
306302 created in Section 1.10 of Title 53 of the Oklahoma Statutes.
307303 SECTION 3. It being immediately necessary for the preservation
308304 of the public peace, health or safety, an emergency is hereby
309305 declared to exist, by reason whereof this act shall take effect and
310306 be in full force from and after its passage an d approval.
