51	52		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
52	53		SECTION 1. NEW LAW A new section of law to be codified
53	54		in the Oklahoma Statutes as Section 500 of Title 53, unless there is
54	55		created a duplication in numberi ng, reads as follows:
55	56		A. There is hereby created the Oklahoma Semiquincentennial
56	57		Commission until June 30, 2027.
57	58		B. The duties of the Commission shall be as follows:
58	59		1. Be the point of contact for state and national organizations
59	60		and events related to the Semiquincentennial of the United States;
60		-	2. Develop programs and plans for the official observance of
61		-	the 250th anniversary of the founding of the United States in 2026,
62		-	as marked by the Declaration of Independence in 1776; and

	87	+	2. Develop programs and plans for the official observance of

90	90		3. Cooperate with the United States Semiquincentennial
91	91		Commission and various state agencies, boards, commissions,
92	92		departments, and political s ubdivisions in order to execute
93	93		commemorative events and to implement educational activities,
94	94		events, and celebrations related to the Semiquincentennial of the
95	95		United States.
96	96		C. The Commission shall be composed of twenty -five (25)
97	97		members. The members shall serve as follows:
98	98		1. Five members appointed by the Governor as follows:
99	99		a. one who shall be a member with experience in the st udy
100	100		and documentation of the history of Latino communities
101	101		in Oklahoma,
102	102		b. one who shall be a member with experience i n the study
103	103		and documentation of the history of the Black
104	104		community in Oklahoma ,
105	105		c. one who shall be a member with experience in the study
106	106		and documentation of the history of American Indian
107	107		communities in Oklahoma ,
108	108		d. one who shall be a current fift h-grade teacher
109	109		currently certified to teach in Oklahoma with
110	110		experience teaching United States history ,
111		-	e. one who shall be a secondary teacher currently
112		-	certified to teach United States history in Oklahoma;

140	139		2. Five members shall be appointed by the S peaker of the
141	140		Oklahoma House of Representatives, one appointee from each of the
142	141		five congressional districts;
143	142		3. Five members shall be appointed b y the President Pro Tempore
144	143		of the Oklahoma State Senate, one appointee fro m each of the five
145	144		congressional distric ts;
146	145		4. Ten voting ex officio members shall be appointed as follows:
147	146		a. the Lieutenant Governor, who shall serve as
148	147		chairperson, or a design ee,
149	148		b. the Executive Director of the Oklahoma Historical
150	149		Society, who shall serve as vice -chair, or designee,
151	150		c. the Director of the Oklahoma Department of Commerce,
152	151		or designee,
153	152		d. the State Superintendent of Public Instruction, or
154	153		designee,
155	154		e. the Chancellor of the Oklahoma State Regents for
156	155		Higher Education, or designee ,
157	156		f. the Executive Director of the Ok lahoma Arts Council,
158	157		or designee,
159	158		g. the Executive Director of the Oklahoma Tourism and
160	159		Recreation Department, or designee ,
161		-	h. the Chief Justice of the Oklahoma Supreme Court, or

	186	+	h. the Chief Justice of the Oklahoma Supreme Court, or
	187	+	designee,
190	188		i. the Regent of the Oklahoma Society of the Daughters of
191	189		the American Revolution, and
192	190		j. the President of the Oklahoma Society of the Sons of
193	191		the American Revolution.
194	192		D. Commission members may be removed for cause. Whenever a
195	193		vacancy on the Commission occurs by death, resignation, or
196	194		otherwise, the appointi ng authority shall fill the same by
197	195		appointment, and the appointee shall hold office during the
198	196		unexpired term. Each member shall hold office until a successor ha s
199	197		been appointed.
200	198		E. All appointments to the Commission shall be made no later
201	199		than August 1, 2023. The Commission shall hold its first meeting no
202	200		later than September 1, 2023. The Commission shall be staffed by
203	201		the Oklahoma Historical Society. All appropriate agencies of state
204	202		government shall provide assistance to the Commission upon request
205	203		of the Commission.
206	204		F. A quorum of thirteen members shall be required to conduct
207	205		official business of the Commission. The Commission may establish
208	206		subcommittees to effectuate the purpose of the Commission. The
209	207		Commission shall meet as often as necessary to per form its duties.
210	208		G. Members of the Commission shall receive no compensation for
211	209		serving on the Commission but shall receive travel reimbursement for
212		-	necessary travel expenses incurred in the performance of their

	236	+	necessary travel expenses incurred in the performance of their
240	237		duties by their respective agencies in acc ordance with the State
241	238		Travel Reimbursement Act.
242	239		H. The Commission shall be authorized to:
243	240		1. Employ personnel;
244	241		2. Contract for services ; and
245	242		3. Accept gifts, grants, and donations which shall be deposited
246	243		into the Semiquincentennial Revolving Fund, created in Section 2 of
247	244		this act.
248	245		I. On or after June 30, 2027, any remaining supplies or
249	246		property of the Commission shall transfer to the Oklahoma Histo rical
250	247		Society.
251	248		J. No later than March 1, 2024, the Commission shall
252	249		electronically submit a report to the Governor, President Pro
253	250		Tempore of the Senate, and the Speaker of the House of
254	251		Representatives to include the following information:
255	252		1. Mission statement of the Commission;
256	253		2. Goals of the Commission;
257	254		3. List of proposed activities;
258	255		4. List of milestones along with applicable dates for executing
259	256		the proposed activities; and
260	257		5. Projected budget for planned activities and private
261	258		fundraising goals.

289	285		SECTION 2. NEW LAW A new section of law to be codified
290	286		in the Oklahoma Statutes as Section 501 of Title 53, unless there is
291	287		created a duplication in numbering, reads as follows:
292	288		There is hereby created in the State Treasury a revolving fund
293	289		for the Oklahoma Historical Society to be designated the
294	290		"Semiquincentennial Revolving Fund ". The fund shall be a continuing
295	291		fund, not subject to fiscal year limitations, and shall consist of
296	292		all monies received from legislative appropriat ions, private
297	293		donations, gifts, and grants. All monies accruing to the credit of
298	294		the fund are hereby appropriated an d may be budgeted and expended by
299	295		the Oklahoma Semiquincentennial Commission for the purposes of the
300	296		Commission. Expenditures from the fun d shall be made upon warrants
301	297		issued by the State Treasurer against claims filed as prescribed by
302	298		law with the Directo r of the Office of Management and Enterprise
303	299		Services for approval and payment. The Semiquincentennial Revolving
304	300		Fund shall sunset on Jun e 30, 2027. Any remaining monies in the
305	301		fund shall transfer to the Historical Society Revolving Fund,
306	302		created in Section 1.10 of Title 53 of the Oklahoma Statutes.
307	303		SECTION 3. It being immediately necessary for the preservation
308	304		of the public peace, health or safety, an emergency is hereby
309	305		declared to exist, by reason whereof this act shall take effect and
310	306		be in full force from and after its passage an d approval.
