39	39	An Act relating to higher education; directing
40	40	institution governing board to be re sponsible for
41	41	reviewing implementation of certain statutory
42	42	requirements; granting certain authority to board to
43	43	ensure compliance with specified law; requiring
44	44	release of informati on upon certain request;
45	45	providing for codification; providing an effective
46	46	date; and declaring an emergency.

51	51	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKL AHOMA:
52	52	SECTION 1. NEW LAW A new section of law to be codified
53	53	in the Oklahoma Statutes as S ection 24-157.1 of Title 70, unless
54	54	there is created a duplication in numbering, reads as follows:
55	55	A. As part of implementing the requiremen ts of Section 24-157
56	56	of Title 70 of the Oklahoma Statutes, a board of regents or other
57	57	governing board of an institution of higher education within The
58	58	Oklahoma State System of Higher Education shall be responsible for
59	59	reviewing the policies developed by t he institution.
60	60	B. To ensure compliance with the requirements of Section 24 -157
61	61	of Title 70 of the Oklaho ma Statutes, a board of regents or other
62	62	governing board of an inst itution described in subsection A of this

88	88	section shall have the a uthority of due diligence to review, attend,
89	89	audit, and comment on any related education training class or
90	90	financial policy of the institution. The institution shall make
91	91	information related to this section and Section 24-157 of Title 70
92	92	of the Oklahoma Statutes available upon request to members of the
93	93	institution's board of regents or other governing board no later
94	94	then fourteen (14) days after such request is made . The institution
95	95	shall make no attempt to bar members of the insti tutions board of
96	96	regents or other governing bo ard from attending any class or
97	97	auditing class materials.
98	98	SECTION 2. This act shall become effective July 1, 2023.
99	99	SECTION 3. It being immediately neces sary for the preservatio n
100	100	of the public peace, health or safety, an emergency is hereby
101	101	declared to exist, by reason whereof thi s act shall take effect and
102	102	be in full force from and after its passage and approval.
