119-BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
120-SECTION 1. NEW LAW A new section of law t o be codified
121-in the Oklahoma Statutes as Section 6-101.9 of Title 70, unless
122-there is created a duplication in numb ering, reads as follo ws:
123-A teacher who is certified pursuant to Section 6-122.3 or 6-187
124-of Title 70 of the Oklahoma Statutes and who, at the request of the
125-employing school district, takes a nd passes a subject area
126-competency examination required by Section 6-187 of Title 70 of the
127-Oklahoma Statutes to earn certification and teach an additional
128-subject in the school district shall be reimburs ed by the school
129-district. The reimbursement shall be an amount equal to the cost of
130-the subject area competency examination.
131-SECTION 2. AMENDATORY 70 O.S. 2021, Section 6 -106.1, is
132-amended to read as follows:

159-Section 6-106.1. If funds are appropriated to the A. The State

168-B. A mentor teacher sha ll provide guidance, suppo rt, coaching,
169-and assistance to a teacher in his or her first year of teaching at

172-SECTION 3. This act shall become eff ective July 1, 2023.

99+SECTION 1. NEW LAW A new section of law to be codified
100+in the Oklahoma Statutes as Section 8-114 of Title 70, unless there

311102 A. Except as provided in subsection B of this section,
312103 beginning July 1, 2023, the transfer of a student from one school
313104 site to another school site within the school district where the
314105 student resides shall be approved at any time in the year , unless
315106 the grade level of the receiving school site has reached capacity.
316107 If the capacity of a grade level is insufficient to enroll all
317108 eligible students, the school district shall select intra-district
318109 transfer students based on the preferences outlined in paragraph 1
319110 of subsection B of this section and then in the order in which the
320111 intra-district transfer applications were received. The capacity of
321112 a school site shall be determined by the school district board o f
322113 education based on its policy adopted pursuant to subsection B of
323114 this section. A student may be granted a one-year intra-district
324115 transfer and may automatically continue to attend the school each
325116 school year to which the student transferred with the ap proval of
326117 the school district. At the end of each school year, a school
327118 district may deny continued intra-district transfer of the student
328119 for the reasons outlined in paragraphs 2 and 3 of subsection B of
329120 this section. Any sibling of a student who transf ers intra-district
330121 may attend the school site to which the student transferred, if the
331122 school district policy gives preference to sibling transfers
332-regardless of capacity, and the sibling of the transferred student
333-does not meet a basis for denial as outli ned in paragraphs 2 and 3
334-of subsection B of this section. Any child in the custody of the

152+of subsection B of this section. Any child in the custody of the
361153 Department of Human Services in fo ster care who is living in the
362154 home of a student who transfers intra-district, may attend the
363155 school site to which the student tra nsferred.
364156 B. Each school district board of education shall adop t a policy
365157 to determine the number of intra-district transfer students the
366158 school district has the capacity to accept in each grade level for
367159 each school site within a school district no later than July 1,
368160 2023. The policy shall be publicly posted on the school district
369161 website. The policy:
370162 1. Shall include an enrollment preference and reserve capacity
371163 for:
372164 a. students who reside in the school site boundary,
373165 b. students who attended the school site the prior school
374166 year, and
375167 c. siblings of students who are already enrolled at the
376168 school site;
377169 2. May include the acts and reasons outlined in Section 24-
378170 101.3 of Title 70 of the Oklahoma Statutes as a basis for denial of
379171 an intra-district transfer; and
380172 3. May include a history of absences as a basis for den ial of
381173 an intra-district transfer. For the purposes of this s ection,
382-"history of absences" means ten or more absences in one semester
383-that are not excused for the reasons provided in subsection B of

414207 the number of intra-district transfer students the school district
415208 has the capacity to accept in each grade level for each school site
416209 within the district.
417210 D. After establishing the number of intra-district transfer
418211 students the school district has the capacity to accept in each
419212 grade level for each school site , the board of education shall:
420213 1. Publish in a prominen t place on the school district website
421214 the number of intra-district transfer students for each grade level
422215 for each school site within the school district which the district
423216 has the capacity to accept; and
424217 2. Report to the State Department of Education th e number of
425218 intra-district transfer students for each grade le vel for each
426219 school site within the school district which the district has the
427220 capacity to accept.
428-SECTION 6. This act shall be come effective July 1, 2023.
