54 | 54 | | BE IT ENACTED BY THE PE OPLE OF THE STATE OF OKLAHOM A: |

55 | 55 | | SECTION 1. NEW LAW A new section of law to be codified |
---|
56 | 56 | | in the Oklahoma Statutes as Section 2-170 of Title 43A, unless there |
---|
57 | 57 | | is created a duplication in numbering, reads as follows: |

58 | 58 | | A. The Oklahoma Department o f Mental Health and Substance Abuse |

59 | 59 | | Services shall design and implement a pilot program to provide |
---|
60 | 60 | | greater access to an underserved, lower-income community with the |
---|
61 | 61 | | funds appropriated speci fically for a county in Oklahoma with a |
---|
62 | 62 | | population at no more than seven hundred thousand (700,000) people |
---|
63 | 63 | | and also shall conduct a surve y to determine the need between mental |
---|
64 | 64 | | health patients and the availability of me ntal health beds to better |
---|

94 | 94 | | B. The purpose of the program is to provide a facility that is |
---|
95 | 95 | | available twenty-four (24) hours a day and seven (7) days a week to |
---|
96 | 96 | | provide treatment for those individuals exp eriencing symptoms of |
---|
97 | 97 | | mental illness. The pilot program's purpose is to provid e |
---|
98 | 98 | | assessments, psychiatric evaluations, therapy medication m onitoring, |
---|
99 | 99 | | individual and group counseling, and case management. The goal for |
---|
100 | 100 | | the pilot program is to provide immediate support for individuals |
---|
101 | 101 | | with symptoms of mental health illness and to avoid psychiatric |
---|
102 | 102 | | hospitalization. The pilot program shall include a support team, |
---|
103 | 103 | | including, but not limited to, a psychiatric nurse practitioner, |
---|
104 | 104 | | registered nurse, licensed therapist, substan ce abuse counselor, and |
---|
105 | 105 | | a case manager. The pilot program shall be in partnership with a |
---|
106 | 106 | | psychiatrist to provide supervision. The facility the program |
---|
107 | 107 | | establishes for its us e is to be furnished as a therapeut ic living |
---|
108 | 108 | | room environment, and shall accept Medicaid insurance and provide |
---|
109 | 109 | | walk-in services. The pilot program will provide wraparound |
---|
110 | 110 | | services including, but not limited to, substance abuse counseling, |
---|
111 | 111 | | twenty-five (25) beds on-site, and transportation a s appropriate and |
---|
112 | 112 | | needed. The facility will be designed structurally to provide |
---|
113 | 113 | | separate, dual, and safe accommodations, for both adolescent and |
---|
114 | 114 | | adult populations. There shall be soundproofing for more private |

142 | 142 | | Individuals experiencing symptoms of mental health illness shall be |

143 | 143 | | provided with care including, but not limited to, an assess ment with |

144 | 144 | | a psychiatric nurse practitioner under psychiatric supervisio n and a |
---|
145 | 145 | | plan for recovery. The pilot program will offer e ducation related |
---|
146 | 146 | | to brain function, a healthy diet, effects of light, exercise, |
---|
147 | 147 | | vitamins, nutrition, mediation, yoga, and positive thinking. The |
---|
148 | 148 | | pilot program will establish partnerships with famil y, faith-based |
---|
149 | 149 | | organizations, and schools to foster education , outreach, advocacy |
---|
150 | 150 | | and the de-stigmatization of emotional and mental disorders in the |
---|
151 | 151 | | larger community. |
---|
152 | 152 | | 1. The Oklahoma Department of Mental Health and Substance Abuse |
---|
153 | 153 | | Services shall be author ized to construct, lease, renovate, or |
---|
154 | 154 | | repurpose such real property and acquire personal property as may be |
---|
155 | 155 | | necessary to create, implement, and operate a program to reduce the |
---|
156 | 156 | | number of individuals who are experiencing exacerbated symptoms of |
---|
157 | 157 | | mental illness and to provide support and treatment; or |
---|
158 | 158 | | 2. The Oklahoma Department of Mental Health and Substance Abuse |
---|
159 | 159 | | may enter into contract with any lawfully recognized business entity |
---|
160 | 160 | | for the construction, lease, renovation, or repurpose of required |
---|
161 | 161 | | facilities and for the acquisition of personal property as may be |
---|
162 | 162 | | necessary to create, implement, and operate a pro gram to reduce the |
---|
163 | 163 | | number of individuals who are experiencing exacerbated symptoms of |
---|
164 | 164 | | mental illness and to provide support and treatment . |

197 | 197 | | Department of Mental Health and Substance Abuse Services by law. |

198 | 198 | | SECTION 3. This act shall become effective July 1, 2023. |

199 | 199 | | SECTION 4. It being immediately necessary for the preservation |

200 | 200 | | of the public peace, health or safety, an emergency is hereby |
---|
201 | 201 | | declared to exist, by reason whereof thi s act shall take effect and |
