	43	+	An Act relating to poor persons; authorizing the
	44	+	Department of Human Services to utilize certain
	45	+	program; providing standards Department shall

49	55		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OK LAHOMA:
50	56		SECTION 1. NEW LAW A n ew section of law to be codified
51	57		in the Oklahoma Statutes as Section 230.74 of Title 56, unless there
52	58		is created a duplication in numbering, reads as follows:
53	59		A. The Department of Human Services may utilize an enrollment-
54	60		based child care subsidy payments program that complies with all
55	61		applicable federal funding requirements and legal authority and that
56	62		seeks to provide adequate, stable payments to child care providers
57	63		under this section by establishing effective payment practices based
58	64		on accurate time and attendance systems.
59		-	B. The Department shall consider pro gram standards, including,

	92	+	B. The Department shall consider pro gram standards, including,
	93	+	but not limited to:
87	94		1. The child's developmental and educational goals when
88	95		authorizing care periods eligible for re imbursement;
89	96		2. Accommodation of variable parent sche dules;
90	97		3. Authorizing pay based upon enrollment rather th an
91	98		attendance;
92	99		4. Using a range of hours to determine authorized care amounts;
93	100		and
94	101		5. Simplifying and streamlining payment processes with
95	102		providers.
96	103		C. The Department shall publish on the Department's publicly
97	104		accessible website an overview of child care services and the
98	105		methodology used to issue payments to providers of child care
99	106		services, including any changes to the methodology during the
100	107		previous year, if applicable.
101	108		SECTION 2. This act shall become effective November 1, 2023.
