4955 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OK LAHOMA:
5056 SECTION 1. NEW LAW A n ew section of law to be codified
5157 in the Oklahoma Statutes as Section 230.74 of Title 56, unless there
5258 is created a duplication in numbering, reads as follows:
5359 A. The Department of Human Services may utilize an enrollment-
5460 based child care subsidy payments program that complies with all
5561 applicable federal funding requirements and legal authority and that
5662 seeks to provide adequate, stable payments to child care providers
5763 under this section by establishing effective payment practices based
5864 on accurate time and attendance systems.
59-B. The Department shall consider pro gram standards, including,

92+B. The Department shall consider pro gram standards, including,
93+but not limited to:
8794 1. The child's developmental and educational goals when
8895 authorizing care periods eligible for re imbursement;
8996 2. Accommodation of variable parent sche dules;
9097 3. Authorizing pay based upon enrollment rather th an
9198 attendance;
9299 4. Using a range of hours to determine authorized care amounts;

94101 5. Simplifying and streamlining payment processes with
95102 providers.
96103 C. The Department shall publish on the Department's publicly
97104 accessible website an overview of child care services and the
98105 methodology used to issue payments to providers of child care
99106 services, including any changes to the methodology during the
100107 previous year, if applicable.
101108 SECTION 2. This act shall become effective November 1, 2023.
