56	56	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
57	57	SECTION 1. AMENDATORY 70 O.S. 2021, Section 5 -106, is
58	58	amended to read as follows:
59	59	Section 5-106. A. The governing board of each school district
60	60	in Oklahoma is hereby designated and shall hereafter be known as the
61	61	board of education of such d istrict. Except as otherwise provided
62	62	in this section, the sup erintendent of schools appointed and
63	63	employed by the board shall be the executive officer of the board
64	64	and shall perform duties as the board directs. A superintendent of
65	65	schools appointed and employed by the board shall possess, at a

92	92	minimum, a baccalaureate degree. The board may establish additional
93	93	requirements and qualifications for superintendent candidates as it
94	94	deems necessary to fulfill the duties of e mployment.
95	95	B. The board may contra ct with a superintendent for a term as
96	96	mutually agreed upon but not to exceed thre e (3) years beyond the
97	97	fiscal year in which the contract is approved by the board and
98	98	accepted by the superintendent. The contract shall i nclude all
99	99	other terms and conditio ns as agreed upon in writing by the board
100	100	and the superintendent.
101	101	C. The boards of two or more school districts may contract with
102	102	one superintendent to serve as superintendent of the school
103	103	districts as provided in Secti on 4 5-106A of this act title.
104	104	D. No board of a school district having average daily
105	105	membership (ADM) of fewer than five hundred (500) pupils shall be
106	106	prohibited from allowing a superintendent to serve simultaneously as
107	107	a principal.
108	108	E. The chief executive officer of the board of education of a
109	109	district in which a public developmental research school is
110	110	established shall be the dire ctor of the school appointed as
111	111	provided in Section 1210.577 of this title.
112	112	SECTION 2. AMENDATORY 70 O.S. 2021, Section 6-189, is
113	113	amended to read as follows:
114	114	Section 6-189. A. The certification system required by the
115	115	Oklahoma Teacher Preparation Act as part of the new teacher

142	142	preparation system shall be competency -based. The competencies for
143	143	certification shall be integrated with compe tencies specified in
144	144	Section 6-185 of this title. By July 1, 1996, the State Board of
145	145	Education shall adopt general competencies for certification, and by
146	146	January 1, 1997, the Board shall have adopted full competencies a nd
147	147	implemented the certification sy stem as required in this act. No
148	148	higher education courses or credit hours may be specified by the
149	149	State Board of Education in rules for certification. Nothing in the
150	150	certification rules adopted by the Board shall prohib it the Oklahoma
151	151	State Regents for Higher Education from adopting policies and
152	152	procedures it deems appropriate for coursework, grade point average,
153	153	or credit hours for teacher preparation at institutions in The
154	154	Oklahoma State System of Higher Education.
155	155	B. The certification requirements for a school principal not
156	156	alternatively certified under subsection D of this section shall
157	157	include not less than:
158	158	1. Completion of a standard master 's degree;
159	159	2. Completion of a program in education administration approve d
160	160	by the Oklahoma Commission for Te acher Preparation with an emphasis
161	161	on curriculum, instruction and building -level leadership skills.
162	162	The requirement in this paragraph shall not apply to any person who
163	163	has completed a master 's degree program in education that included
164	164	competencies that ar e substantially equal to those listed in this
165	165	paragraph and if the degree was completed prior to July 1, 2005;

193	193	fixed by the State Board of Education;
194	194	4. A passing score on the subject area co mpetency examination
195	195	required in Section 6 -187 of this title; and
196	196	5. A minimum of two (2) years of successful teaching experience
197	197	in public or private schools accredited by the State Board of
198	198	Education or by the proper a ccrediting authority of another sta te of
199	199	the United States.
200	200	C. The certification requirements for a superintendent of
201	201	schools not alternatively certified under subsection D of this
202	202	section shall include not less than:
203	203	1. Certification as a school princip al or completion of the
204	204	certification requirements for a school principal as set forth in
205	205	subsection B of this section;
206	206	2. Completion of a program in education administration approved
207	207	by the Oklahoma Commission for Teacher Preparation with an emphasis
208	208	on district-level leadership skills, a nd which shall include the
209	209	following competencies:
210	210	a. instructional leadership,
211	211	b. organizational leadership, including education
212	212	finance, education law, and risk management,
213	213	c. collaborative and community leadership, and
214	214	d. ethical leadership.

242	242	who has completed an Oklahoma Commission for Teacher Preparation
243	243	approved Master's Degree in Education Administration or has
244	244	completed a program in education that inclu ded competencies that are
245	245	substantially equal to those listed in this paragraph, and if the
246	246	degree or program was completed between the effective date of this
247	247	act and July 1, 2005;
248	248	3. Any other professional education and requirements as may be
249	249	fixed by the State Board of Education;
250	250	4. A passing score on the subject area competency examination
251	251	required in Section 6 -187 of this title; and
252	252	5. A minimum of two (2) years of administrative experience in
253	253	public or private schools accredited by the State Board o f Education
254	254	or by the proper accre diting authority of another state of the
255	255	United States, at a minimum, completion of a baccalaureate degree .
256	256	D. 1. The standards for alternative certification for
257	257	superintendents of schools and principals shall include:
258	258	a. the completion of a standard mas ter's degree,
259	259	b. two (2) years of relevant work experien ce in a
260	260	supervisory or administrative capacity,
261	261	c. a passing score on the subject area competency
262	262	examination required in Section 6 -187 of this title,

291	291	Oklahoma accredited institution of higher educ ation a
292	292	plan for completing an alternative administrative
293	293	preparation program within three (3) years. Relevant
294	294	work experience and coursework may be considered and
295	295	applied to complete the plan.
296	296	2. An alternative certificate for superintendent of schools and
297	297	principals shall not exceed three (3) years and shall not be
298	298	renewable.
299	299	3. Upon successful completion of an alternative administrative
300	300	preparation program by a p articipant, the State Board of Edu cation
301	301	shall issue a standard certificate for superintendent or principal,
302	302	as applicable, to the applicant.
303	303	4. Any person participating in an alternative certification
304	304	program for superintendent of schools and principals on the
305	305	effective date of this act shall be subject to the program
306	306	requirements in effect p rior to the effective date of this act.
307	307	E. The certification requirements for a superintendent of a
308	308	technology center school district shall include not less than a
309	309	standard master's degree, any other professional education
310	310	requirements as may be fixed by the State Board of Education, and a
311	311	minimum of four (4) years teaching, supervisory or administrative
312	312	experience, which may include teaching of full -time adult students,
313	313	in a technology center school district. A person meeting the

340	340	requirements set forth i n subsection C of this section shall be
341	341	eligible for a certificate for superintendent of a technology center
342	342	school district.
343	343	F. The State Board of Education and the State Board of Career
344	344	and Technology Education shall promulgate rules for a certification
345	345	system option specifically for teachers and instructors in the
346	346	technology center school districts. The teacher preparation system
347	347	shall be competency-based. The competencies for certification shall
348	348	be integrated with competencies of this title, as well as reflect
349	349	industry-based skills, standards and certifications.
350	350	G. Certificates issued by the State Board of Education may be
351	351	revoked by the State Board of Education for willful violation of any
352	352	rule of the Board or of any federal or state law or other pr oper
353	353	cause but only after sufficient hearing has been given before the
354	354	Board.
355	355	H. Teaching in a Head Start program or programs shall be used
356	356	for renewal of a standard teaching certificate.
357	357	SECTION 3. This act shall become effective July 1, 2023.
358	358	SECTION 4. It being immediately necessary for the preservation
359	359	of the public peace, health or safety, an emergency is hereby
360	360	declared to exist, by reason whereof thi s act shall take effect a nd
361	361	be in full force from and after its passage and approval.
