4848 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
4949 SECTION 1. AMENDATORY 21 O.S. 2021, Section 1289.7, is
5050 amended to read as follows:
5151 Section 1289.7
5252 FIREARMS IN VEHICLES
5353 A. Any person who is not otherwise prohibited by law from
5454 possessing or purchasing a firearm and is not carrying or
5555 transporting a firearm in the furtherance of a crime may transport
5656 in or on a vehicle a firearm, loaded or unloaded, at any time.
5757 B. Any person, eighteen (18) to twenty (20) years of age, who
5858 is not otherwise prohibited by law from possessing or purchasing a
5959 firearm and is not carrying or transporting a firearm in the
6060 furtherance of a crime may transport in or on a vehicle, open or
6161 concealed, an unloaded firearm at any time.

8888 C. It shall be unlawful for any person transporting a firearm
8989 in or on a vehicle to fail or refuse to identify that the person is
9090 in actual possession of a firearm when demanded by a law enforcement
9191 officer of this state during any arrest, detainment or routine
9292 traffic stop. Any person who violates the provisions of this
9393 subsection may be issued a citation for an amount not to exceed One
9494 Hundred Dollars ($100.00).
9595 D. It shall be unlawful for any person to leave a firearm in an
9696 unattended vehicle unless the ammunition for the firearm is removed
9797 from the firearm and the firearm is in a locked compartment such as
9898 a safe, glove compartment, or tru nk that cannot be accesse d from the
9999 main interior of the vehicle. Any person who violates the
100100 provisions of this subsection shall be issued a warning for a first
101101 offense and may be subject to an administrative fine in an amount
102102 not to exceed One Thousand Dollars ($1, 000.00) for any second and
103103 subsequent offenses; provided, however, if the firearm is a handgun,
104104 the administrative fine shall be in an amount not to exceed Five
105105 Thousand Dollars ($5,000.00). If a violation of the provisions of
106106 this subsection results in a minor, a prohibited person, or an at -
107107 risk person obtaining the firearm and using the firearm to commit a
108108 criminal offense or to injure themself or another, the person shall,
109109 upon conviction, be guilty of a misdemeanor.
