98-This act shall be known and may be cited as the "International
99-Livestock Judging Competition, Shooting, and Precision Sports Grant
100-Act".
101-SECTION 2. NEW LAW A new section of law to be codified
102-in the Oklahoma Statute s as Section 21-2 of Title 2, unless there is
103-created a duplication in numbering, reads as follows:
104-A. There is hereby created in the State Treasury a revolving
105-fund for the Oklahoma Department o f Agriculture, Food, and Forestry
106-to be designated the "International Livestock Judging Compet ition,
107-Shooting, and Precision Sports Revolving Fund". The fund shall be a
108-continuing fund, not subject to fiscal year limitations, and shall
109-consist of all monies received by the State Board of Agriculture
110-from state-appropriated funds, federal funds, donations, grants, and
111-contributions from any public or private source and designated for
112-the purpose set forth in this section. All monies accruing to the
113-credit of the fund are hereby appropriated and may be budgeted and
114-expended by the Oklahoma Departmen t of Agriculture, Food, and
115-Forestry for the purpose of administering the International
116-Livestock Judging Competition, Shooting, and Precision Sports Grant
117-Act. Expenditures from the fund shall be made upon warrants issued
118-by the State Treasurer against c laims filed as prescribed by law
119-with the Director of the Office of Management and Enterprise
120-Services for approval and p ayment.

154-administer the provisions of the International Livestock Judging
155-Competition, Shooting, and Precision Sports Grant Act.
156-B. The State Board of Agriculture shall promulgate rules and
157-adopt eligibility guidelines necessary to enforce and administer the
158-International Livestock Judging Competition , Shooting, and Precision
159-Sports Grant Act, including an applica tion process for grants.
160-Teams that receive grants must be comprised of Oklahoma students who
161-are members of a National FFA Organization chapter or 4-H team that
162-has won a national competition and is eligible to compete in an
163-international livestock judgi ng competition or members of a shooting
164-and precision sports team that is eligible to compete in a national
165-or international sports competition.
166-C. Grants shall be awarded to match the funds the teams have
167-raised in a one-to-one ratio (1:1), the total amount not to exceed
168-the estimated cost of the trip for an international livestock
169-judging competition, or an international shooting, and precision
170-sports competition.
