5050 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5151 SECTION 1. AMENDATORY 21 O.S. 2021, Section 1290.2, is
5252 amended to read as follows:

5454 DEFINITIONS
5555 A. As used in the Oklahoma Self -Defense Act:
5656 1. "Completed application" means all fields are completed, all
5757 questions are answered and the required signatures are present on
5858 the application for a handgun license, an d the required documents
5959 are attached to the application, including legible fingerprin ts, if
6060 applicable;

8787 2. "Concealed handgun" means a loaded or unloaded pistol or
8888 handgun not openly visible to the ordinary observation of a
8989 reasonable person;
9090 3. "Unconcealed handgun" or "open carry" means a loaded or
9191 unloaded pistol or handgun that is not held in the hand, but rather
9292 is carried upon the person in a holster where the firearm is
9393 visible, or carried upon the person using a scabbard , or sling in a
9494 general vertical position where the barrel of the handgun is safely
9595 pointed in an up or down dir ection, or in a case designed for
9696 carrying firearms. The provisions of this paragraph shall not appl y
9797 while lawfully at a gun range, while la wfully hunting, while
9898 lawfully using a fire arm, or during an act of self-defense; and
9999 4. "Pistol" or "handgun" shall have the same definition as
100100 provided in the Oklahoma Firearms Act of 1971, defined in Section
101101 1289.3 of this title.
102102 B. The definition of pistol or handgun for purposes of the
103103 Oklahoma Self-Defense Act shall not apply to imitation pistols,
104104 flare guns, underwater fishing guns or blank pistols.
105105 SECTION 2. This act shall become effective November 1, 2023.
