50	50	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
51	51	SECTION 1. AMENDATORY 21 O.S. 2021, Section 1290.2, is
52	52	amended to read as follows:

54	54	DEFINITIONS
55	55	A. As used in the Oklahoma Self -Defense Act:
56	56	1. "Completed application" means all fields are completed, all
57	57	questions are answered and the required signatures are present on
58	58	the application for a handgun license, an d the required documents
59	59	are attached to the application, including legible fingerprin ts, if
60	60	applicable;

87	87	2. "Concealed handgun" means a loaded or unloaded pistol or
88	88	handgun not openly visible to the ordinary observation of a
89	89	reasonable person;
90	90	3. "Unconcealed handgun" or "open carry" means a loaded or
91	91	unloaded pistol or handgun that is not held in the hand, but rather
92	92	is carried upon the person in a holster where the firearm is
93	93	visible, or carried upon the person using a scabbard , or sling in a
94	94	general vertical position where the barrel of the handgun is safely
95	95	pointed in an up or down dir ection, or in a case designed for
96	96	carrying firearms. The provisions of this paragraph shall not appl y
97	97	while lawfully at a gun range, while la wfully hunting, while
98	98	lawfully using a fire arm, or during an act of self-defense; and
99	99	4. "Pistol" or "handgun" shall have the same definition as
100	100	provided in the Oklahoma Firearms Act of 1971, defined in Section
101	101	1289.3 of this title.
102	102	B. The definition of pistol or handgun for purposes of the
103	103	Oklahoma Self-Defense Act shall not apply to imitation pistols,
104	104	flare guns, underwater fishing guns or blank pistols.
105	105	SECTION 2. This act shall become effective November 1, 2023.
