3939 An Act relating to public libraries; permitting
4040 multi-county library systems to vote on adoption of
4141 procedures; providing description of procedures;
4242 providing for codification; and providing an
4343 effective date.

4747 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
4848 SECTION 1. NEW LAW A new section of law to be codified
4949 in the Oklahoma Statutes as Section 4-117 of Title 65, unless there
5050 is created a duplication in numbering, reads as follows:
5151 A. Counties that participate in a multi-county library system
5252 may, by two thirds (2/3) vote of each county commissioners board,
5353 adopt either one or both of the following procedures:
5454 1. Counties that participate in multi-county library systems
5555 may request an accounting of the library systems overall budget and
5656 estimate of needs. Each multi-county library system shall designate
5757 the executive director or employee in charge of accounting to
5858 produce requested accounting or estimate of needs made under this
5959 act; and

8585 2. Counties that participate in multi -county library systems
8686 may open purchase approvals to the board of commissioners of each
8787 county, and may contract with the county clerk's office of each
8888 county within the system for administration fees and oversight
8989 processes.
9090 SECTION 2. This act shall become effective November 1, 2023.
