47	47	spouses and unremarr ied surviving spouses of certain
48	48	veterans to receive disability rating or veteran
49	49	status notation on driver licenses or identification
50	50	cards; requiring notation be accepted as proof of
51	51	sales tax exemption and veterans benefits; requiring
52	52	certain registration to receive notations; requiring
53	53	implementation of certain information exchange
54	54	process by certain date; authorizing the promulgation
55	55	of rules; and providing an effective date .

64	64	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
65	65	SECTION 1. AMENDATORY 47 O.S. 2021, Section 6 -124, as
66	66	amended by Section 63, Chapter 282, O.S.L. 2022 (47 O.S. Supp. 2022,
67	67	Section 6-124), is amended to read as follows:
68	68	Section 6-124. A. As a way to honor and recognize the veterans
69	69	who have served our country, Service Oklahoma shall make space

96	96	available in the upper lef t-hand corner of the front of the driver
97	97	license and the identification card for a flag emblem and the word
98	98	"veteran" to. Similarly, when applicable, Service Oklahoma shall,
99	99	either on the front or back of the driver license or the
100	100	identification card, include a numeric designation indicating a
101	101	veteran's one-hundred-percent disability rating granted to t he
102	102	veteran by the United States Department of Veterans Affairs. The
103	103	veteran designations required by this subsection shall be designed
104	104	by Service Oklahoma that will and shall serve as a notation of
105	105	veteran status as well as a notation of the existence of a United
106	106	States Department of Veterans Affairs disability rating as
107	107	applicable. The current spouse of a one-hundred-percent disabled
108	108	veteran or an unremarried surviving spouse of a deceased one-
109	109	hundred-percent disabled veteran shall be entitled to receive a
110	110	driver license or identification card indicating his or her status
111	111	as an eligible current spouse or an eligible unremarried surviving
112	112	spouse entitled to the sales tax exemption provided in Section 1357
113	113	of Title 68 of the Oklahoma Statutes. Representation of ve teran
114	114	status and disability rating on the driver license or the
115	115	identification card shall be adequate confirmation for purposes of
116	116	veterans benefits offered by public or private entities doing
117	117	business within the State of Oklahoma and no further documenta tion
118	118	shall be required except as specifically mandated by federal law .

145	145	B. Upon application for issuance or renewal of the driver
146	146	license or identification card and in addition to other
147	147	documentation required by Service Oklahoma, persons requesting the
148	148	flag emblem or the flag emblem and the disability notation shall be
149	149	registered with the veterans registry Oklahoma Veterans Registry
150	150	created by the Oklahoma Department of V eterans Affairs. Provided,
151	151	that if the person requesting the flag emblem has previously
152	152	received a flag emblem pursuant to this subsection, no registration
153	153	with the veterans registry Oklahoma Veterans Registry shall be
154	154	required to receive the flag emblem prior to the deadline
155	155	established in subsection C of this section . Service Oklahoma shall
156	156	promulgate any rule necessary to implement the provisions of this
157	157	section.
158	158	C. Service Oklahoma and the Oklahoma Department of Veterans
159	159	Affairs shall implement a technology -based information exchange
160	160	process whereby Service Oklahoma and all licensed operators are able
161	161	to validate, upon application for issuance or renewal of the driver
162	162	license or identification card, an applicant's claim of veteran
163	163	status, veteran disability status, status as a current spouse of an
164	164	eligible disabled veteran or status as an unremarried surviving
165	165	spouse of an eligible, deceased disabled veteran as provided for in
166	166	subsection A of this section. The requirements of this subsection
167	167	shall be implemented no later than July 1, 202 4.

194	194	D. Service Oklahoma, in consultation with the Oklahoma
195	195	Department of Veterans Affairs , is authorized to promulgate any
196	196	necessary rules to implement the provisions of this section.
197	197	SECTION 2. This act shall become effective November 1, 2023.
